10.0pt'>Ocean Planning Process Continues<o:p></o:p></span></font></p>

<p class=CZ-MailParagraph><font size=2 face=Arial><span style='font-size:10.0pt'>In
November, the public input process for the development of the ocean management
plan continued with Executive Office of Energy and Environmental Affairs (EEA)
holding meetings with various organizations and interest groups. Information
from these sessions is being compiled to help develop the baseline
understanding of activities, uses, and issues in the ocean management planning
area, and to inform the development of plan principles (the goals of the plan).
Additionally, on November 12, members of Ocean Advisory Commission and Science
Advisory Council participated in an ocean planning workshop, which included
presentations on the background to ocean planning in Massachusetts, examples of
ocean planning activities elsewhere, and discussion of related subjects, such
as marine spatial planning and use and resource compatibility analysis. For

10.0pt'>COASTSWEEP 2008 Results<o:p></o:p></span></font></p>

<p class=CZ-MailParagraph><font size=2 face=Arial><span style='font-size:10.0pt'>This
year, COASTSWEEP celebrated its 21<sup>st</sup> anniversary. Part of an
international effort organized by the Ocean Conservancy, COASTSWEEP is the
statewide annual beach cleanup sponsored by CZM and the Urban Harbors Institute
(UHI) of UMass Boston. On September 20, CZM Director Leslie-Ann McGee welcomed
more than 200 dedicated volunteers to kick off COASTSWEEP 2008 at the Salisbury
Beach State Reservation. Throughout the fall, 2,900 COASTSWEEP volunteers
cleaned more than 130 miles of coastline, river bank, marsh, seafloor, and
lakeshore sites in Massachusetts&#8212;collecting 18,000 pounds of debris from
100 locations. CZM and UHI would like to thank all of the dedicated volunteers
that participated in COASTSWEEP 2008. For more information about this year's

10.0pt'>Massachusetts CELCP Project Gains High Ranking<o:p></o:p></span></font></p>

<p class=CZ-MailParagraph><font size=2 face=Arial><span style='font-size:10.0pt'>In
November, the <span class=CZ-MailParagraphChar1><font face=Arial>National
Oceanic and Atmospheric Administration (NOAA) released the prioritized list of
projects for </font></span>Fiscal Year 2009 (FY09) funding for the </span></font><a
href="http://www.mass.gov/czm/celcp/index.htm">Coastal and Estuarine Land
Conservation Program</a> (CELCP). The Great Neck Conservation Partnership
Project in Wareham, nominated by Massachusetts, is ranked third nationally out
of 54 projects. This high ranking does not guarantee funding, but the project
is in a very good position to receive more than $2 million of NOAA CELCP funds.
CZM worked closely with the other project partners including, the Department of
Conservation and Recreation (DCR), Mass Audubon, Wareham Land Trust, Coalition
for Buzzards Bay, and the town of Wareham, to develop the
application/nomination package for NOAA. The CELCP funding would be used to
purchase a conservation easement on a key 95-acre parcel, helping to protect
more than 260 acres of contiguous critical habitat and pristine coastal
resources on Buzzards Bay.<o:p></o:p></p>

font-family:"Arial Black"'>CZM Director featured on Chronicle<o:p></o:p></span></font></p>

<p class=CZ-MailParagraph><font size=2 face=Arial><span style='font-size:10.0pt'>On
December 1, CZM Director Leslie-Ann McGee was featured on <i><span
style='font-style:italic'>Chronicle</span></i>, the daily news magazine on
Channel 5, in a story about invasive species in New England. The episode,
&#8220;Spreading info, not invasives,&#8221; features the troubling invasive
tunicate, <i><span style='font-style:italic'>Didemnum vexillum</span></i>,
which was first discovered in the Gulf of Maine in the late 1980s and has since
rapidly colonized many nearshore and offshore areas, including portions of
Georges Bank. With no known predators, <i><span style='font-style:italic'>Didemnum</span></i>
has the potential to overgrow other marine organisms and smother critical
habitat. Leslie-Ann highlighted the efforts of CZM&#8217;s </span></font><a
href="http://www.mass.gov/czm/invasives/index.htm"
title="http://www.mass.gov/czm/invasives/index.htm">Aquatic Invasive Species
program</a> to develop early detection, monitoring, and rapid response
capabilities, including the volunteer-based <a
href="http://www.mass.gov/czm/invasives/monitor/mimic.htm"
title="http://www.mass.gov/czm/invasives/monitor/mimic.htm">Marine Invader

10.0pt'>Secretary Bowles Celebrates Waquoit Bay Anniversary and South Cape
Beach Project<o:p></o:p></span></font></p>

<p class=CZ-MailParagraph><font size=2 face=Arial><span style='font-size:10.0pt'>On
October 24, the Waquoit Bay National Estuarine Research Reserve (WBNERR) and
DCR hosted an event to celebrate WBNERR&#8217;s 20<sup>th</sup> anniversary,
the salt marsh restoration at South Cape Beach State Park completed this past
spring, and a recent land acquisition. Energy and Environmental Affairs
Secretary Ian Bowles, returning to his hometown of Falmouth, presented the
event&#8217;s keynote address. CZM&#8217;s </span></font><a
href="http://www.mass.gov/czm/wrp/index.htm">Wetlands Restoration Program</a>
(WRP) was instrumental in assisting with the salt marsh restoration. After the
main speaking event, CZM and WBNERR staff provided a tour of the restoration
site to attendees, describing where two culverts were replaced to improve tidal
exchange to 15 acres of marsh. Additional restoration <span
class=CZ-MailParagraphChar1><font face=Arial>project partners included NOAA,
the Corporate Wetlands</font></span> Restoration Partnership, the U.S. Fish and
Wildlife Service (FWS)/National Fish and Wildlife Foundation Partnership, and
the town of Mashpee.<o:p></o:p></p>

10.0pt'>Newman Road Salt Marsh Restoration Project Receives Funding<o:p></o:p></span></font></p>

<p class=CZ-MailParagraph><font size=2 face=Arial><span style='font-size:10.0pt'>CZM&#8217;s
Wetlands Restoration Program, working with the Essex County Greenbelt
Association, has secured funding from the FWS North American Waterfowl
Conservation Act grant program to restore the 33-acre Newman Road salt marsh in
Newbury. The town was awarded $400,000 to replace an old, dysfunctional culvert
with a new six-foot by twelve-foot box culvert to improve tidal flow and drainage.
An additional $600,000 will go to Greenbelt to complete important land
acquisitions in Essex and Ipswich. The Newman Road Salt Marsh Restoration is a </span></font><a
href="http://www.mass.gov/czm/wrp/projects_pages/priority_projects.htm">WRP
priority project</a>.<o:p></o:p></p>

10.0pt'>Coastal States Organization Releases Consensus CZMA Reauthorization<o:p></o:p></span></font></p>

<p class=CZ-MailParagraph><font size=2 face=Arial><span style='font-size:10.0pt'>In
October at the 38<sup>th</sup> Annual Membership Meeting, the </span></font><a
href="http://www.coastalstates.org/">Coastal States Organization</a> (CSO)
agreed to a consensus version of a reauthorized Coastal Zone Management Act
(CZMA). This version is based on the joint NOAA/CSO visioning process and
direct input from the CSO members representing the 35 coastal state,
commonwealth, and territory programs. For more than 30 years, CZMA has provided
coastal states with resources and legal tools to protect and restore valuable
habitat, provide public access to coastal waters, guide coastal development,
and promote citizen stewardship of coastal resources. Coastal states face new
and increasingly complex social, environmental, technological, and governance
challenges&#8212;including impacts from climate change; increasing pressures to
develop in high risk areas and valuable habitats; wind, wave, and tidal energy
development; and the need to maintain the infrastructure of the nation's ports.
Successful management of the nation's coasts requires a commitment among all
levels of government, to cooperate and integrate programs and activities to
meet national objectives, to leverage financial and technical resources, and to
engage non-governmental organizations, interest groups, business leaders, and
the public. CSO staff will work with the incoming Obama Administration and 111<sup>th</sup>
Congress to forward the CZMA reauthorization during the next legislative
session.<o:p></o:p></p>

face=Arial><span style='font-size:10.0pt'>Coastal Pollutant Remediation Grants</span></font></i></b></span>
- CZM is seeking proposals for the <a href="http://www.mass.gov/czm/cprgp.htm">Coastal
Pollutant Remediation Grant Program</a> (CPR). For FY09, the CPR program will
provide up to $345,000 to municipalities located in the <a
href="http://www.mass.gov/czm/twnscws.htm">Massachusetts coastal watersheds</a>
to assess and remediate stormwater pollution from paved surfaces and to design
and install boat-waste pumpout facilities. Up to $125,000 may be requested, and
a 25 percent match of the total project cost is required. To view the Request

Incentive Program</a> (LIP) is seeking competitive grant proposals from
individual landowners, land trusts, sportsmen's clubs, farmland owners, and
other conservation organizations for the restoration or creation of wildlife
