He gave a superb seminar two weeks ago on its future and just got $1M from NSF to realize some of that future. I strongly recommend that he testify if he is willing. It is really important at this moment because Jane Lubchenco has seized upon marine spatial planning as the way that ecosystem-based management will be implemented, and it is the only rational way to do it in coastal waters.</div><div><br></div><div>Regards,</div><div>Pete</div><div><br><div><div><div>On 16 Sep 2009, at 0806, Don Anderson wrote:</div><br class="Apple-interchange-newline"><blockquote type="cite"><span class="Apple-style-span" style="border-collapse: separate; color: rgb(0, 0, 0); font-family: Helvetica; font-size: medium; font-style: normal; font-variant: normal; font-weight: normal; letter-spacing: normal; line-height: normal; orphans: 2; text-align: auto; text-indent: 0px; text-transform: none; white-space: normal; widows: 2; word-spacing: 0px; -webkit-border-horizontal-spacing: 0px; -webkit-border-vertical-spacing: 0px; -webkit-text-decorations-in-effect: none; -webkit-text-size-adjust: auto; -webkit-text-stroke-width: 0px; "><div><div>Hi everyone:</div><div><br></div><div>I am writing because I could really use some help, and hope I can tap into the CINAR network. You can see from the message below that Susan Avery was invited to testify at the Ocean Policy Task Force meeting in Providence that we discussed in our conference call, but will not be available. A description of the goals of the task force and the meeting is attached. She has asked me to take her place and I have agreed. This is an excellent opportunity to get some visibility for CINAR at the top levels of NOAA and other agencies.</div><div><br></div><div>One problem is that I know very little about marine spatial planning. However, at the University of Maine and at GMRI, and perhaps at other partner institutions, there is expertise in this area. What I'm hoping is that you can help me identify these individuals and encourage them to help me with some text for this testimony.</div><div><br></div><div>Five minutes is very short -- about 800 words, so not much can be said. I was advised by Jim Yoder to keep an emphasis on ecosystem-based management, but to work marine spatial planning into the presentation. His comments to me were:</div><div><br></div><div><font color="#0000FF">At these meetings, scientists should talk about what we believe are important research topics, and there are certainly many research issues that need to be resolved before ecosystem based management is a reality. I believe you should talk about research based management in the CINAR context, and I can help with a concluding section about marine spatial planning. For example, marine preserves are an element of marine spatial planning directly related to ecosystem based management.</font></div><div><br></div><div> The other problem is that I am quite busy preparing for congressional testimony that I will give in the House this week and I will also be out of town the early part of next week. The Providence meeting is a week from tomorrow.</div><div><br></div><div>What I'm hoping is that you, or people at your institutions that you would identify could be part of an e-mail discussion that would ultimately generate the testimony as a group effort. I admit to being quite ignorant about marine spatial planning, so I might also need to be prepped for potential questions. Right now I am thinking that this will just be testimony, but they might also accept concurrent PowerPont slides. In that case, I would need even more help.</div><div><br></div><div>As I said, I think this is a wonderful opportunity for CINAR, and I hope you can help me make this happen.</div><div><br></div><div>Thoughts?</div><div><br></div><div>Don</div><div><br></div><blockquote type="cite" cite="" style="padding-top: 0px; padding-bottom: 0px; "><br></blockquote><blockquote type="cite" cite="" style="padding-top: 0px; padding-bottom: 0px; "><br><br>-----Original Message-----<br>From: Nicole Bartlett [<a href="mailto:Nicole.Bartlett@noaa.gov">mailto:Nicole.Bartlett@noaa.gov</a>]<br>Sent: Monday, September 14, 2009 11:36 AM<br>To: Susan Avery<br>Subject: Task Force Field Hearing on 9/24<br><br>Dr. Avery,<br><br>Per a conversation with Diane, I am attaching a one-pager on the<br>upcoming Ocean Policy Task Force hearing in Providence on 9/24.
