The Knauss Science Policy Fellowship call for fellows for 2015 was 
recently posted here:

The applications are due March 31st and anyone who is still a student at 
the time of application can apply. There are even people who take a year 
off from their graduate work to go, so you don’t need to be finished 
with your degree to do it (though many/most are).  Li Ling Hamady, a 
recent Knauss fellowship awardee, has volunteered to answer any
