Consultant, The Nature Conservancy

The Nature Conservancy has received financing from the World Bank toward 
the cost of the Sustainable Financing and Management of Eastern 
Caribbean Marine Ecosystems Project and intends to apply part of the 
proceeds for consulting services. The Nature Conservancy invites 
eligible consulting firms (“Consultants”) to apply for the Monitoring 
and Evaluation (Indicator Set) Specialist position.


Duration: The expected duration of this consultancy is approximately 
seven months from the date of execution of contract.


Objective of the Consultancy: The purpose of this consultancy is to 
develop an Eco-Regional Monitoring Management and Evaluation Plan for 
the marine protected area systems of Participating Countries (Antigua & 
Barbuda, Grenada, St. Kitts & Nevis, St. Lucia, and St. Vincent & the 
Grenadines). This plan will outline (a) the biophysical and 
socio-economic indicators to use for each country or across countries to 
monitor the status of and trends in the protected areas systems, (b) how 
to collect these indicators, and (c) the roles, responsibilities and 
frequency for collection.

Research Analysts (2), Fisheries Leadership & Sustainability Forum

The Fisheries Leadership & Sustainability Forum (Fisheries Forum) seeks 
to hire two Research Analysts to join the Fisheries Forum team. The 
Fisheries Forum is a policy neutral partnership among the Nicholas 
Institute for Environmental Policy Solutions, Center for Ocean Solutions 
(COS), Stanford Woods Institute for the Environment, and Environmental 
Defense Fund (EDF). These positions will provide substantive and 
logistical support for a variety of Fisheries Forum projects. The 
Research Analysts will assist with the design, development and 
implementation of forums and workshops, and engage in regional and 
national policy research and networking. Specifically, successful 
candidates will track regional fishery management council activities, 
conduct literature searches, prepare reports and issue papers, maintain 
databases, and perform administrative duties including event planning 
and logistics as needed. As part of the Fisheries Forum team, this 
position will work closely with council members, council staff, state 
and federal agencies, and a variety of stakeholder groups.

Qualified applicants must possess a graduate degree in marine science or 
policy or other relevant discipline, familiarity with US fishery 
management and policy, including the Magnuson-Stevens Fishery Management 
and Conservation Act, and one to two years of relevant work or academic 
experience.

The positions are targeted to begin in June 2013. The initial term of 
the Research Analyst position is for 12 months, renewable up to a 
two-year term contingent on performance and fit. One position will be 
based with Stanford University at the Center for Ocean Solutions in 
Monterey CA, one with Duke University's Nicholas Institute for 
Environmental Policy Solutions at the Duke Marine Lab in Beaufort, NC. 
These positions will report to the Fisheries Forum program manager at 
each institution, respectively, and work closely with the Forum's 
executive director and coordinator.

Frank M. Cushing Science Policy Fellowship, Consortium for Ocean Leadership

Washington, DC

*A fellowship for marine science  postdoctoral scholars and doctoral 
candidates interested in bridging the gap between science and policy by 
spending a year in Washington DC researching, developing and advocating 
for research and sound ocean policy. *

Frank Cushing was widely appreciated for his mentorship of young policy 
makers and his willingness to spend time sharing his expertise, 
experience and influence with the science community.  This fellowship is 
designed to expose young ocean scientists to navigating the 
inside-the-beltway political landscape that Frank negotiated so 
successfully and for them to learn about the major contributions that he 
made to science.

The Cushing Fellow will lend his/her expertise to the development and 
implementation of legislative, policy and outreach strategies on behalf 
of the Consortium for Ocean Leadership. The position resides in the 
Public Affairs Department and will monitor and report on the status of 
legislation, analyze the impact of various policy and legislative 
proposals important to the oceanographic community, and help develop 
policy positions and outreach materials.

Consultant, GEF

Ref: Expert consultant for the analysis of Global Environment Facility’s 
experience on marine protected areas.

The GEF plays a unique role in helping Parties to the Convention 
mobilize sufficient resources to achieve the biodiversity targets 
related to marine issues. Since its inception, the GEF has supported the 
management of a total of 1,119 MPAs protecting 231.77 million hectares. 
The amount and the number of MPA projects have considerably increased 
since GEF’s inception, demonstrating the willingness of GEF recipient 
countries to advance MPA identification, demarcation and management.

Proposed Short-Term Consultancy to analyze GEF experience in Marine 
Protected Areas

Considering the substantial number of projects, the long-standing 
experience and the different approaches supported; an analysis of GEF 
experience will help inform future programming strategies and contribute 
to knowledge generation in supporting MPA development.In June 2012, the 
Scientific and Technical Advisory Panel (STAP) worked on an advisory 
document on MPAs. This document intended to provide guidance to assist 
the GEF-STAP in screening Project Identification Forms and in providing 
advice in the design of MPA projects. Later this year, the GEF 
secretariat has started to gather data related to GEF MPA projects in 
order to develop a database. These preliminary works will feed the 
study.The study will be conducted based on the existing list of projects 
that GEF has supported, and on interview of key experts and some of the 
MPAs managers. The study will analyze how the GEF finance has been used 
for MPA management, showing notably which kind of activities has been 
funded, for which IUCN category, and in which financial context. The 
study will also highlight the spatial and temporal investment done by 
the GEF in MPA, since its inception. The study will help to determine to 
which extent some type of support has potential advantages, what 
conditions are necessary to ensure the success of GEF support to MPA, 
and what has been the GEF project outcomes in MPA management to date.

PhD or Post-doc: Global Reef Expedition - Remote Sensing Specialist, 
NSU/Living Oceans Foundation

*Dr. Sam Purkis seeks to hire an outstanding PhD or post-doctoral 
researcher into his Remote Sensing and GIS lab (www.nova.edu/~purkis 
<http://www.nova.edu/%7Epurkis>) at Nova Southeastern University's 
Oceanographic Center.

The project is collaborative between NSU and the Khaled bin Sultan 
Living Oceans Foundation (LOF). The successful candidate will play a 
senior role in the planning and execution of remote sensing operations 
for the LOF Global Reef Expedition. This ongoing initiative is visiting 
remote reefs throughout the Pacific, Indian Ocean, and Red Sea - 
globalreefexpedition.org. You will join several LOF cruises per year 
aboard the M/Y Golden Shadow, a 67m logistical support vessel, to 
collect ground-truth and geophysical data that you will use to develop 
high-resolution habitat and bathymetry maps from Worldview-2 satellite 
imagery. You will also have the opportunity to address your own science 
questions related to this work. The project is exciting because of its 
large scale and you will be working with several tens of thousands of 
sq. km of imagery per year. The position will see you visiting 
little-studied reef sites in the Pacific, before a shift in focus to the 
GBR and Coral Sea in 2014, with subsequent legs of the GRE moving 
through the Indian Ocean and finishing in 2016 in the Red Sea. We are 
looking to develop an exciting collegial atmosphere with a lot of 
scientific freedom.

The initial term will be for one year with the potential for renewal 
through 2017. The position will be supervised by Sam Purkis at NSU's 
"Center of Excellence for Coral Reef Ecosystems Research" facility on 
the ocean side of Port Everglades in Hollywood, Florida.

California Coastal Marine Ecologist, TNC

The Coastal Marine Ecologist provides technical and scientific support 
and leadership for projects and initiatives of The Nature Conservancy in 
estuarine and near-shore marine environments in California, with 
emphasis on fisheries, fish habitat (including nursery habitat and 
spawning grounds), land-sea connections, and coastal resilience. The 
Coastal Marine Ecologist leads and supports conservation planning, 
prioritization, and applied research projects, and supports 
implementation of threat abatement and restoration strategies at the 
land-sea interface and in estuarine and marine waters. S/he 
independently identifies conservation issues, and applies the scientific 
approach to address those issues. S/he develops and leverages a network 
of external scientific colleagues, collaborators, partners and students 
to deliver information, models, and decision support tools needed to 
advance the Conservancy’s conservation strategies and objectives. S/he 
conducts field surveys and assessments, manages data, writes project 
reports and proposals, and coordinates fieldwork and logistical support 
for applied research. S/he writes and manages grants and contracts. S/he 
writes and submits for publication research papers and other articles on 
the biodiversity, ecology and management of California’s estuarine and 
marine ecosystems and fisheries. S/he develops scientific foundations to

The Programme Officer (PO), Coastal and Marine Programme, Asia (CMP) 
will be responsible for the administrative of all CMP functions, as 
described below. The PO, CMP also has specific responsibility for 
providing support to MFF outreach countries

The PO, CMP is a member of the Ecosystems and Livelihoods Group, Asia 
(ELG), in the Asia Regional Programme Directorate (RPD). ELG focuses on 
networking and technical support and on designing and implementing large 
regional initiatives and maintaining oversight and quality control of 
programme and project delivery. As a component of the ELG, CMP 
contributes to developing, demonstrating and promoting IUCN’s Value 
Proposition and One Programme across the region.

staff of the RPD to develop and resource marine activities in Asia and

Protected Areas Coordinator, BIOPAMA Project, IUCN

The EU-funded Biodiversity and Protected Area Management Project 
(BIOPAMA) is aimed at improving the long-term conservation of 
biodiversity in Africa, the Caribbean and the Pacific Islands region and 
to reduce the poverty of populations surrounding protected areas by 
enhancing the capacity of existing institutions and networks involved in 
biodiversity conservation and protected area management. BIOPAMA will be 
implemented in close collaboration between the International Union for 
Conservation of Nature (IUCN), the Joint Research Centre of the European 
Commission (EC-JRC) and the German Agency for International 
Collaboration (GIZ).

During the last decades African, Caribbean and Pacific governments have 
increased their efforts in establishing protected areas. In Africa 
protected areas cover slightly over 2 million km² or 7% of the 
continent’s 30 million km²; in the Caribbean they cover 70,000 km² 
representing 29% of this region; in the Pacific close to 1,466,000 km² 
are under protection, mostly represented by large marine parks and 
Community Managed Protected Areas in coastal and marine areas. In spite 
of these efforts the rate of the loss of biodiversity hasn't slowed 
down. Many of the protected area systems of ACP countries are not 
achieving the objectives for which they were created particularly in 
terms conserving key species and maintaining natural ecosystems and the 
services they provide.

Addressing this problem is the main challenge that the BIOPAMA project 
will address through capacity building, using the possibilities and 
opportunities offered by the Convention on Biological Diversity, and in 
particular, its Programme of Work on Protected Areas (POWPA).

The BIOPAMA project will assist involved Pacific Island countries in 
developing a framework for improving technical and institutional 
approaches through capacity building and regional cooperation to manage 
biodiversity conservation, particularly in protected areas. It will 
contribute to the conservation of indigenous biodiversity and to the 
maintenance of the ecological services provided by protected areas, 
particularly for the benefit of local people who are highly dependent on 
the use of natural resources for their livelihoods, and also for wider 
social benefits.

Policy Intern, Marine Conservation Institute

Location: Washington, DC

Marine Conservation Institute’s internship program provides motivated 
and academically-promising students an opportunity to apply their 
knowledge and skills in a real‐world arena. During their internship, 
students work closely with science and policy staff on cutting edge 
issues in marine conservation biology and ocean policy.   Most of the 
internship opportunities are geared towards graduate students or 
students who have recently completed graduate degrees, although we have 
on occasion developed opportunities for undergraduates to work on 
pressing marine conservation issues.

For internship positions, we seek individuals with excellent 
communication skills, substantive knowledge or professional experience 
in marine or environmental science or policy, and who share our 
commitment to the preservation of marine life and biological diversity.  
We also prefer candidates who have a demonstrated ability to work 
independently, with minimal direct supervision.

Working out of our DC office, policy interns have the opportunity to 
work closely with our policy staff to gain important skills in 
conservation advocacy. Previous policy interns have had the opportunity 
to assist with establishing National Monuments and our National Marine 
Sanctuaries Reauthorization efforts.  Policy interns have described 
their internship experience as being important for learning about 
lobbying and the legislative process and for understanding more about 
packaging science for Federal decision makers.  These internships 
coincide with the academic calendar.

NW Explorations offers guided flotilla trips from Bellingham, through the Inside Passage up to Southeast Alaska 
and back. The naturalist is part of a crew that travels on the lead boat. The clients travel in boats that they have 
chartered from NWE, and travel behind (usually) the lead boat. Please see our web site

The naturalist is responsible for giving updates over the VHF radio while the boats are underway. Updates include, 
but are not limited to, information regarding local geology, native culture, wildlife and current events of whatever 
area you are traveling through.


The naturalist is also responsible for assisting the clients, once we have reached a destination, in finding local 
restaurants, services and other general questions about the town. When the flotilla is at an anchorage for the 
evening, the naturalist is responsible for leading dinghy tours, nature hikes or tide pooling excursions, as the site 
allows.


The naturalist shares in the other crew responsibilities including but not limited to tying down and releasing of 
boats, onboard meal preparation and keeping the boat tidy.
