This position is located at National Marine Fisheries Service, Southwest 
Fisheries Science Center (SWC), Environmental Research Division (ERD) in 
San Diego, CA (La Jolla area).  The ERD has a major focus on assessing, 
understanding and predicting the effects of climate and environmental 
variability--from global to local scales that are important to fish 
populations, protected species and marine ecosystems.  The ERD provides 
appropriate science-based environmental analyses, products and 
information to the SWC and its fishery scientists and managers, as a 
means to developing more effective ecosystem approaches to management.

The individual selected for this position will:

Large Marine Ecosystem Coordinator, NOAA

Duties:

1. Provide support to advance LME programs and projects worldwide in 
partnership with international agencies in keeping with the US Ocean

Environmental Policy Analyst, NOAA

ECS Federal is seeking a Environmental Policy Analyst to work in our 
Silver Spring, MD office.

_Job Description:_
Management of marine fisheries falls under the jurisdiction of the 
National Marine Fisheries Service (NMFS) according to the mandates of 
the Magnuson-Stevens Reauthorization Act of 2006. The agency is required 
“to prevent overfishing, to rebuild overfished stocks, to insure 
conservation, to facilitate long-term protection of essential fish 
habitats, and to realize the full potential of the Nation’s fishery 
resources.”  Additionally, the agency is mandated to conserve and 
recover species under its jurisdiction according to the Marine Mammal 
Protection Act of 1972 and the Endangered Species Act of 1973.  Finally, 
the July 19, 2010 Executive Order for the Stewardship of Our Oceans, 
Coasts, and Great Lakes charges NOAA and its line offices, among other 
agencies, with adopting Coastal and Marine Spatial Planning (Marine 
Planning).

To support NMFS’ role in managing fisheries and protected resources, the 
Office of Science and Technology (ST) provides science on status and 
trends of managed populations and their ecosystems, including the 
habitats they rely upon.  The Marine Fisheries Habitat Assessment 
Improvement Plan (HAIP) identifies the need for increased use of habitat 
science in stock assessments, essential fish habitat (EFH), habitat 
areas of particular concern (HAPC), ecosystem-based fishery management, 
integrated ecosystem assessments, and Marine Planning.

Within ST, the Assessment and Monitoring Division (ST4) supports at-sea 
resource surveys, stock assessments, habitat science and assessments, 
protected resource science and the National Seabird Program, fisheries 
observer programs, cooperative research, and the independent peer review 
of NMFS’ science products and programs.  The Division coordinates and 
prepares annual budget formulations and annual spending plans to improve 
habitat and stock assessments and modernize and expand observer programs.

The habitat science program is housed within ST and is implementing 
recommendations from the recently published Marine Fisheries Habitat 
Assessment Improvement Plan in collaboration with the Office of Habitat 
Conservation and the NMFS science centers and regional offices.

_Implementation Support for National Nonpoint Source Program _

Project Description:

A postgraduate internship project is available at the U.S. Environmental 
Protection Agency’s (EPA) Office of Water. This internship will be 
located in the Nonpoint Source Control Branch (NSCB) of the Assessment 
and Watershed Protection Division; Office of Wetlands, Oceans, and 
Watersheds. The NSCB develops, coordinates, and implements Office of 
Water policies, guidance, and programs to assess, prevent, and control 
nonpoint source (NPS) pollution.

The primary project the intern will be engaged in is with EPA regional 
contacts and state contacts to research and draft “success stories” for 
the NPS website (www.epa.gov/nps/success 
<http://www.epa.gov/nps/success>). This project will involve learning 
about the NPS program by researching how progress in specific watersheds 
comports with EPA’s measure for success as it applies to the NPS program 
and to the water quality program in general. The intern will be involved 
with researching how EPA is achieving goals to restore NPS-impaired 
waterbodies (EPA’s WQ-10 measure of success) and reduce pollutant loads 
of sediment, nitrogen, and phosphorus from nonpoint sources to our 
nation’s waters (EPA’s WQ-9 measure of success). As time and 
opportunities permit, the intern may research how success may be 
measured with regard to implementing watershed protection strategies. A 
secondary project (up to 20 percent of the intern’s time) will be to 
research the framework for success of the Tribal NPS program and to 
document some of these successes.

Qualifications:

The applicant should have received a bachelor’s or master’s degree in 
environmental or life science within five years of the desired starting 
date, or completion of all requirements for the degree should be 
expected prior to the starting date.

The appointment will be full-time for a one-year and may be renewed for 
up to three additional years upon recommendation of EPA and subject to 
availability of funds. The annual stipend will range from $42,000 to 
$52,000, depending on education and experience. Additional funds will be 
available to cover any project-related travel. Taxes are the 
responsibility of the intern. Coverage under a medical insurance plan is 
both required and the responsibility of the applicant; coverage may be 
obtained through ORISE, if desired. The participant does not become an 
EPA employee.
