CZM Director Deerin Babb-Brott Receives National Susan Snow-Cotter Award
In June, the National Oceanic and Atmospheric Administration (NOAA) will present one of three 2010 Susan Snow-Cotter Awards for Excellence in Ocean and Coastal Resource Management to CZM Director Deerin Babb-Brott. This award is one of the Walter B. Jones Memorial and NOAA Excellence Awards in Coastal and Ocean Resource Management<http://oceanservice.noaa.gov/programs/ocrm/jones-noaa-awards.html> given to one or more individuals who have initiated innovative practices and brought positive change to the management of ocean or coastal resources at either the state or national level. Babb-Brott is being recognized for his leadership role in completing the 2009 Massachusetts Ocean Management Plan<http://www.mass.gov/?pageID=eoeeaterminal&L=3&L0=Home&L1=Ocean+%26+Coastal+Management&L2=Massachusetts+Ocean+Plan&sid=Eoeea&b=terminalcontent&f=eea_oceans_mop&csid=Eoeea>, the nation's first comprehensive plan to protect critical marine resources and foster sustainable uses in the state's ocean waters. In a fitting manner, this accomplishment furthers a professional aspiration of the late CZM Director Susan Snow-Cotter, for whom this award is named. StormSmart Coasts Community Hull Receives National Award
The town of Hull has been selected as one of three national recipients of NOAA's 2010 Walter B. Jones Memorial Awards<http://oceanservice.noaa.gov/programs/ocrm/jones-noaa-awards.html> for Excellence in Local Government. Hull was chosen to receive this prestigious award for its outstanding efforts at local management of coastal hazards. As a StormSmart Coasts pilot community, Hull is working with CZM to improve management of coastal development to reduce the risk of people and property from coastal hazards. Specifically, Conservation Agent Anne Herbst played a key role in the development of an innovative tool to visualize inundation scenarios due to flood events and sea level rise, using the images to raise public awareness. Anne was also able to foster the creation of an innovative incentive program that encourages builders and homeowners to elevate new and renovated structures above predicted floodwaters. The Excellence in Local Government Awards are given to local governments that have inspired positive change in the field of coastal management by developing or implementing principles embodied by the CZMA. CZM congratulates Hull and thanks Anne for her hard work!

Oak Bluffs Adopts New Floodplain Overlay District Amendments
In May, by a near unanimous vote at town meeting, Oak Bluffs-one of CZM's StormSmart Coasts<http://www.mass.gov/czm/stormsmart/> pilot communities-adopted several new amendments to strengthen the town's floodplain overlay district bylaw. The amendments prohibit new residential development and expansion of existing development in coastal high-hazard flood zones-those designated as V, VE, or AO zones on the Federal Emergency Management Agency's (FEMA) Flood Insurance Rate Maps (FIRMs). The revisions to the bylaw will also require that all new development in less hazardous areas-those designated as A zones on FIRMs-meet design criteria and performance standards through a special permit process. The amendments will minimize threats to public health and safety and increase the town's capacity to recover after a storm by reducing damage to personal and public property. CZM thanks the Oak Bluffs team, especially their team leader and Conservation Commission Agent Elizabeth Durkee, for all of their hard work to bring these bylaw changes to fruition. Coastal Habitat Grant Awards
In May, Ian Bowles, Secretary of the Executive Office of Energy and Environmental Affairs (EEA), announced more than $102,000 in Fiscal Year (FY) 2010 grants to Massachusetts communities and organizations through CZM's Coastal Habitat Grants Program. Recipients of awards include the Merrimack Valley Planning Commission, Salem Sound Coastwatch, Waquoit Bay National Estuarine Research Reserve, Harwich Conservation Trust, and the Massachusetts Audubon Society. Funding will be used to expand monitoring of priority invasive species, to develop comprehensive watershed restoration plans, and for design work to restore natural flow and diadromous fish runs. Ocean Survey Vessel Bold Open House
As reported in the last CZ-Mail<http://www.mass.gov/czm/czmail/2010/may2010.htm>, from June 18-25, CZM staff will be conducting an eight-day survey in Massachusetts Bay on the U.S. Environmental Protection Agency's (EPA) Ocean Survey Vessel Bold<http://www.epa.gov/bold/>-a 224-foot converted U.S. Navy ocean surveillance ship that is specifically designed to help EPA conduct a wide range of environmental monitoring activities and perform onboard data analysis. CZM will be collecting samples of sediments and benthic organisms and shooting underwater videos of the seafloor to support the state's ocean planning efforts. After the CZM survey, the Bold will be docked along the Harborwalk at Fan Pier<http://bostonharborwalk.com/placestogo/location.php?nid=6&sid=33> between the Moakley Courthouse and the Institute for Contemporary Art, and on June 27, from 11:00 a.m. to 4:00 p.m., EPA will host a free open house aboard the vessel. The Bold is staffed by a team of EPA scientists who conduct surveys with partner research institutions and government agencies to monitor and assess the health of coastal and ocean waters. In addition to demonstrations of how the Bold's state-of-the art oceanographic equipment is used, scientists from partner agencies-CZM, the Massachusetts Bays Program, and the University of Massachusetts Boston Urban Harbors Institute-will present information about recent research from coastal Massachusetts. There will also be a "touch tank" full of sea organisms from New England waters provided by the New England Aquarium. Kids of all ages will be able to see research equipment up close and learn from marine scientists and dive team members about the ship and ongoing research projects.

Heading to the Shore? Seek Your Summer Hot Spots with these CZM Web Resources
With summer approaching, the online Massachusetts Coast Guide to Boston and the North Shore<http://www.mass.gov/czm/coastguide/online/index.htm> can help you get to nearly 400 shoreline public access sites (from Salisbury to Hingham). The Coast Guide website provides maps and descriptions of not only the spectacular beaches found on major road maps, but smaller, little-known coastal treasures too. For ideas about where to go along the entire Massachusetts coastline, CZM also provides the Online Locator of Coastal Public Access Sites<http://www.mass.gov/czm/access/products/access_locator.htm>. Developed in conjunction with the Office of Geographic and Environmental Information (MassGIS), this searchable inventory displays maps and printable descriptions of coastal properties owned by government agencies or major nonprofit land conservation organizations and open to the public.

Atlantic Hurricane Season Begins
The Atlantic Ocean hurricane season began on June 1 and an active season is predicted. The latest hurricane information is available on the NOAA National Hurricane Center website<http://www.nhc.noaa.gov/>. Federal Assistance Registration Deadline Extended
Disaster officials overseeing recovery operations for the spring floods in Massachusetts have extended the registration deadline to apply for disaster assistance until June 28. Homeowners, renters, and business owners in designated counties with uninsured disaster-related damages occurring from March 12 through April 26 are eligible to request state-federal aid, which can include grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses, and other programs to help individuals and business owners recover from the effects of the disaster. Registration is required to receive assistance. Those who suffered disaster-related damage or loss should visit the FEMA website<http://www.disasterassistance.gov/daip_en.portal> or call (800) 621-3362 to register. Grants/Funding Opportunities
FEMA Hazard Mitigation Grants - The Massachusetts Emergency Management Agency (MEMA) and the Department of Conservation and Recreation (DCR) are inviting communities, state agencies, and tribal governments and territories to submit applications for the FEMA Hazard Mitigation Assistance grant programs. It is expected that $10 million will be available for these competitive grants to assist applicants with hazard mitigation planning and the implementation of hazard mitigation projects to reduce or eliminate the loss of life and property due to natural hazards. The program goals are to reduce overall risks to the population and structures, and reduce the reliance on taxpayer-funded federal assistance for disaster recovery. FEMA mitigation grants cannot be used for maintenance, repair, or projects already in progress. In June and August, MEMA/DCR will hold several grant program briefings across the state to provide an overview of the programs, available funding, and relevant applicant processes and deadlines. All potential applicants are strongly encouraged to attend one of these briefings. Information about these grants was recently mailed to local officials. *         National Environmental Education Training Program - EPA is accepting applications for the National Environmental Education Training Program<http://www.epa.gov/education/educate/solicitation.html> to help manage the program for the next five years. EPA will award one cooperative agreement, worth approximately $10 million over five years, which will provide teachers and other education professionals with resources and support to enable them to teach about environmental issues more effectively. Applications are due by July 26.

Products/Publications
StormSmart Coasts National Newsletter - The National StormSmart Coasts Network's May newsletter<http://us1.campaign-archive.com/?u=ebce3c107c4ea6723808033a3&id=302ca5bdcc&e=6db4561250> features resources for coastal decision makers looking for information on how to protect communities from weather and climate hazards. This issue provides a discussion and updates on the oil spill in the Gulf of Mexico and describes a new feature, StormSmart Connect, which helps coastal decision makers to easily share documents, form discussion groups, use forums, and more.

Climate Change White Paper - The Coastal States Organization's (CSO) Climate Change Work Group recently completed its annual white paper on climate change, entitled The Faces of Climate Change Adaptation: The Need for Proactive Protection of the Nation's Coasts<http://www.coastalstates.org/uploads/CSO%20White%20Paper%20on%20Climate%20Change%20Adaptation,%20May%202010.pdf> (PDF, 207 KB). This year's report focuses on climate change adaptation, discussing climate change impacts in Florida, Texas, and Ohio, along with adaptation planning efforts in Maryland, California, and Massachusetts. The Massachusetts Climate Change Adaptation Advisory Committee and the StormSmart Coasts program are highlighted.

Stormwater Center Annual Report - The University of New Hampshire Stormwater Center's Biannual Report<http://ciceet.unh.edu/news/releases/unhsc_report_2009/report.pdf> (PDF, 13.8 MB) is now available. Produced in partnership with the Cooperative Institute for Coastal and Estuarine Environmental Technology, this publication contains performance data on the ability of stormwater treatment systems to treat water quality and manage water quantity. This edition also includes outcomes of the Center's targeted research into topics such as cold climate performance of systems and the impact of pavement seal coating on water quality. The Center is unique in its ability to evaluate the water quality treatment and water quantity management performance of stormwater systems in a side-by-side setting. Its research field site is designed to test a range of systems, from low impact development style approaches to manufactured devices.

Best Practices for Marine Spatial Planning - The Global Marine Team of the Nature Conservancy has released a report on the June 2009 workshop on Marine Spatial Planning in Practice. The workshop report, Best Practices for Marine Spatial Planning<http://www.nature.org/initiatives/marine/files/msp_best_practices.pdf> (PDF, 2 MB), includes advice on geographic planning boundaries, planning scale and resolution, data collection and management, multi-objective planning including aims and outcomes, and interactive decision support.

Pew Climate Change Report - The Pew Center on Global Climate Change released the report, Adapting to Climate Change: A Call for Federal Leadership<http://www.pewclimate.org/docUploads/adaptation-federal-leadership.pdf> (PDF, 788 KB), which highlights the important role of the federal government in reducing the vulnerability and strengthening the resiliency of the economy and natural resources in the face of climate changes. While many efforts to adapt to climate change will occur at the state and local level, the federal government is a critical player in an effective and coordinated approach to climate change adaptation in the United States.

Coastal Connections - The June/July 2010 issue of NOAA's Coastal Connections<http://www.csc.noaa.gov/newsletter/> focuses on negotiating for coastal resources and other news and notes for coastal resource managers.

Atlantic CoastWatch Newsletter - The March/April 2010 issue of Atlantic CoastWatch<http://www.atlanticcoastwatch.org/Newsletter.htm>, the bimonthly newsletter from the Sustainable Development Institute that provides news and information about the Atlantic coasts of Canada, the United States, and the Caribbean, includes articles on water use in Georgia, fish oil issues, and other Atlantic coast news.

Marine Protected Area Newsletter - The May-June 2010 issue of MPA News<http://depts.washington.edu/mpanews/MPA114.htm> features articles on marine protected areas (MPAs) in the United Kingdom, MPA enforcement, and other MPA news and notes.

Global Biodiversity Outlook - The 3rd edition of Global Biodiversity Outlook<http://www.unep.org/Documents.Multilingual/Default.asp?DocumentID=624&ArticleID=6558&l=en>, produced by the Convention on Biological Diversity, concludes that massive further loss of biodiversity is becoming increasingly likely. The report also outlines a possible new strategy for reducing biodiversity loss by addressing the underlying causes or indirect drivers of biodiversity loss, such as patterns of consumption, the impacts of increased trade, and demographic change.

Climate Change Interviews - CZM Director Deerin Babb-Brott and five other managers from state Coastal Management Programs and National Estuarine Research Reserves have provided thoughts on coastal adaptation in response to climate change. June Is River's Month - Events through July 4 are listed on the online Rivers Month Calendar<http://www.mass.gov/dfwele/der/newsletters/rivrwetmonth_calendar2010.htm>, prepared by the Massachusetts Division of Ecological Restoration to provide opportunities to participate in events in, on, and along the rivers of Massachusetts.

Safe Navigation Alliance - BoatUS, the United States Power Squadrons, and several other organizations have teamed up with NOAA to create The Alliance for Safe Navigation<http://www.allianceforsafenavigation.org/>, whose goal is to help ensure boaters have the most current chart data available every time they head out. Nautical charts, whether paper or electronic, can become quickly outdated as storms and currents alter waterway topography or aids to navigation change with little warning. In addition, boaters can go to Alliance website<http://smtp.boatus.net/t?r=3&c=9724&l=22&ctl=1F733E:46A21DB67DE56646073DFC65B94AB480&> and enter the numbers of their most commonly used charts and instantly see a list of all the changes for that chart since the last print date.

Plastics in the Oceans - The 5 Gyres website<http://5gyres.org/> provides users with an understanding of plastic marine pollution through exploration, education, and action.

Office of Water Website Updated - EPA's Office of Water has launched an updated and reorganized website<http://www.epa.gov/ow>. The new site, organized by topic with a consistent navigation menu, has been designed to provide a better, easier user experience.

Environmental Educators Website - The National Environmental Services Center has updated its Educators web page<http://www.nesc.wvu.edu/educators.cfm> with links to the latest websites that offer interactive games, ideas for classroom activities, and many other projects for teachers, parents, and kids.

New Climate Change Website - EPA's Office of Air and Radiation has developed a new climate change website<http://epa.gov/climatechange/index.html> with sections on climate change science, U.S. climate policy, greenhouse gas emissions, health and environmental effects, and climate economics. The site features a "What You Can Do" section that provides advice for reducing climate impacts at home, school, the office, and on the road. The site also includes four climate change fact sheets<http://epa.gov/climatechange/basicinfo.html> on science facts, ecosystems, health effects, and society.

Water Alert - WaterAlert<http://water.usgs.gov/wateralert/>, from the U.S. Geological Survey, allows subscribers to receive instant, customized updates about water conditions. Whether you are watching for floods, interested in recreational activities, or concerned about the quality of water in your well, WaterAlert allows you to receive daily or hourly updates about current conditions in rivers, lakes, and groundwater.

Public Comment
No Discharge Areas - EPA is seeking comments on two Massachusetts requests to designate coastal waters as vessel No Discharge Areas (NDAs). The proposed Pleasant Bay NDA would cover bay waters in Brewster, Chatham, Harwich, and Orleans. The proposed Upper North Shore NDA would encompass state waters from Gloucester to the New Hampshire border and up the Merrimack River to Lawrence. Within NDAs, the dumping of all boat sewage, both treated and untreated, is prohibited. Comments are due by June 7 for Pleasant Bay and June 21 for the North Shore.

Calendar
StormSmart Coasts Workshop Series - As part of a StormSmart Coasts community pilot project, the towns of Duxbury, Kingston, and Plymouth will hold a series of courses for building and engineering professionals that will highlight effective floodplain and stormwater management for construction. Part one of the series, presented by New England Environmental, Inc<http://www.neeinc.com/index.html>, will feature two courses on June 23-24 at Kingston Town Hall. The June 23 course is on erosion control and stormwater management for construction site supervisors and the June 24 course is on inspecting construction sites for stormwater compliance. Each course will count as continuing education credits toward Certified Erosion, Sediment and Storm Water Inspector<http://www.cesswi.org/> and Certified Professional in Erosion and Sediment Control<http://www.cpesc.org/cc-policy/pdu-reqs.asp> certifications. Global Warming Solutions Act Hearings - In June, MassDEP will hold several hearings across the Commonwealth to hear testimony and public comment on the 2020 emissions goals of the Global Warming Solutions Act, which Governor Patrick signed in to law in August 2008. Capitol Hill Ocean Week - On June 8-10, the National Marine Sanctuary Foundation will hold Capitol Hill Ocean Week<http://www.nmsfocean.org/CHOW-2010-splash> in Washington, D.C. This annual event provides a forum to discuss important ocean and coastal issues on Capitol Hill, providing an opportunity for education and the exchange of ideas. This year's focus will be on ocean and energy issues.

EBC Breakfast - On June 25, the Environmental Business Council of New England (EBC) will host a breakfast program<http://ebcne.org/index.php?id=77&no_cache=1&tx_ciceventscalendar_pi1%5bcaldatets%5d=1275364800&tx_ciceventscalendar_pi1%5bdaylistts%5d=1277438400&tx_ciceventscalendar_pi1%5bsinuid%5d=590&cHash=a02c73c000> with Alicia McDevitt, Director of the EEA's Massachusetts Environmental Policy Act (MEPA) Office. Through the MEPA office, EEA conducts environmental impact reviews of certain projects requiring state agency action. Agency actions include granting state permits or licenses, providing state financial assistance, or transferring state land.

Sand and Sea Festival - On June 26-27, the 2010 Sand & Sea Festival<http://www.beachfests.org/sandandsea.html> will be held at Salisbury Beach. Join the festival for great events, music, food, fireworks, and fun.

The Great Park Pursuit - This summer, as part of the No Child Left Inside-Children in Nature initiative, the DCR is challenging children and their families to reconnect with nature and help promote a healthy lifestyle through active outdoor recreation in our state parks. Running from July 1 to September 18, the Great Park Pursuit (GPP) offers teams the opportunity to design their own "Park Pursuit." DCR parks across the Commonwealth will host great programs all summer and teams will be challenged to visit six programs in different themed categories, including Into the Woods, Go Wild, and Explore the Night. Teams will collect special program stickers at each event and chronicle their summer adventures on a GPP team game card. Teams can also track their adventures with stories, photos, and itineraries on a personalized family homepage. Carson is considered to be the founder of the contemporary environmental movement through her landmark book, Silent Spring.
