Construction Sites and EPA Stormwater Permits: What YOU Need to Know

Did you know... construction sites that discharge unpermitted stormwater
are in violation of the Clean Water Act and may be subject to fines up to
$27,000 a day!
Since 1992, construction projects that disturb more than 5 acres of soil
have needed coverage under EPAs General Permit for Stormwater Discharges
from Construction Projects, but awareness of and compliance with this
requirement has been low. Beginning March 10, 2003, construction projects
as small as 1 acre of disturbance also need coverage, which involves
notifying EPA and developing and implementing a Storm Water Pollution
Prevention Plan to minimize polluted runoff. Both private and public
construction projects are subject to this requirement, which will continue
even as urbanized communities regulated under Phase II of EPA's storm water
program work on developing or improving their own programs for regulating
construction locally by 2008.
Guest Speakers: Abby Swaine, who works for EPA New Englands assistance
program, will give an overview of the construction components of the Phase
II program, then explain what projects need EPA construction general permit
coverage, who is responsible for getting coverage, how to stay in
compliance, and what an EPA inspector looks for when he visits a
construction site. Linda Domizio, Phase II storm water coordinator at MA
Department of Environmental Protection, will explain related state
regulations and standards, and how DEP and EPA are working together to
assist municipalities regulated under Phase II.

of exit ramp, turn NORTH onto Route 53. At first traffic light, turn right
on Route 123 (Main Street). Take first left onto Jacobs Lane (just past the
pond). The South Shore Natural Science Center is about 1/4 mile on your
right.
