JOB DESCRIPTION
CITIZEN WATER QUALITY MONITORING (CWQM) COORDINATOR
FOR CAPE COD AND THE ISLANDS

FUNCTIONAL TITLE: Citizen Water Quality Monitoring
Coordinator for Cape Cod
and the Islands

SALARY RANGE:  $17.00 TO $18.50 Yearly renewable
contractual position ? no
benefits.  35 hours a week.

LOCATION:  South Shore of Cape Cod, Massachusetts in
the towns of Falmouth
and Mashpee

DUTIES:

The Citizen Water Quality Monitoring Coordinator is
responsible for
coordinating the ~20 citizen’s water quality
monitoring groups on Cape Cod,
Martha’s Vineyard and Nantucket.

The Coordinator will work at the Waquoit Bay
National Estuarine Research
Reserve (Waquoit Bay NERR) located within the towns
of Falmouth and Mashpee
on the South Shore of Cape Cod.  The Waquoit Bay
NERR is one of 25 sites
that make up the National Estuarine Research
Reserve, a federal-state
partnership involving the National Oceanic and
Atmospheric Administration
and the Massachusetts

The mission of the Reserve is to provide long-term
protection to the
habitats and resources of this representative
estuarine ecosystem, which
serves as a natural laboratory for research by the
Reserve and others to
further our understanding of natural estuarine and
watershed-linked
processes and human influences on them.  The Reserve
works through
partnerships, to make the resulting information
available to the public and
policy-makers to promote informed coastal
decision-making for this site as
well as for similar sites in the same biogeographic
region.

SCOPE OF SERVICES:

Under the supervision of Waquoit Bay National
Estuarine Research Reserve
Manager and Research Translator, the Citizen Water
Quality Monitoring (CWQM)
Coordinator will continue to work on 2 interrelated
project goals to:
1       a.  Strengthen individual monitoring
programs by:
· Directing and developing study designs,
methodology, monitoring parameters
and QAPP’s
· Providing technical information and assistance;
· Purchasing equipment;
· Writing grant proposals;
· Locating funding opportunities, etc.

        b.  While drawing the groups into larger
regional programs and goals by:
· Promoting and coordinating collaboration among
groups on projects;
· Writing and distributing directories and
newsletters;
· Increasing the awareness among decision-makers of
the potential role of
citizen         monitors;
· Developing standard operating procedures and
training methodologies for
parameters commonly used by citizen groups.

2       a.  Work with governmental and
non-governmental agencies to develop a
regional approach to citizen water quality
monitoring by:
· Developing comparable monitoring protocols;
· Coordinating regional service providers and
regional labs;
· Standardizing training and protocols state wide;
etc.

        b.  With the long term goal of improving
data quality so governmental and
scientific organizations could use citizen data.

Specific responsibilities include:
· Representing the Massachusetts Department of
Management and Waquoit Bay
National Estuarine Research Reserve on several state
and local committees
and organizations;
· Coordinating with others in the region involved in
citizens water quality
monitoring to continue developing a comprehensive
cape-wide approach;
· Developing and coordinating workshops for citizen
monitoring groups, with
the focus on program quality control/quality
assurance, data management,
sampling technique, and organizational maintenance
(working cooperatively
with the Reserve’s Research Translator and Education
Coordinator);
· Providing linkages between the citizen monitoring
groups and potential
data users, including state, federal, and local
agencies and scientists;
· Organizing regular meetings of all local
monitoring groups and acting as a
clearinghouse of information and communication;
· Assisting with the start up of new monitoring
groups
· Publishing the citizens monitoring newsletter, The
CAPER;
· Increasing public awareness of citizen water
quality monitoring by
organizing public events, writing newspaper
articles;
· Working with the Research Assistant to support the
Waquoit Bay Watchers,
the Reserve’s monitoring group, in particular to
develop a QAPP;
· Other duties as required.

PREFERRED QUALIFICATIONS:

Applicant must have at least two years of full-time
or equivalent part-time
professional, administrative or managerial
experience.  A graduate degree in
Biology, Environmental Science, Water Chemistry or
related field is
preferred.  Education may be substituted for
required experience.

A successful candidate must be an organized
self-starter with excellent
written and verbal communication skills.  Applicants
must have experience
with water quality monitoring and be knowledgeable
about monitoring
techniques, protocols, equipment, etc.  Experience
with community
organization and knowledge of coastal ecosystems is
also important.
Familiarity with the Cape and Islands community and
with statewide and
regional citizens water quality monitoring issues
and challenges is a plus.
Computer skills (spreadsheet, Word and PageMaker)
are a must.  Grant writing
experience is preferred.  The person we seek should
like working with people
and as part of a team.  They should have a strong
environmental ethic and a
sense of humor.
