About the Department of Conservation and Recreation:
The Department of Conservation and Recreation manages one of the largest and most diverse state parks systems in the nation and protects and enhances natural resources and outdoor recreational opportunities throughout Massachusetts. The DCR system includes over 450,000 acres of parks, forests, water supply protection lands, beaches, lakes, ponds, playgrounds, swimming pools, skating rinks, trails, golf courses and parkways.
The Department of Conservation and Recreation seeks qualified applicants for the position of Director of Waquoit Bay National Estuarine Research Reserve.
The Waquoit Bay National Estuarine Research Reserve is a partnership between DCR and NOAA which operates to fulfill both state and federal goals of coastal natural resource protection through scientific research, environmental education and resource management. The functions of this position partially fulfill the requirements of the partnership agreement between the Commonwealth and the federal government.
The Director of the Waquoit Bay National Estuarine Research Reserve manages the Reserve's lands, infrastructure, staff and programs, working with DCR's Director of Park Operations and Regional Director for South Region, other DCR divisions, MCZM, MDFW, other EOEA units, NOAA, other National Estuarine Research Reserves, and a variety of partners. This individual has primary oversight of the Reserve's daily operations, budget and is responsible for close coordination between NOAA and the Commonwealth.
The Director determines priorities to ensure the successful operation of the Reserve in conjunction with all applicable laws, as well as the standards and requirements of both DCR and NOAA. The Director is responsible for oversight of program development, budgeting, purchasing, contracting, operational expenditures, staffing and capital improvements.
The Director maintains a current understanding of coastal science and coastal resource management issues/trends/needs and leads the strategic development and implementation of the Reserve's specialized program areas in: 1) natural resource stewardship, 2) research and monitoring, 3) education/training, and 4) recreational use.
The Director is the DCR's primary representative to NOAA Office for Coastal Management, the National Estuarine Research Reserve System (NERRS), and National Estuarine Research Reserves Association (NERRA).
Preferred Qualifications:
-Advanced degree in environmental/marine science, education or business/public administration.
-Knowledge and experience with coastal management, scientific research, natural resource management, educational programming and recreation/parks management.
-Knowledge and experience with management of an environmentally sensitive area.
-Knowledge and experience with coastal ecological research.
-Knowledge and experience with coastal regulatory processes.
-Ability to work accurately with numbers.
-Ability to read, analyze and determine the applicability of environmental science data in order to draw conclusions and make appropriate recommendations.
-Experience in analyzing and translating research to coastal decision makers and the public.
-Experience developing educational and training programs.
-Ability to write and prepare general and technical reports.
-Ability and comfort in public speaking and meeting facilitation.
-Ability to develop and track budgets and maintain accurate records.
-Familiarity with federal and state government administrative systems.
-Knowledge of the working relationships with DCR, NOAA, CZM, DFW, DEP, EOEA, the local communities and the general public.
-Strong communication skills (oral and written) to deal with staff, public, scientists, and others.
Minimum Entrance Requirements:
Applicants must have at least (A) four (4) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.
II. An Associate's degree in a related field may be substituted for one (1) year of the required experience.
III. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.
IV. A Graduate degree in a related field may be substituted for three (3) years of the required experience.
V. A Doctorate degree in a related field may be substituted for the required experience.
