Responsibilities: The Council seeks to hire a Geographic Information System (GIS) analyst who will be under the direction of the Executive Director and Deputy Executive Director but working collaboratively with the NOAA Coral Reef Conservation Program contact as well as other state and federal agency contacts. The incumbent will support activities in portions of a grant addressing the relationship between trends in coral reef communities and their associated fisheries. The incumbent will perform professional, technical work using GIS to support enhanced coral resource and fisheries management in the Gulf of Mexico. The incumbent will compile, analyze, and develop products suitable for presentation, and display in an accessible format to the following entities: local, state, federal, university scientists, the Gulf Council, and general public. Deliverables will also include a geodatabase to store all elements of GIS habitat data that can be accessible via web-based mapping software. In addition, the individual will serve as coordinator of a workshop examining interrelationships between coral reefs and fisheries relative to long-term trends in coral condition. The incumbent will lead the workshop and be assisted by other Gulf Council staff and designated Coral Reef Conservation Program staff. This is a non-federal position with benefits and has been approved for three-years with annual renewal (pending the availability of federal funds) with the potential for multiple, three-year extensions.

Qualifications: Minimally, a M.S. with major study in Geographic Information Science (GIS), Environmental Science, Biology, or Fishery Science and experience. Professional experience is desirable in the preparation of technical publications. Preference will be given for knowledge of remote sensing, web-based mapping, Gulf of Mexico habitats, corals and fisheries, and workshop/conference coordination experience.

Salary Range: Equivalent GS-11 starting at $57,408 per year, negotiable.

Programmer is responsible for providing information systems software development, maintenance and operations associated with the program. General Description of Position Responsibilities:

Part-time Marine Science Educator (on-site and outreach), Roundhouse Aquarium

The part-time Marine Science Educator will assist the full-time staff in conducting informal Marine Science Education for school groups with students from Pre-K-12th grade.  This person will assist with classes on-site at the Roundhouse Aquarium, as well as teaching outreaches at various schools throughout the area.  Number of hours per week will vary with class bookings, but will average 4-15 hours per week.  Applicant must be able to commit to availability all day on Tuesdays, and 8:30am-12:30pm at least one other weekday (preferably available 8:30am-12:30pm M-F).

Duties will include:
§  Set up and breakdown of classes
§  Instructing students in aquarium, outside at beach, and other offsite locations
§  Maintenance of teaching materials

This job is part-time during the school year, with the opportunity to become an "on-call" assistant educator during our summer camps and/or assist with weekend operation hours.

A bachelors degree in education, marine science, biology, or environmental science (may be in progress).  A love for children and a desire to teach them about the ocean environment.  Must be able to interact wonderfully with kids of all ages, deal sensitively with discipline, and provide effective techniques in the art of teaching.  Must be able to conduct and teach marine science classes on and off site to students ranging from pre-K-12th grade. Marine Habitat Data Technician, NOAA

I.M. Systems Group, Inc. (IMSG) (www.imsg.com<http://www.imsg.com/>) a federal government contractor, is looking to hire a Marine Habitat Data Technician to work at the National Ocean and Atmospheric Administration's (NOAA) Southeast Regional Office (SER) of the Habitat Conservation Division (HCD).  This is a temporary position that will be based in either St Petersburg or West Palm Beach, Florida, for a time period beginning October 2011 until May 2012; the exact period of performance will depend on the number of hours worked per week.



The Habitat Data Technician will develop products related to coral reef habitat mapping and biological resource survey requirements and compensatory mitigation approaches.  Additional tasks will include periodic coordinating with SER HCD staff on progress, strategy development, document drafting, and discussions with partner agencies and academics.  Overnight travel may be required for this position.



HCD administers several programs for SER, including essential fish habitat consultations under the Magnuson-Stevens Act, diadromous fish conservation and restoration under the Federal Power Act, marsh and barrier island restoration under the Coastal Wetlands Planning, Protection, and Restoration Act, and restoration and conservation of coral habitat under the NOAA Coral Reef Conservation Program.  Through these core programs work is conducted with dozens of partners, including non-governmental organization, states, Tribes, state governmental agencies, and other Federal agencies, to collaboratively provide technical expertise needed to conserve and restore our coastal and marine environments.



Duties:
•     Development of data needed for examining coral reef restoration opportunities in southeast Florida.  The data should include, but not be limited to, compiling information use of traditional methods of mitigation (i.e., boulder piles) and potential new methods to restore orphaned vessel groundings, tow cable sweeps, and anchor damages; tire removal and restoration of the Osbourn reef; water quality improvements; artificial reef modules; opportunities for collection and transplantation of corals and use of coral nurseries.  A data report will be developed that provides a general description of the restoration action, available site-specific data, geographic data (polygon or point data in Arc GIS and kmz formats), and additional information that may needed to further evaluate the feasibility of the restoration action.
•     Development of data needed for examining use of coral nurseries to provide compensatory mitigation for small-scale injuries associated with coastal development and vessel impacts.
•     Review data collected by the NOAA Florida Keys National Marine Sanctuary nursery program and other relevant programs and provide a draft report that reviews existing programs and similar approaches.  The report will then be supplemented to include a review of alternatives for establishing a coral nursery for this capacity as well as be expanded to include an implementation plan for no less than two of the alternatives.
•     Development of coral reef habitat mapping and biological resource survey requirements for coastal development projects.  The survey requirements should be tiered based on project size and separate requirements should be developed for shallow coral habitats and deep coral habitats.  A review of available survey methods, including methods developed by the Pacific Islands Region HCD, should be synthesized.
•     Represent SER HCD in meeting with partners that contribute to the above tasks.
•     Assist SER HCD staff with various tasks related to examination of impacts from development projects on estuarine and marine habitat.



Qualifications:
•     Experience in the development of coral reef habitat mapping and biological resource data and the implementation of data collection protocols.
•     Knowledge of coral reef compensatory mitigation activities.
•     Experience preparing written technical reports.

From our headquarters in Highlands, NJ, and satellite offices in Trenton and Millville, NJ, and Broad Channel, NY, we protect and restore special coastal areas including Barnegat Bay, Delaware Bay, Jamaica Bay, and Sarasota Bay.

About the project
As part of a larger plan to restore the bay's coastal habitats, the American Littoral Society will be restoring 40 acres of coastal marine habitat including saltmarsh, mudflats, and intertidal beach in Jamaica Bay, New York City, by removing derelict boats and other large and small marine debris. This, in turn, will benefit numerous finfish, shellfish, and benthic fauna.

Goal 1: Improve essential fish habitat in selected project sites through marine debris removal.
Goal 2: Increase public engagement in and knowledge of marine debris issues.
Goal 3: Help end the sources of marine debris.

Job duties and responsibilities
- Under direction and supervision from the Habitat Restoration Program Director, plan, manage and coordinate the execution of "Jamaica Bay Clean Sweep" - the Littoral Society's marine debris removal program - in coordination with Northeast Chapter office staff.
- Prepare and manage regulatory applications necessary to project completion, and insure compliance with permit requirements throughout project.
- Manage activities of contractors and coordinate partners, and complete associated project reporting in the removal of derelict boats and other marine debris.
- Recruit and coordinate volunteers and partners for the project.
- Develop monitoring program and direct monitoring and monitoring by partners before and after removal activities.
- Investigate sites for future debris removal projects and other opportunities to advance the restoration program.
- Record and manage project data (volume of debris removed; areal coverage of debris) including preparation and presentation of information for public education and other purposes.
- Develop project education and outreach materials for website, newsletter, and oral presentation. Research, write, and distribute brochure on impact of debris on habitat, laws governing litter and dumping of derelict boats.
- Document progress on the grant and prepare reports to funding partners, in accordance with timelines and reporting requirements of funders.

Job qualifications
- Bachelor's degree or higher in environmental science, environmental engineering, natural resource management, or related field; or can demonstrate knowledge, skills, and abilities required to successfully execute this position.
- General knowledge of estuarine ecology, including beaches and dunes, tidal wetlands, shellfish, and benthic habitat.
- Able to work alone with minimal supervision, be resourceful, and problem solve yet actively seek help and ask questions when needed.
- Able to work evenings and weekends, as needed; some travel required.
- Able to read maps, charts, and aerial photos; navigate with a handheld GPS.
- Previous experience with at least basic environmental assessments.

EDF's Catch Share Design Center (CSDC) provides cutting edge tools and information to fishery managers, fishermen, and other interested stakeholders in order to advance the development and implementation of catch share programs worldwide. The CSDC Deputy Director will be responsible for developing and implementing strategies that advance these goals both directly and through the work of the Oceans Program's<http://www.edf.org/page.cfm?tagID=79> regional teams<http://www.edf.org/page.cfm?tagID=1524>, including those in Latin America<http://www.edf.org/page.cfm?tagID=1528> and Europe. The CSDC Deputy Director will also have primary responsibility for managing the team's operations. The CSDC Deputy Director reports to the CSDC Director.


Key Responsibilities

The CSDC Deputy Director will perform the following and other duties as assigned:

 *   Build alliances with a diverse array of stakeholders, and the National Oceanic and Atmospheric Administration (NOAA) in particular, to further the goals of the Center
 *   Manage the work of a cadre of key consultants to achieve program goals
 *   Communicate with media, policymakers and various stakeholders to build understanding of catch shares
 *   Work with the CSDC Director to coordinate the activities of academic scientists, policy experts, and others recruited to assist in solving complex catch share design problems
 *   Assist in the preparation of grant proposals and reports to funders and EDF leadership
 *   Take primary responsibility for day-to-day operations for the team
 *   Coordinate closely on behalf of the Design Center team with the National Policy Program Manager regarding project management issues, plans, and activities
 *   Enhance communications and coordination within the team and maximize the efficiency of operational support
 *   Work closely with the National Policy Program Manager, review and update as necessary the budget and strategic planning documents and work plans for all major program initiatives in the Design Center
 *   Travel up to 30%


Qualifications

The successful candidate will have the following minimum qualifications:

 *   Advanced degree, or equivalent professional experience, in science, policy, economics, or law in areas related to environmental or marine resources policy, aquatic sciences, environmental sciences or related fields
 *   5+ years of related advocacy work experience
 *   A strong understanding of state and federal policymaking processes with a proven track record of building alliances and working with policymakers
 *   Demonstrated analytic skills and ability to perform rigorous analysis in support of highly visible work
 *   Demonstrated ability to effectively manage projects and a growing program and staff
 *   A collaborative leadership style, with proven ability to empower and inspire staff and encourage staff development
 *   Demonstrated strategic planning experience
 *   Excellent communication skills both written and verbal
 *   Demonstrated experience building and maintaining effective relationships with external partners, including government agencies, grassroots organizations, and members of strategic coalitions
 *   Demonstrated negotiation skills with ability to garner consensus between disparate groups with conflicting priorities


Preferred Qualifications

Preference will be given to candidates with the following qualifications:

 *   Deep knowledge of catch share programs (domestic or international) from theory through implementation
 *   Understanding of the business, environmental, scientific, and other issues related to creating and maintaining sustainable fisheries
 *   Experience with markets for environmental commodities other than fish (e.g., carbon or water markets)

Sr. NEPA Fisheries Analyst, NOAA

This is part-time position that will be located in Silver Spring, MD.



The Office of Habitat Conservation recently started work on drafting an Environmental Impact Statement (EIS) to address restoration of the Gulf of Mexico ecosystem in the aftermath of the Deepwater Horizon oil spill.  This NEPA document will analyze the environmental impacts of habitat restoration addressing impacts of the oil spill and oil spill response activities on salt marshes, sand dunes, mangroves, submerged aquatic vegetation, coral reefs, and other coastal and marine habitats, as well as impacts to commercial and recreational fisheries.



Duties:
•         Provide expertise in evaluating and publishing NEPA documents for controversial, complex, and technical projects or programs in the marine environment as part of the NEPA program oversight of the six Science Center programmatic environmental assessments.  Expertise would need to include first-hand Develop and recommend work plan task designs and potential capabilities to carry out the plan.
•         Coordinate with all personnel involved in all aspects of project activity consistent with the NMFS NEPA Coordinator guidance
•         Review NEPA documents for controversial, complex, and technical projects or programs in the marine environment to support the NEPA program oversight of National Marine Fisheries Science Center environmental assessments, Deepwater Horizon EIS development, programmatic aquaculture NEPA documents, and other NEPA documentation, ensuring technical and legal adequacy.
•         Promote environmental policy coordination, ensuring that NMFS' policies, programs, and plans are in compliance with NEPA and related environmental legislation (Endangered Species Act, Magnuson-Stevens Fishery Conservation and Management Act, Marine Mammal Protection Act, etc.).
•         Support NEPA compliance for the range of agency resource planning and plan implementation, including fishery management, scientific research programs, habitat conservation and restoration, endangered species conservation and recovery activities, and NMFS Aquaculture Program activities.
•         Provide expertise and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations.
•         Provide expertise in application of pertinent laws, regulations, policies and precedent, which affect the use of program and related fishery management resources.
•         Analyze fishery/ecosystem science, program legislation, regulations and socioeconomic and political environment for management purposes

Qualifications:

We aim to translate emerging markets for ecosystem services (water, carbon and biodiversity) into sustainable finance for practical conservation in the field. This is a global initiative which complements our work in the field, where we will help local communities and partners to be effective, reliable suppliers of ecosystem services.  In this way, FFI can make a significant contribution to the huge challenge of bridging the gap between emerging global/national mechanisms for monetizing ecosystem services and the realities of local management of natural resources on the ground.



The FFI Americas and Caribbean Programme works to deliver the organisation's mission in the wider Caribbean and Latin America.  Currently the programme is working in Belize, Nicaragua, Ecuador, Brazil, Antigua & Barbuda and St Lucia.  We work closely with local and national partner organisations, so a typical model is for a country programme to have just one or two FFI staff, supported by our regional team (based in Cambridge and Ecuador) and FFI's specialist cross-cutting teams in areas such as livelihoods, governance and ecosystem services. The programme is working to conserve globally important habitats including dry forest, lowland Chocó and Amazonian forest, as well as coastal and marine habitats in the eastern tropical Pacific and Caribbean. Fisheries Policy Officer

Seas At Risk is an independent non-governmental association of national and international environmental organisations concerned with the protection and restoration of the marine environment. Seas At Risk is currently working on issues as diverse as the protection of deepwater ecosystems, greenhouse gas emissions from shipping, and EU-level marine policies.

Seas At Risk (SAR) is looking to recruit a new team member to work on the implementation of the Common Fisheries Policy. The main responsibilities of the successful candidate will be:

- To produce, jointly with FISH*, an environmental briefing document on fisheries policy ahead of each Fisheries Council meeting for Ministers and public officials attending that meeting.
- To produce, jointly with FISH*, an environmental briefing on fisheries policy in advance of relevant European Parliament meetings.
- To ensure that the briefing documents are concise, understandable and relevant to other actors as well, compiled and sent in a timely manner, well-researched and backed up by reliable supportive documentation.
- To report on the outcomes of Fisheries Council and European Parliament meetings to the media, the general public (via the SAR website) and SAR member organisations.
- To participate in the South Western Waters Regional Advisory Council (SWWRAC) and the Long Distance RAC (LDRAC).
- To liaise, cooperate and coordinate work with other NGOs engaged in RAC work.
- To communicate and consult with relevant actors, especially SAR and FISH staff and SAR member organisations; organise events and meetings when and if relevant.
- To assist SAR staff in other fisheries-related policy work as appropriate.

The successful candidate will have knowledge and experience in the field of European fisheries policy, knowledge of the process of policy development in European institutions and proven skills in writing informative and concise text and articles. We are looking for a natural communicator with excellent writing skills, a consummate team player, capable of working independently and during flexible working hours.

Candidates must be fluent in written and spoken English, and computer literate. Knowledge of other European languages is desirable.

The post will be based in Brussels. This is a full-time position starting as soon as possible under a contract until the 31st December 2012, subject to a 4 month probation period and with a view to extension. SAR offers a gross monthly salary of € 3,134 plus benefits (holiday bonus, 13th month, pension scheme, lunch vouchers).
