Position Available for Fishery Biologist/Restoration
Ecologist
The Restoration Center of the National Oceanic and
Atmospheric
Administration (NOAA) has an outstanding opportunity
for a fishery
biologist/restoration ecologist with a strong
background in watershed
restoration, habitat conservation and/or
environmental science. The
opportunity is offered through the Oak Ridge
Institute for Science and
Education (ORISE) post-graduate program. This is
not a federal
government position. The successful candidate will
work under an ORISE
contract for the NOAA Restoration Center to
facilitate the Center’s
Community-Based Restoration Program. The location
of the position is at
NOAA Headquarters in Silver Spring, MD. Appointment
to this position
will be made for a period of one year and may be
renewed for up to two
additional years, subject to availability of
funding. The salary range
is from $35,000 to $45,000 per annum, depending upon
qualifications.
Moving expenses are not covered by ORISE contracts.

The mission of the Restoration Center is to plan and
implement
restoration of coastal and marine natural
resources. The NOAA
Community-Based Restoration Program strives to
inspire local efforts to
conduct meaningful, on-the-ground restoration of
marine, estuarine and
riparian habitat. The Program is a systematic
effort to catalyze
partnerships at the national and local level to
contribute funding,
technical assistance, land, volunteer support or
other in-kind services
to help carry out sound restoration projects that
promote stewardship
and a conservation ethic for living marine
resources. Through its
Community-Based Restoration Program, NOAA partners
with national and
regional organizations to identify, select and
co-fund locally driven,
grassroots habitat restoration projects in 26 states
with coastal and/or
anadromous fish resources. The Program provides
financial and technical
support to community organizations, public and
not-for-profit groups,
government, business interests, educational
institutions, youth
conservation corps and others to galvanize fisheries
habitat
restoration.
The appointment in the Restoration Center will be to
coordinate and
manage activities related to habitat restoration
with a community and
NMFS Science Center focus in cooperation with other
Program staff. The
incumbent will be expected to coordinate a wide
range of programmatic
operations, including small grant administration and
oversight,
development of outreach and public relations
strategies, development of
partnerships, and monitoring work progress
(project/partnership
follow-up). Responsibilities include, but are not
limited to, working
within a team to: generate and evaluate habitat
restoration projects
proposed from coastal communities based upon
priorities identified
within provisions of the Magnuson-Stevens Fishery
Conservation and
Management Act, regional watershed plans, and
others; organize the field
and headquarters review process for evaluating and
selecting projects of
greatest benefit to NOAA trust resources; manage
various aspects of
national and regional partnerships; process project
applications
approved for direct funding; work with potential
applicants to provide
technical guidance and coordinate projects with
appropriate agencies,
fishery management councils, public interest groups,
and appropriate
Restoration Center partners; support regional NMFS
staff involved in
habitat restoration, and coordinate and maintain
communication with them
on potential and funded projects; maintain project
files and update
project tracking database and Community-Based web
page; and respond to
NOAA and Congressional inquiries on program
activities and funding.
Requirements include enrollment in, or completion
(within the past two
years) of, a graduate program at an accredited
university. The
applicant's degree should be focused in fishery
biology, restoration
ecology or related environmental science.
Candidates should have a
broad biological background with a working knowledge
of major habitat
types and associated organisms, and potential
environmental problems and
restoration alternatives. Some experience in
research, monitoring and
evaluation would be helpful. Candidates should have
strong oral and
written communication skills (including the ability
to communicate
clearly with non-scientists). Additional desirable
qualities include:
hands-on experience with habitat restoration,
estuarine restoration,
and/or ecosystem interactions, and experience
working on
interdisciplinary teams. Applicants are encouraged
to describe how
their knowledge and skills fulfill the requirements
of the position.

requires mainly office
work with a headquarters management focus.

Marine Ecologist/Restoration Ecologist Position
Available
The Restoration Center of the National Oceanic and
Atmospheric
Administration (NOAA) has a position for a marine
ecologist with a
strong background in restoration ecology, riparian
habitat restoration,
and salmonid life history requirements. The
position is offered through
the Oak Ridge Institute for Science and Education
(ORISE) post-graduate
program. This is not a federal government
position. The successful
candidate will work under an ORISE contract for the
NOAA Restoration
Center working in the Damage Assessment and
Restoration Program (DARP).
The proposed location of the position is Silver
Spring, MD. Appointment
to this position will be made for a period of one
year and may be
renewed for up to two additional years, subject to
availability of
funding. The salary range is from $30,000 to
$50,000 per annum,

spills and chronic releases of oil and hazardous
substances. The
incumbent’s role in the Restoration Center will
include, but not be
limited to, providing the NOAA General Counsel with
expertise in the
areas of restoration ecology and fisheries
science/ecology.
Responsibilities of the incumbent will include:
participate as a case
team member of ongoing natural resource damage
assessments with a focus
on identifying appropriate restoration projects and
determining the
appropriate scale of restoration to compensate the
public for injuries
to natural resources (i.e. quantifying damage to
marine and anadromous
resources due to oil spills, or other contaminate
releases and
determining appropriate restoration scaling and
techniques); provide
products to be used in support of natural resource
damage litigation;
and to conduct, manage, review and oversee
monitoring of ongoing
restoration projects.
Requirements include enrollment in, or completion
(within the past two
years) of, a graduate program at an accredited
university. The
applicant’s degree should be focused in marine
ecology and/or
restoration ecology. Candidates should have strong
research,
mathematical, and oral and written communication
skills (including the
ability to communicate clearly with
non-scientists). Candidates should
have a broad ecological background with a detailed
knowledge of salmonid
behavior, life history, ecology, and demography, as
well as, life
history and behavior of NOAA trust resources.
Familiarity with
ecological modeling and statistical applications is
also required.
Additional desirable qualities include: experience
with habitat
restoration, ecosystem interactions and a broad
range Pacific marine
species; knowledge of damage assessment procedures
mandated by CERCLA
and OPA; and experience working on interdisciplinary
teams. The
applicant is expected to provide expertise in marine
biology, ecology,
conservation biology, and/or restoration ecology.

keep in mind that the position requires mainly
office work with a minor
field component. Willingness to travel is a must.
