Secretary Bowles Testifies before Congress on Energy Development in Oceans

On March 24, Massachusetts Secretary of Energy and Environmental Affairs Ian Bowles testified before the U.S. House of Representatives Natural Resources Committee at a joint oversight hearing on "Energy Development on the Outer Continental Shelf and the Future of our Oceans" held by both the Subcommittee on Energy and Mineral Resources and the Subcommittee on Insular Affairs, Oceans and Wildlife. Secretary Bowles highlighted the value of coastal and ocean areas for energy development and provided an overview of the work being done in Massachusetts to develop an integrated ocean management plan. He also recommended that Congress: 1) elevate the energy policy priority of offshore wind, 2) clarify the National Oceanic and Atmospheric Administration's mission in supporting new approaches to ocean and coastal management, 3) reauthorize the Coastal Zone Management Act to enhance the federal-state partnership on managing state and federal waters, and 4) establish an Ocean and Coastal Trust Fund funded by a portion of Outer Continental Shelf revenues to support state and federal efforts to address critical ocean and coastal management needs. Ocean Planning Process Continues

On March 4, the Executive Office of Energy and Environmental Affairs (EEA) Ocean Advisory Commission met and discussed the ocean management plan goals, strategies to achieve those goals, and proposed outcomes-laying the foundation for ensuring that the plan will meet the requirements of the Oceans Act. On March 18, the Ocean Science Advisory Council (SAC) also met to review the plan goals, strategies, and outcomes. This review provided a framework for SAC work to develop a science plan that will support future evolution of the ocean management plan. The SAC discussion included not only the framework for the science plan but the research, assessment, and monitoring activities that should be included. Finally, much effort was spent in March continuing to refine the methodology to identify "special, sensitive, and unique marine and estuarine life and habitats," as required in the Oceans Act. Lower North Shore NDA Approved by EPA

On March 18, the U.S. Environmental Protection Agency (EPA) approved the state's proposal to designate the coastal waters of Revere, Saugus, Lynn, Nahant, and Swampscott as a vessel No Discharge Area (NDA). This ban on discharge of all boat sewage would also apply to the state waters of the Saugus and Pines Rivers. The designation is in response to the EEA nomination for NDA status, which was prepared by CZM, working closely with the five communities and Safer Waters in Massachusetts, an advocate for clean water across Massachusetts Bay. "Congratulations to everyone who helped make this NDA a reality, ensuring that the upcoming boating season will bring cleaner waters to the lower North Shore," said CZM Director Deerin Babb-Brott. "We are now one step closer to Governor Patrick's goal of declaring all of Massachusetts state waters as no discharge for boat sewage." Chapter 91 Mapping Project Receives Award

In March, the BSC Group and project partners CZM and the Massachusetts Department of Environmental Protection (MassDEP) were presented with the 2009 American Council of Engineering Companies (ACEC) Gold Award for outstanding professional design excellence for the Massachusetts Chapter 91/Historical Shoreline Mapping Project. The Engineering Excellence Awards annually recognize innovation, expertise, and achievements of member firms from throughout the nation. The goal of this four-year project was to develop a GIS-based mapping product grounded in the best available historical plans and shoreline information that would facilitate accurate depictions of historical tidal boundaries as defined by the Waterways Regulations (310 CMR 9.00), also known as Chapter 91. The completed project provides MassDEP's Waterways Program, which is authorized by the Legislature to regulate activities on public trust lands and waters, with a comprehensive and searchable digital database of over 2,500 historical plans and maps produced as early as the late-17th century. These plans and maps can be used by MassDEP and the public to determine if Chapter 91 jurisdiction applies to a particular property. In addition to providing greater predictability, efficiency, and consistency in the determination of tidelands jurisdiction for landowners participating in a Chapter 91 licensing process, the cartographic database and digital scans will provide a valuable source of historical information for scientists, historians, archeologists, engineers, and other professionals working along the coasts. CZM Nominates Two Projects to NOAA for CELCP Funding

On March 30, CZM submitted two applications to the National Oceanic and Atmospheric Administration (NOAA) for federal fiscal year 2010 Coastal and Estuarine Land Conservation Program (CELCP) funding. The first project is the Magnolia Hill Conservation Project in Gloucester. The city of Gloucester is seeking $3 million in CELCP funding to obtain a conservation easement on this 109-acre property that is directly adjacent to The Trustees of Reservations' Ravenswood Park. The Trustees will hold title to the land and will expand park activities onto the property. The Trust for Public Land played a very large role in the development of this land conservation opportunity and in writing the project application. The second project is along the shore of Buzzards Bay in the towns of Fairhaven and Mattapoisett. The Massachusetts Department of Conservation and Recreation (DCR) is seeking $2.8 million to purchase 139 acres near and adjacent to their Nasketucket Bay State Reservation. The project also includes an additional 147 acres of conservation easements and donated land in the project area. The towns of Mattapoisett and Fairhaven are partners in the project. If selected for funding by NOAA, these two projects will lead to the long-term protection of several hundreds of acres of land with exceptional ecological, conservation, recreational, historic, and aesthetic values. Grants/Funding Opportunities

§319 Grants - MassDEP is seeking proposals for the §319 Nonpoint Source Pollution Competitive Grants Program. Please note that match guidelines have been amended for this grant round to allow some up-front costs that have already been expended for project development to be included as match. All other match eligibility requirements apply. A public information session will be held at MassDEP's Worcester Office <http://www.mass.gov/dep/about/region/centralr.htm>  on April 22. §604(b) Grants-Additional Funding Available - Through the American Recovery and Reinvestment Act of 2009, MassDEP anticipates receiving more than $500,000 in additional funding for §604(b) Water Quality Management Planning Program Grants. MassDEP is seeking project proposals ranging from $50,000 to $100,000 for watershed- or subwatershed-based nonpoint source assessment activities that support MassDEP's efforts. MassDEP expects to release the RFR in early April with proposals due in mid-May. Parks and Conservation Land Grants - EEA's Division of Conservation Services (DCS) is seeking applications for the FY09 Parkland Acquisition and Renovation for Communities (PARC) and the Local Acquisition for Natural Diversity (LAND) Programs. PARC grants assist communities with the acquisition of parkland, as well as construction of new parks and renovation of existing parks. LAND grants provide funds to municipal conservation commissions for the purchase of conservation land. Nature Conservancy Restoration Grants - The Nature Conservancy (TNC), in partnership with NOAA's Community-Based Restoration Program, is seeking proposals for projects at TNC priority sites throughout the United States and its territories to restore or enhance estuarine, marine, and anadromous species, and their habitats. Small Shipyard Grants -The U.S. Department of Transportation's Maritime Administration is seeking applications from small shipyards. Under this program, grants are available to qualified shipyards for capital and related infrastructure improvements that will facilitate efficiency, competitive operations, and quality ship construction, repair, and reconfiguration. Estuary Habitat Restoration Program - The U.S. Army Corps of Engineers (USACE) is seeking proposals for the Estuary Habitat Restoration Program. Proposed projects must provide ecosystem benefits, have scientific merit, and be technically feasible and cost-effective. ·         NOAA Funding for "Shovel-Ready" Habitat Restoration Projects - NOAA is seeking "shovel-ready" proposals for coastal habitat restoration projects including wetlands restoration, dam removals, shellfish restoration, and coral reef restoration. Funding is being provided under the American Recovery and Reinvestment Act of 2009. For more information, see the NOAA website <http://www.habitat.noaa.gov/recovery> . Proposals are due by April 6.

·         Coastal Counties Restoration Initiative - The National Association of Counties, in partnership with the NOAA Community-Based Restoration Program, is seeking proposals for Coastal Counties Restoration Initiative (CCRI) grants <http://www.naco.org/Template.cfm?Section=New_Technical_Assistance&template=/ContentManagement/ContentDisplay.cfm&ContentID=28425> . In 2009, CCRI will provide grants to improve stream, river, estuarine, and other important marine habitats, with a priority of fish passage barriers in coastal streams and rivers. ·         Gulf of Maine Habitat Restoration Grants - The Gulf of Maine Council is seeking proposals for coastal habitat restoration projects within the Gulf of Maine watershed. In partnership with the NOAA National Marine Fisheries Service's Community-Based Restoration Program, the Gulf of Maine Council provides grants to further the goal of habitat restoration and to support a strategic approach to marine, coastal, and riverine habitat restoration. ·         EPA Smart Growth Assistance - EPA is seeking applications for technical assistance from communities looking to incorporate smart growth in future development. EPA will provide direct technical assistance in areas such as climate change, green job development, corridor redevelopment, green building development, suburban retrofitting, and disaster resiliency. Sea Level Rise Workshop PowerPoint Presentations Now Available - The Metropolitan Area Planning Council (MAPC) has posted PowerPoint presentations from the March 12 North Shore Sea Level Rise Workshop on their What's New web page <http://www.mapc.org/whats_new.html> . The workshop was co-sponsored by MAPC, CZM, the Massachusetts Bays Program, and Salem State College. Presentations covered: mapping sea-level rise (including maps developed by Salem State College's Geography Department depicting expected impacts of sea level rise on the North Shore), case studies on how Scituate and Quincy are addressing sea level rise issues, CZM's StormSmart Coasts program <http://www.mass.gov/czm/stormsmart/index.htm> , and current climate change adaptation initiatives.

 

Marine Debris Report - The Ocean Conservancy has released A Rising Tide of Ocean Debris and What We Can Do About It <http://www.oceanconservancy.org/site/PageServer?pagename=icc_report> , which presents data recorded by nearly 400,000 volunteers in 104 countries and locations during the 2008 International Coastal Cleanup (ICC). The report documents the types and sources of debris and its impact on wildlife and connection to global climate change. It also includes recommendations for eliminating marine debris. Massachusetts citizens participate in the ICC each year as part of CZM's COASTSWEEP <http://www.mass.gov/czm/coastsweep.htm> .

 

New Sea Grant Publications - The Woods Hole Oceanographic Institution's Sea Grant program has released two new publications. The Future of Massachusetts Beaches: Relocate, Nourish, or Lose Them <https://darchive.mblwhoilibrary.org/bitstream/1912/2733/1/SGreport_press.pdf>  (PDF, 18.4 MB) provides proceedings from a May 2007 workshop featuring presentations by specialists and resource agencies on the technical aspects of beach nourishment. Gulf of Maine Habitat Workshop Proceedings - The Gulf of Maine Habitat Classification Workshop: Mapping for Decision Making was held in September 2008 to facilitate communication on seafloor mapping and classification and to determine the need for information about marine habitats. Gulf of Maine Times - The Spring/Summer 2009 issue of the Gulf of Maine Times <http://www.gulfofmaine.org/times/0309/>  is now available online. This edition features the impact of climate change in the Gulf of Maine and also includes an article on a successful composting initiative and waste recovery program in Nova Scotia and a book review of The Unnatural History of the Sea that discusses the amazing abundance of marine life historically found in the oceans.

 

Coastal Services Magazine - The March/April 2009 issue of Coastal Services <http://www.csc.noaa.gov/magazine/2009/02/> , a NOAA Coastal Services Center magazine, is now available online. This issue features articles about turning marine debris into energy in New Hampshire, smart growth in Hawaii, and helping coastal managers communicate about climate change.

 

Marine Protected Area Newsletter - The March 2009 issue of MPA News <http://depts.washington.edu/mpanews/MPA105.htm>  is now available and features articles on the effects of the global financial crisis on marine protected areas (MPA), a new web-based tool that allow planners to design MPAs and view potential impacts instantly, and other MPA news and notes. 

 

Climate Literacy Guide - The U.S. Climate Change Science Program has released Climate Literacy: The Essential Principles of Climate Science <http://climate.noaa.gov/index.jsp?pg=/education/edu_index.jsp&edu=literacy> , a 13-page guide that provides information on how people can help reduce climate change and its impacts. It also defines important terms and concepts associated with climate and adaptation/mitigation approaches.

 

New Climate Change and Water eNewsletter - The EPA Office of Water <http://www.epa.gov/ow/climatechange/index.html>  has a new eNewsletter to provide news and information related to water programs and climate change. Ocean Motion - The National Aeronautics and Space Administration Ocean Motion website <http://oceanmotion.org/index.htm>  provides a comprehensive review of the surface circulation of Earth's ocean, along with classroom investigations appropriate for various disciplines at the high school level. The website features satellite and model data, quick evaluation quizzes, classroom investigations, and more.

 

Watershed Central Website - EPA has developed the new website, Watershed Central <http://www.epa.gov/watershedcentral> , to help watershed organizations and others find key information to implement watershed management projects. Users can find environmental data, watershed models, guidance documents, watershed technical resources, mapping applications, and other information including a "Watershed Central Wiki" for collaboration and information sharing. On April 15, EPA will present a Watershed Central webcast <http://www.epa.gov/owow/watershed/wacademy/webcasts/register.html>  about the information and tools available on this new website.

 

Understanding Science - The University of California at Berkeley, in collaboration with a diverse group of scientists and teachers, has developed the new Understanding Science <http://undsci.berkeley.edu/>  website. Created with funding from the National Science Foundation, the website was designed to provide a fun, accessible, and free resource that accurately communicates what science is and how it really works. 

 

Coastal Projects under CZM Review

East Boston Municipal Harbor Plan Amendment Approved - On March 4, the city of Boston's East Boston Municipal Harbor Plan Amendment was approved by EEA. The amendment contained substitutions and offsets for three projects along the East Boston waterfront. CZM provided the city with harbor planning technical assistance throughout the process. The public benefits associated with the plan include enhanced public access, historic interpretive exhibits, and civic/cultural spaces that will serve to activate this area of the waterfront. Public Comment

Marine Mammal Permit - The National Marine Fisheries Service is seeking comments on a request from the Northeast Gateway Energy Bridge L.L.C. and its partner, Algonquin Gas Transmission, LLC, for authorization to take marine mammals incidental to operating and maintaining a liquefied natural gas port facility and its associated Pipeline Lateral in Massachusetts Bay for the period of May 2009 through May 2014. Nomination of MPAs to National System - The National Marine Protected Areas (MPA) Center has received the first round of nominations for existing MPAs to join the national system. This list of 224 nominated sites is now available for public comment. The national system and the nomination process are described in the Framework for the National System of Marine Protected Areas of the United States published in 2008. Developing the Outer Continental Shelf Meetings - In April, the U.S. Department of the Interior's Mineral Management Service (MMS) will host four regional public meetings to discuss the future of offshore energy development on the nation's Outer Continental Shelf (OCS). Secretary of Interior, Ken Salazar, will present MMS findings on the OCS energy resources and information regarding sensitive areas and resources on the OCS. The meetings will take place New Jersey, Louisiana, Alaska, and California beginning April 6. For details, see the Federal Register Notice <http://edocket.access.gpo.gov/2009/E9-5798.htm> .

Waquoit Bay Summer Jobs - The Waquoit Bay National Estuarine Research Reserve <http://www.waquoitbayreserve.org/>  and DCR are seeking applications for three Island Managers to serve as information resources for the public on Washburn Island from May 15-September 13. Responsibilities include: maintenance of a small waterfront campground, trails, and other assigned improvement projects; patrol of beaches to encourage compliance with resource protection rules; and development and presentation of interpretive programs. Environmental Educator - The Marion Natural History Museum <http://www.marionmuseum.org/>  is seeking applications for a Lead Educator for the Coastal Explorations program. This program is for children entering grades 3 and 4, and features explorations of Marion's rocky intertidal shoreline, salt marshes, estuaries, as well as freshwater riverbanks, swamps, ponds, and bogs. Candidates should be enthusiastic and familiar with local wildlife and habitats. This program is being offered in two sessions-July 6-17 and August 3-14, weekdays only, from 9:00 a.m. to noon. Class size is limited to 15 children per session, and there will be an assistant present during class hours. Calendar

Climate Change Preparation Workshop - On April 8, the Massachusetts Coastal Training Program will hold the Plan to Protect: How Communities Can Prepare for Climate Change <http://www.waquoitbayreserve.org/eventshow.aspx?eventid=110>  workshop in Hyannis. This full-day workshop will offer guidance to decision-makers on how to prepare for climate change, including case studies about different approaches to adaptation planning.

 

Walking the Cape Lecture - On April 14 at 1:30 p.m., the Cape Cod Museum of Natural History <http://www.ccmnh.org/index.php?name=News&file=article&sid=165>  will present Walking the Cape, In the Footsteps of Thoreau by writer Adam Gamble. This talk is based on his book In the Footsteps of Thoreau: 25 Historic & Nature Walks on Cape Cod. The presentation will include commentary on Henry David Thoreau, 19th century Cape Cod, and the ways that Thoreau's book Cape Cod influences us to this day. A book signing will follow Mr. Gamble's talk.

 

Low Impact Development Conference - On April 16, the Environmental Business Council of New England will hold the third annual Low Impact Development Conference <http://www.ebcne.org/index.php?id=77&no_cache=1&tx_ciceventscalendar_pi1%5bcaldatets%5d=1238558400&tx_ciceventscalendar_pi1%5bdaylistts%5d=1239854400&tx_ciceventscalendar_pi1%5bsinuid%5d=359&cHash=0f8d3b15d2>  in Framingham. The conference, entitled Stormwater Management-Regulatory Drivers, will provide the latest information on stormwater regulations and the developing science and economics behind those regulations. Developers, consultants, architects, engineers, regulators, and municipal, state, and federal officials are encouraged to attend.

 

Land-Based Wind Workshop - On April 17, the Massachusetts Coastal Training Program will hold the seventh annual land-based wind workshop, Putting Wind to Work in a Changing Climate <http://www.waquoitbayreserve.org/eventshow.aspx?eventid=128> , in West Yarmouth. This full-day workshop will provide wind power information to decision makers on permitting, financing, grants, net metering regulations, and the Green Communities Act. National Beach Conference - On April 20-22, EPA's Office of Water will hold the 2009 National Beach Conference <http://www.epa.gov/waterscience/beaches/meetings/2009/>  in Huntington Beach, California. This 3-day conference, Riding the Wave of Emerging Science, will bring together researchers, practitioners, and policy makers from around the world to discuss water quality at beaches.

 

Ocean Science and Conservation Workshop - On April 21-22, the New England Aquarium's Teacher Resource Center will hold a two-day, standards-aligned workshop on ocean science and conservation, focusing on activities teachers can take back to the classroom to foster an ethic of environmental stewardship among their students. The workshop is targeted at teachers in grades 5-8. Advanced registration is required. For details, contact the Teacher Resource Center at trc at neaq.org.

 

Teachers on the Estuary - This summer, the region's National Estuarine Research Reserves (NERRs) will offer Teachers on the Estuary. This research and field-based teacher training is designed to improve teachers' and students' understanding of the environment using local research examples, and to provide resources and experience to support the incorporation of estuary and watershed topics into classroom teaching. The Waquoit Bay NERR's program <http://www.waquoitbayreserve.org/eventshow.aspx?eventid=129>  is on July 8-10, plus a half day November 21, and the Narragansett Bay NERR's program <http://www.nbnerr.org/tote.htm>  is on July 28-30, plus a half day October 24. Applications are due by April 30.

 

Massachusetts Marine Educators Conference - On May 2, the Massachusetts Marine Educators (MME) will hold the 33rd Conference and Annual Meeting in the Redfield Auditorium at Woods Hole Oceanographic Institution. Nonpoint Source and Stormwater Outreach Conference - On May 11-14, EPA will hold the fifth National Conference on Nonpoint Source and Stormwater Outreach <http://www.epa.gov/nps/outreach2009>  in Portland, Oregon. This conference will provide practitioners from around the country the opportunity to learn and share ideas on developing and implementing nonpoint source and stormwater outreach strategies that produce positive, measurable outcomes, comply with NPDES requirements, and can be successfully implemented with modest budgets.

 

Ocean Exploration - On May 16, the New England Aquarium will host a NOAA Ocean Exploration Program <http://www.neaq.org/education_and_activities/teacher_resources/teacher_resource_center/noaa_program.php>  presentation by NOAA educators and scientists. This one-day professional development workshop teaches inquiry- and standards-based activities that introduce students to NOAA expeditions.

 

National Water Quality Conference - On May 20-22, the 2009 National Water Quality Conference <http://nwetc.org/hyd-550_05-09_san_antonio_save_the_date.htm> , Emerging Issues and Technology for Managing Water Quality and Supply in the 21st Century, will be held in Houston, Texas.

 

Planning Conference-Save the Date - On June 4-5, the Massachusetts Association of Planning Directors <http://www.massapa.org/index.php?page=mass-apa-mapd>  will hold its 2009 annual conference in Salem. CZM and DCR will hold a workshop at the conference on floodplain management, hazard mitigation, and StormSmart Coasts <http://www.mass.gov/czm/stormsmart/index.htm>  pilot communities. Coastal Zone '09 - On July 19-23, the Coastal Zone '09 Conference <http://www.csc.noaa.gov/cz/index.html> , Revolutionary Times: Catching the Wave of Change, will be held at the Park Plaza Hotel in Boston. The coastal and ocean landscape is changing, whether it's the climate, shoreline, or habitat. Coastal Zone '09 will explore the many facets of change and share tools and information to help manage the changing coastal and ocean resources.

 

Conference on Coastal Environmental Sensing Networks-Call for Abstracts - On July 23-24, the University of Massachusetts Boston Center for Coastal Environmental Sensing Networks (CESN) will hold the Conference on Coastal Environmental Sensing Networks <http://www.cesn.org/events/cesn09.php> . This two-day conference will provide a forum to share state-of-the-art technology capabilities and learn about informational needs related to environmental sensing networks. CESN '09 will feature three panel sessions held in conjunction with Coastal Zone '09, a networking dinner, presentations, posters, and plenary talks. Abstracts are due by April 17.

 

Coastal Ocean Science Academy - On August 10-22, Northeastern University's Marine Science Center in Nahant will host a Coastal Ocean Science Academy <http://www.marinescience.neu.edu/cosa/index.htm>  for students entering grades 9 and 10. During this two-week program, students will do field work in local marine habitats and will participate in ongoing Marine Science Center research. Water Quality Video Contest - EPA's Office of Wetlands, Oceans and Watersheds is holding a video contest <http://www.epa.gov/owow/videocontest.html>  to help educate the public about water pollution and simple steps that individuals and communities can take to improve and protect water quality. Two videos will be selected for use as public service announcements. Each winner will also receive a $2,500 cash award. Short video submissions are due by April 22. 

 

EPA Smart Growth Awards - EPA is seeking applications for the eighth annual National Award for Smart Growth Achievement. Visionary Awards will be presented to two individuals or organizations in each state and province bordering the Gulf. Boat Camp - Located along the Merrimack River in Newburyport, Boat Camp <http://www.boatcamp.org>  offers programs for children, families, and teachers that take place inside a waterfront learning center and onboard a 42-foot charter vessel Erica Lee. All programs are built on a foundation of teaching standards that encourages careful observation and respect for all marine life.

 

Rachel Carson Contest - EPA is calling for submissions to the third annual Rachel Carson Intergenerational Sense of Wonder Contest. Carson is considered to be the founder of the contemporary environmental movement through her landmark book, Silent Spring. Submissions are due by June 10.

 

Youth Disaster Grants - Do Something and the Dunkin' Brands Community Foundation have teamed up to offer $500 Disaster Grants <http://www.dosomething.org/grants/disaster>  to young people in the U.S. and Canada. Each week in 2009 they will grant $500 to a person with a project idea around the themes of disaster preparedness and emergency response. Elligible activities include building houses, planning an emergency coat drive for families in crisis, or collecting toys for kids who have been through a natural disaster.
