Don,
Jim Wilson is one of the fathers of the term, marine spatial
planning. He gave a superb seminar two weeks ago on its future and
just got $1M from NSF to realize some of that future. I strongly
recommend that he testify if he is willing. It is really important at
this moment because Jane Lubchenco has seized upon marine spatial
planning as the way that ecosystem-based management will be
implemented, and it is the only rational way to do it in coastal waters.
