<p class=CZ-MailSubhead>Secretary Bowles Testifies before Congress on Energy
Development in Oceans<o:p></o:p></p>

<p class=CZ-MailParagraph>On March 24, Massachusetts Secretary of Energy and
Environmental Affairs Ian Bowles testified before the U.S. House of
Representatives Natural Resources Committee at a joint oversight hearing on
&quot;Energy Development on the Outer Continental Shelf and the Future of our
Oceans&quot; held by both the Subcommittee on Energy and Mineral Resources and the
Subcommittee on Insular Affairs, Oceans and Wildlife. Secretary Bowles
highlighted the value of coastal and ocean areas for energy development and
provided an overview of the work being done in Massachusetts to develop an
integrated ocean management plan. He also recommended that Congress: 1) elevate
the energy policy priority of offshore wind, 2) clarify the National Oceanic
and Atmospheric Administration&#8217;s mission in supporting new approaches to
ocean and coastal management, 3) reauthorize the Coastal Zone Management Act to
enhance the federal-state partnership on managing state and federal waters, and
4) establish an Ocean and Coastal Trust Fund funded by a portion of Outer
Continental Shelf revenues to support state and federal efforts to address
critical ocean and coastal management needs. For Secretary Bowles testimony,

Planning Process Continues<o:p></o:p></a></p>

<p class=CZ-MailParagraph>On March 4, the Executive Office of Energy and
Environmental Affairs (EEA) Ocean Advisory Commission met and discussed the
ocean management plan goals, strategies to achieve those goals, and proposed
outcomes&#8212;laying the foundation for ensuring that the plan will meet the
requirements of the Oceans Act. On March 18, the Ocean Science Advisory Council
(SAC) also met to review the plan goals, strategies, and outcomes. This review
provided a framework for SAC work to develop a science plan that will support
future evolution of the ocean management plan. The SAC discussion included not
only the framework for the science plan but the research, assessment, and
monitoring activities that should be included. Finally, much effort was spent
in March continuing to refine the methodology to identify &quot;special,
sensitive, and unique marine and estuarine life and habitats,&quot; as required

<p class=CZ-MailSubhead>Lower North Shore NDA Approved by EPA<o:p></o:p></p>

<p class=CZ-MailParagraph>On March 18, the U.S. Environmental Protection Agency
(EPA) approved the state's proposal to designate the coastal waters of Revere,
Saugus, Lynn, Nahant, and Swampscott as a vessel No Discharge Area (NDA). This
ban on discharge of all boat sewage would also apply to the state waters of the
Saugus and Pines Rivers. The designation is in response to the EEA nomination
for NDA status, which was prepared by CZM, working closely with the five
communities and Safer Waters in Massachusetts, an advocate for clean water
across Massachusetts Bay. &#8220;Congratulations to everyone who helped make
this NDA a reality, ensuring that the upcoming boating season will bring
cleaner waters to the lower North Shore,&#8221; said CZM Director Deerin
Babb-Brott. &#8220;We are now one step closer to Governor Patrick&#8217;s goal
of declaring all of Massachusetts state waters as no discharge for boat

<p class=CZ-MailSubhead>Chapter 91 Mapping Project Receives Award<o:p></o:p></p>

<p class=CZ-MailParagraph>In March, the BSC Group and project partners CZM and
the Massachusetts Department of Environmental Protection (MassDEP) were presented
with the 2009 American Council of Engineering Companies (ACEC) Gold Award for
outstanding professional design excellence for the Massachusetts Chapter
91/Historical Shoreline Mapping Project. The Engineering Excellence Awards
annually recognize innovation, expertise, and achievements of member firms from
throughout the nation. The goal of this four-year project was to develop a
GIS-based mapping product grounded in the best available historical plans and
shoreline information that would facilitate accurate depictions of historical
tidal boundaries as defined by the Waterways Regulations (310 CMR 9.00), also
known as Chapter 91. The completed project provides MassDEP&#8217;s Waterways
Program, which is authorized by the Legislature to regulate activities on
public trust lands and waters, with a comprehensive and searchable digital
database of over 2,500 historical plans and maps produced as early as the
late-17<sup>th</sup> century. These plans and maps can be used by MassDEP and
the public to determine if Chapter 91 jurisdiction applies to a particular
property. In addition to providing greater predictability, efficiency, and
consistency in the determination of tidelands jurisdiction for landowners
participating in a Chapter 91 licensing process, the cartographic database and
digital scans will provide a valuable source of historical information for
scientists, historians, archeologists, engineers, and other professionals

<p class=CZ-MailSubhead>CZM Nominates Two Projects to NOAA for CELCP Funding<o:p></o:p></p>

<p class=CZ-MailParagraph>On March 30, CZM submitted two applications to the
National Oceanic and Atmospheric Administration (NOAA) for federal fiscal year
2010 Coastal and Estuarine Land Conservation Program (CELCP) funding. The first
project is the Magnolia Hill Conservation Project in Gloucester. The city of
Gloucester is seeking $3 million in CELCP funding to obtain a conservation
easement on this 109-acre property that is directly adjacent to The Trustees of
Reservations' Ravenswood Park. The Trustees will hold title to the land and
will expand park activities onto the property. The Trust for Public Land played
a very large role in the development of this land conservation opportunity and
in writing the project application. The second project is along the shore of
Buzzards Bay in the towns of Fairhaven and Mattapoisett. The Massachusetts
Department of Conservation and Recreation (DCR) is seeking $2.8 million to
purchase 139 acres near and adjacent to their Nasketucket Bay State
Reservation. The project also includes an additional 147 acres of conservation
easements and donated land in the project area. The towns of Mattapoisett and
Fairhaven are partners in the project. If selected for funding by NOAA, these
two projects will lead to the long-term protection of several hundreds of acres
of land with exceptional ecological, conservation, recreational, historic, and
aesthetic values. Competition for the limited federal CELCP funds is expected

is seeking proposals for the §319 Nonpoint Source Pollution Competitive Grants
Program. Please note that match guidelines have been amended for this grant
round to allow some up-front costs that have already been expended for project
development to be included as match. All other match eligibility requirements
apply. A public information session will be held at MassDEP's <a

Grants&#8212;Additional Funding Available</span> - Through the American
Recovery and Reinvestment Act of 2009, MassDEP anticipates receiving more than
$500,000 in additional funding for §604(b) Water Quality Management Planning
Program Grants. MassDEP is seeking project proposals ranging from $50,000 to
$100,000 for watershed- or subwatershed-based nonpoint source assessment
activities that support MassDEP's efforts. MassDEP expects to release the RFR

Grants</span> - EEA's Division of Conservation Services (DCS) is seeking
applications for the FY09 Parkland Acquisition and Renovation for Communities
(PARC) and the Local Acquisition for Natural Diversity (LAND) Programs. PARC
grants assist communities with the acquisition of parkland, as well as construction
of new parks and renovation of existing parks. LAND grants provide funds to
municipal conservation commissions for the purchase of conservation land. A

The Ocean Conservancy has released <a

data recorded by nearly 400,000 volunteers in 104 countries and locations during
the 2008 International Coastal Cleanup (ICC). The report documents the types
and sources of debris and its impact on wildlife and connection to global
climate change. It also includes recommendations for eliminating marine debris.
Massachusetts citizens participate in the ICC each year as part of CZM&#8217;s <a

contained substitutions and offsets for three projects along the East Boston
waterfront. CZM provided the city with harbor planning technical assistance
throughout the process. The public benefits associated with the plan include
enhanced public access, historic interpretive exhibits, and civic/cultural spaces

<p class=CZ-MailParagraph><span class=CZ-MailItem>Sea Grant Summer Programs</span>
- Woods Hole Sea Grant has updated its list of <a
href="http://www.whoi.edu/seagrant/education/resources/summer.html">marine or
nature-based summer programs</a> for children, which take place throughout the
Cape Cod area. <o:p></o:p></p>

<p class=CZ-MailParagraph><o:p>&nbsp;</o:p></p>

<p class=CZ-MailParagraph><a name=LETTER.BLOCK43><span class=CZ-MailItem>Boat
Camp</span> -</a> Located along the Merrimack River in Newburyport, <a
href="http://www.boatcamp.org">Boat Camp</a> offers programs for children,
families, and teachers that take place inside a waterfront learning center and
onboard a 42-foot charter vessel <span class=Titleitalic>Erica Lee</span>. All
programs are built on a foundation of teaching standards that encourages
careful observation and respect for all marine life.<o:p></o:p></p>

<p class=CZ-MailParagraph><o:p>&nbsp;</o:p></p>

<p class=CZ-MailParagraph><span class=CZ-MailItem>Rachel Carson Contest</span>
- EPA is calling for submissions to the third annual Rachel Carson
Intergenerational Sense of Wonder Contest. Carson is considered to be the
founder of the contemporary environmental movement through her landmark book, <span
class=Titleitalic>Silent Spring</span>. Entries will be accepted in four
categories&#8212;poetry, essay, dance, and photography. For more information,
see the <a href="http://www.epa.gov/aging/resources/thesenseofwonder/index.htm">EPA
contest website</a>. Submissions are due by June 10.<o:p></o:p></p>

<p class=CZ-MailParagraph><span class=CZ-MailItem>Youth Disaster Grants</span>
- Do Something and the Dunkin' Brands Community Foundation have teamed up to
offer $500 <a href="http://www.dosomething.org/grants/disaster">Disaster Grants</a>
to young people in the U.S. and Canada. Each week in 2009 they will grant $500
to a person with a project idea around the themes of disaster preparedness and
emergency response. Elligible activities include building houses, planning an
emergency coat drive for families in crisis, or collecting toys for kids who
have been through a natural disaster.<o:p></o:p></p>
