role in the development of an innovative tool to visualize inundation scenarios
due to flood events and sea level rise, using the images to raise public
awareness. Anne was also able to foster the creation of an innovative incentive
program that encourages builders and homeowners to elevate new and renovated
structures above predicted floodwaters. The Excellence in Local Government
Awards are given to local governments that have inspired positive change in the
field of coastal management by developing or implementing principles embodied

meeting, Oak Bluffs—one of CZM‘s </span><a

style='font-size:10.0pt;font-family:"Arial","sans-serif"'> pilot
communities—adopted several new amendments to strengthen the town’s
floodplain overlay district bylaw. The amendments prohibit new residential
development and expansion of existing development in coastal high-hazard flood
zones—those designated as V, VE, or AO zones on the Federal Emergency
Management Agency’s (FEMA) Flood Insurance Rate Maps (FIRMs). The
revisions to the bylaw will also require that all new development in less
hazardous areas—those designated as A zones on FIRMs—meet design
criteria and performance standards through a special permit process. The
amendments will minimize threats to public health and safety and increase the
town’s capacity to recover after a storm by reducing damage to personal

governments and territories to submit applications for the FEMA Hazard
Mitigation Assistance grant programs. It is expected that $10 million will be
available for these competitive grants to assist applicants with hazard
mitigation planning and the implementation of hazard mitigation projects to
reduce or eliminate the loss of life and property due to natural hazards. The
program goals are to reduce overall risks to the population and structures, and
reduce the reliance on taxpayer-funded federal assistance for disaster
recovery. FEMA mitigation grants cannot be used for maintenance, repair, or projects
already in progress. In June and August, MEMA/DCR will hold several grant
program briefings across the state to provide an overview of the programs,
available funding, and relevant applicant processes and deadlines. All
potential applicants are <b>strongly encouraged</b> to attend one of these
