Welcome to CZ-Mail, the monthly electronic newsletter from the Massachusetts Office of Coastal Zone Management (CZM). Each issue provides information on major CZM initiatives, available tools and publications, upcoming workshops and events, grants, contracting opportunities, job openings, coastal legislation, and other news of interest to people working on coastal issues. Ocean Planning Process Continues

In November, the public input process for the development of the ocean management plan continued with Executive Office of Energy and Environmental Affairs (EEA) holding meetings with various organizations and interest groups. Information from these sessions is being compiled to help develop the baseline understanding of activities, uses, and issues in the ocean management planning area, and to inform the development of plan principles (the goals of the plan). Additionally, on November 12, members of Ocean Advisory Commission and Science Advisory Council participated in an ocean planning workshop, which included presentations on the background to ocean planning in Massachusetts, examples of ocean planning activities elsewhere, and discussion of related subjects, such as marine spatial planning and use and resource compatibility analysis. COASTSWEEP 2008 Results

This year, COASTSWEEP celebrated its 21st anniversary. Part of an international effort organized by the Ocean Conservancy, COASTSWEEP is the statewide annual beach cleanup sponsored by CZM and the Urban Harbors Institute (UHI) of UMass Boston. On September 20, CZM Director Leslie-Ann McGee welcomed more than 200 dedicated volunteers to kick off COASTSWEEP 2008 at the Salisbury Beach State Reservation. Throughout the fall, 2,900 COASTSWEEP volunteers cleaned more than 130 miles of coastline, river bank, marsh, seafloor, and lakeshore sites in Massachusetts-collecting 18,000 pounds of debris from 100 locations. CZM and UHI would like to thank all of the dedicated volunteers that participated in COASTSWEEP 2008. Massachusetts CELCP Project Gains High Ranking

In November, the National Oceanic and Atmospheric Administration (NOAA) released the prioritized list of projects for Fiscal Year 2009 (FY09) funding for the Coastal and Estuarine Land Conservation Program <http://www.mass.gov/czm/celcp/index.htm>  (CELCP). The Great Neck Conservation Partnership Project in Wareham, nominated by Massachusetts, is ranked third nationally out of 54 projects. This high ranking does not guarantee funding, but the project is in a very good position to receive more than $2 million of NOAA CELCP funds. CZM worked closely with the other project partners including, the Department of Conservation and Recreation (DCR), Mass Audubon, Wareham Land Trust, Coalition for Buzzards Bay, and the town of Wareham, to develop the application/nomination package for NOAA. The CELCP funding would be used to purchase a conservation easement on a key 95-acre parcel, helping to protect more than 260 acres of contiguous critical habitat and pristine coastal resources on Buzzards Bay.

CZM Director featured on Chronicle

On December 1, CZM Director Leslie-Ann McGee was featured on Chronicle, the daily news magazine on Channel 5, in a story about invasive species in New England. The episode, "Spreading info, not invasives," features the troubling invasive tunicate, Didemnum vexillum, which was first discovered in the Gulf of Maine in the late 1980s and has since rapidly colonized many nearshore and offshore areas, including portions of Georges Bank. With no known predators, Didemnum has the potential to overgrow other marine organisms and smother critical habitat. Leslie-Ann highlighted the efforts of CZM's Aquatic Invasive Species program <http://www.mass.gov/czm/invasives/index.htm>  to develop early detection, monitoring, and rapid response capabilities, including the volunteer-based Marine Invader Monitoring and Information Collaborative <http://www.mass.gov/czm/invasives/monitor/mimic.htm> . Secretary Bowles Celebrates Waquoit Bay Anniversary and South Cape Beach Project

On October 24, the Waquoit Bay National Estuarine Research Reserve (WBNERR) and DCR hosted an event to celebrate WBNERR's 20th anniversary, the salt marsh restoration at South Cape Beach State Park completed this past spring, and a recent land acquisition. Energy and Environmental Affairs Secretary Ian Bowles, returning to his hometown of Falmouth, presented the event's keynote address. CZM's Wetlands Restoration Program <http://www.mass.gov/czm/wrp/index.htm>  (WRP) was instrumental in assisting with the salt marsh restoration. After the main speaking event, CZM and WBNERR staff provided a tour of the restoration site to attendees, describing where two culverts were replaced to improve tidal exchange to 15 acres of marsh. Additional restoration project partners included NOAA, the Corporate Wetlands Restoration Partnership, the U.S. Fish and Wildlife Service (FWS)/National Fish and Wildlife Foundation Partnership, and the town of Mashpee.

Newman Road Salt Marsh Restoration Project Receives Funding

CZM's Wetlands Restoration Program, working with the Essex County Greenbelt Association, has secured funding from the FWS North American Waterfowl Conservation Act grant program to restore the 33-acre Newman Road salt marsh in Newbury. The town was awarded $400,000 to replace an old, dysfunctional culvert with a new six-foot by twelve-foot box culvert to improve tidal flow and drainage. An additional $600,000 will go to Greenbelt to complete important land acquisitions in Essex and Ipswich. The Newman Road Salt Marsh Restoration is a WRP priority project <http://www.mass.gov/czm/wrp/projects_pages/priority_projects.htm> .

Coastal States Organization Releases Consensus CZMA Reauthorization

In October at the 38th Annual Membership Meeting, the Coastal States Organization <http://www.coastalstates.org/>  (CSO) agreed to a consensus version of a reauthorized Coastal Zone Management Act (CZMA). This version is based on the joint NOAA/CSO visioning process and direct input from the CSO members representing the 35 coastal state, commonwealth, and territory programs. For more than 30 years, CZMA has provided coastal states with resources and legal tools to protect and restore valuable habitat, provide public access to coastal waters, guide coastal development, and promote citizen stewardship of coastal resources. Coastal states face new and increasingly complex social, environmental, technological, and governance challenges-including impacts from climate change; increasing pressures to develop in high risk areas and valuable habitats; wind, wave, and tidal energy development; and the need to maintain the infrastructure of the nation's ports. Successful management of the nation's coasts requires a commitment among all levels of government, to cooperate and integrate programs and activities to meet national objectives, to leverage financial and technical resources, and to engage non-governmental organizations, interest groups, business leaders, and the public. CSO staff will work with the incoming Obama Administration and 111th Congress to forward the CZMA reauthorization during the next legislative session.

Grants/Funding Opportunities

Coastal Pollutant Remediation Grants - CZM is seeking proposals for the Coastal Pollutant Remediation Grant Program <http://www.mass.gov/czm/cprgp.htm>  (CPR). For FY09, the CPR program will provide up to $345,000 to municipalities located in the Massachusetts coastal watersheds <http://www.mass.gov/czm/twnscws.htm>  to assess and remediate stormwater pollution from paved surfaces and to design and install boat-waste pumpout facilities. Up to $125,000 may be requested, and a 25 percent match of the total project cost is required. Funding for Habitat Management on Private Lands - MassWildlife's Landowner Incentive Program <http://www.mass.gov/dfwele/dfw/habitat/grants/lip/lip_home.htm>  (LIP) is seeking competitive grant proposals from individual landowners, land trusts, sportsmen's clubs, farmland owners, and other conservation organizations for the restoration or creation of wildlife habitat for the benefit of species-at-risk on private lands. Environmental Education Grants - The U.S. Environmental Protection Agency (EPA) is seeking application for Environmental Education Grants <http://www.epa.gov/enviroed/grants.html>  for environmental education projects that promote environmental stewardship and help develop knowledgeable and responsible students, teachers, and citizens. Proposals are due by December 18.

Clean Boating Grants - The BoatU.S. Foundation is seeking applications from volunteer and nonprofit organizations for the 2009 Clean Water Grants <http://www.boatus.com/foundation/cleanwater/grants/> , which support clean boating education efforts. Applications are due by February 2, 2009.

*         Water Quality Management Planning Program Grants - The Massachusetts Department of Environmental Protection (MassDEP) is seeking proposals for the FY 2009 Federal §604(b) Water Quality Management Planning Program Grants. The priority watersheds for 2009 include: Deerfield, Millers, Ipswich, Buzzards Bay, Islands, Farmington, Westfield, SuAsCo, Taunton, and South Coastal basins. *         North Atlantic Regional Cooperative Institute - NOAA and National Marine Fisheries Service are seeking applications for the establishment of a cooperative institute that will focus on the themes of ecosystem forecasting, ecosystem monitoring, ecosystem management, protection and restoration of resources, sustained ocean observations, and climate research. For details, see the Federal Register notice <http://edocket.access.gpo.gov/2008/E8-23654.htm> . Proposals are due by January 5, 2009.

*         National Coastal and Estuarine Research and Technology Program - NOAA is re-soliciting proposals for the National Coastal and Estuarine Research and Technology Program to fund targeted, multidisciplinary, collaborative research on the impacts of human activities on coasts and estuaries and develop, demonstrate, and apply tools and technologies that can be used to detect, prevent, or reverse impacts. For details, see the Federal Register notice <http://edocket.access.gpo.gov/2008/E8-25578.htm> . Proposals are due by December 8.

*         Research and Mentoring Experiences for Teachers - The University of Rhode Island's Office of Marine Programs is seeking applicants for the ARMADA Project-Research and Mentoring Experiences for Teachers <http://www.armadaproject.org/overview.htm> . The ARMADA Project provides K-12 teachers an opportunity to participate in ocean, polar, and environmental science research, as well as peer mentoring. Applications are due by February 9, 2009.

Products/Publications

Climate Change Report - The Coastal States Organization (CSO) Climate Change Work Group has released a second annual report on climate change. The Role of Coastal Zone Management Programs in Adaptation to Climate Change <http://www.coastalstates.org/uploads/PDFs/CSO%202008%20Climate%20Change%20Report.pdf>  (PDF, 732 KB) details results from the 2008 survey of state coastal programs to obtain up-to-date information on the status of state coastal program efforts to address and adapt to climate change.

Ocean Survey Report - EPA has released a report that summarizes the surveys completed by the Ocean Survey Vessel (OSV) Bold, EPA's coastal and ocean monitoring and assessment vessel. The OSV Bold 2007 Annual Report <http://www.epa.gov/owow/osvbold/>  highlights the vessel's scientific capabilities and survey accomplishments; federal, state, and academic partnerships; and public outreach events during the OSV Bold's second year of service.

Coastal Services Magazine - The November/December 2008 issue of Coastal Services <http://csc.noaa.gov/magazine/2008/06/> , a NOAA Coastal Services Center magazine, is now available online. This issue features articles about a new flooding observation and prediction system, beach grooming in California, and smart growth in Mississippi.

Gulf of Maine Mapping Initiative eNewsletter - The 2008 eNewsletter <http://www.gulfofmaine.org/gommi/newsletter/GOMMI_Fall_2008_newsletter.pdf>  (PDF, 241 KB) from the Gulf of Maine Mapping Initiative (GOMMI) provides updates on seafloor mapping efforts in the Gulf of Maine region.

Marine Protected Areas Framework - NOAA and the U.S. Department of the Interior have released the final Framework for the National System of Marine Protected Areas of the United States <http://www.mpa.gov/national_system/final_framework_sup.html> . This framework provides comprehensive national goals and flexible guidance for a variety of partnerships among federal, state, tribal, and local governments and others to develop an effective national system of marine protected areas.

MassDEP eNewsletter - The Autumn 2008 issue of EnviroMatters <http://mass.gov/dep/public/publications/enews.htm>  from MassDEP is now available online. This issue features pieces on the Regional Greenhouse Gas Initiative's upcoming auction of CO2 emission allowances, MassDEP's new Vehicle Check Inspection Program, and other recent MassDEP efforts, achievements, news, and updates.

Riverways eNewsletter - The November issue of Riverways NewsNotes <http://www.mass.gov/dfwele/river/newsletters/newsnotes30.htm> , the eNewsletter from the Massachusetts Riverways Program, is now available online. This edition features a story on the Red Brook habitat restoration in Plymouth and Wareham. Also included are items on available grants, upcoming events, online resources, and publications.

DMF News - The latest issue of DMF News <http://www.mass.gov/dfwele/dmf/publications/dmfnq1208.pdf>  (PDF, 1.7 MB), the eNewsletter of the Massachusetts Division of Marine Fisheries (DMF) is now available online. EPA Nonpoint News - The November 2008 issue of Nonpoint Source News-Notes <http://www.epa.gov/newsnotes/>  is now available online. Nonpoint Source News-Notes is an occasional bulletin from EPA that focuses on the control of nonpoint sources of water pollution. This issue features a story on NEMO-the Nonpoint Education for Municipal Officials program that has been adopted in many states.

Marine Protected Area Newsletter - The November 2008 issue of MPA News <http://depts.washington.edu/mpanews/MPA102.htm>  is now available and features articles on the new definition for marine protected areas (MPA), a new MPA manager certification program, and other MPA news and notes.

*         Freeboard Fact Sheet - CZM's StormSmart Coasts program <http://www.mass.gov/czm/stormsmart/>  has released Raise Your Home, Lower Your Monthly Payments: Protect buildings and reduce monthly expenses with freeboard <http://www.mass.gov/czm/stormsmart/resources/stormsmart_freeboard.pdf>  (PDF, 172 KB). Freeboard is the practice of raising a building's lowest floor above predicted flood elevations-a cost-effective approach can lead to substantial reductions in flood insurance premiums, significantly decrease the chances a home will be damaged by storms and flooding, and help protect against sea level rise.

Friends of Herring River Website - The Friends of Herring River is a nonprofit organization dedicated to promoting the restoration and ongoing environmental vitality of the Herring River Estuary in Wellfleet and Truro. The new Friends of Herring River website <http://www.friendsofherringriver.org/>  provides information about the Friends' initiatives, links to the new eNewsletter to be launched later this month, and other news and resources. Public Comment

South Coast Rail Project EIR/EIS and Scoping Meetings - The U.S. Army Corps of Engineers (USACE) will prepare an Environmental Impact Statement (EIS) to evaluate the proposed passenger rail service between Boston and New Bedford and Fall River. The Massachusetts Executive Office of Transportation and Public Works (EOT) has submitted a permit application to fill wetlands during rail construction. This EIS will be prepared with the intent to also meet the Environmental Impact Report (EIR) requirements under the Massachusetts Environmental Policy Act (MEPA). The MEPA review will be conducted simultaneously with the federal process. For more information, see the Federal Register notice <http://edocket.access.gpo.gov/2008/E8-25987.htm> . Submit USACE comments to SCREIS at usace.army.mil and MEPA comments to Aisling Eglington at aisling.eglington at state.ma.us by January 9, 2009. To help determine the scope of the federal and state environmental review, USACE and MEPA will hold a public meeting on December 3 in Taunton. Draft TMDLs for Stormwater Permits Handbook - EPA's Office of Wetlands, Oceans and Watersheds (OWOW) and Office of Wastewater Management (OWM) are seeking comments on the Draft TMDLs to Stormwater Handbook <http://www.epa.gov/owow/tmdl/stormwater/#tmdlresources> , a technical reference for total maximum daily loads (TMDL) and stormwater permits. The handbook also provides background information on the components of these programs, but assumes that the reader has a working knowledge of both TMDLs and National Pollutant Discharge Elimination System stormwater permits. Submit comments to Christine Ruf at ruf.christine at epa.gov by February 27, 2009.

Essential Fish Habitat Lunch Talk - On December 10, the Boston Society of Civil Engineers Waterways Group will hold a brown bag lunch talk at the USACE New England District Office in Concord on the new Essential Fish Habitat Mitigation In-Lieu Fee Program. Staff from USACE and DMF will speak about the new program for mitigating impacts to Essential Fish Habitat in Massachusetts waters. Space is limited and pre-registration is required. Cape Cod Natural History Conference-Request for Presentations - The 14th Annual Cape Cod Natural History Conference will be held on March 14, 2009, at Cape Cod Community College. Mass Audubon is seeking presentations on diverse natural history topics, local research projects, and conservation efforts related to Cape Cod. Contact Melissa Lowe at mlowe at massaudubon.org. Proposals are due by December 31.

Wastewater Conference - On January 25-28, 2009, the New England Water Environment Association (NEWEA) will host the 2009 Annual Conference & Exhibit <http://www.newea.org/meet.htm#ac09>  in Boston. The NEWEA conference is the largest wastewater environment conference held in New England and features a large exhibit area with more than 170 vendors. Technical sessions will focus on industrial waste, collections systems, plant operations, wetlands, government affairs, hazardous waste, and watershed management.

International Marina & Boatyard Conference - On January 25-28, 2009, the 2009 International Marina & Boatyard Conference <https://www.marinaassociation.org/imbc/>  will be held in Fort Lauderdale, Florida. This three-day conference will feature educational seminars and more than 130 exhibitors.

Contaminated Sediment Remediation Conference - On February 2-5, 2009, the Fifth International Conference on Remediation of Contaminated Sediments <http://www.battelle.org/Conferences/sediments/index.aspx>  will be held in Jacksonville, Florida. Presentations will include recent advances in contaminated sediment characterization, assessment, and monitoring; processes and modeling; management and policy; and remediation and restoration.

Climate Change Symposium - On February 5, 2009, the New England Aquarium in coordination with the Woods Hole Oceanographic Institution will hold a free climate change symposium to bring business leaders, policy makers, and non-governmental organizations together to examine the impacts of climate change and acidification on the marine environment. MACC Conference - On February 28, 2009, the Massachusetts Association of Conservation Commissions (MACC) will hold the 2009 MACC Annual Environmental Conference <http://www.maccweb.org/edu_aec.html>  in Worcester. Join more than 1000 Conservation Commissioners, local officials, state and federal officials, consultants, and attorneys for the largest regular environmental conference in New England.

New England Estuarine Research Society-Save the Date - On April 2-4, 2009, the New England Estuarine Research Society <http://www.neers.org/>  (NEERS) will hold its next meeting in Salem. NEERS is a nonprofit estuarine and coastal research society with a wide range of members from scientific and management backgrounds.

*         Water Resources Research Conference-Call for Abstracts - On April 7, 2009, the Massachusetts Water Resources Research Center will hold the Sixth Annual Water Resources Research Conference <http://www.umass.edu/tei/wrrc/WRRC2004/Conference2009/>  at the University of Massachusetts Amherst. The conference will highlight interactions in water resources, including science, policy, management, and design. Abstracts are due by January 30, 2009.

2009 National Wetlands Awards - Nominations are now being sought for the 2009 National Wetlands Awards <http://www.nationalwetlandsawards.org/> . Administered by the Environmental Law Institute and supported by a partnership of six federal agencies, this award program honors individuals who have demonstrated extraordinary commitment to the conservation and restoration of our nation's wetlands in six categories: education and outreach; science research; conservation and restoration; landowner stewardship; state, tribal, and local program development; and wetland community leader. The winners in each category will be honored at a May 2009 ceremony in Washington DC. Nominations are due by December 15.

Fishing Choice Study - Macro International, a private survey research firm, is seeking participants for a paid study on behalf of the National Marine Fisheries Service to examine fishing choices made by recreational anglers with experience in groundfishing. The study will take place in December in Boston or Nashua/Bedford, New Hampshire. If interested, contact Chris Doyle at Christopher.Doyle at macrointernational.com. 

Marine Policy Fellowships - The NOAA Sea Grant College Program is accepting applications for the 2010 Dean John A. Knauss Marine Policy Fellowship Program <http://www.seagrant.noaa.gov/knauss/> . This one-year program provides a unique educational experience to students who have an interest in ocean, coastal, and Great Lakes resources and in the national policy decisions affecting those resources. The program matches highly qualified graduate students with hosts in the legislative and executive branches, or appropriate associations/institutions located in the Washington, DC area, for a one year paid fellowship. Applications are due by February 20, 2009.
