SHORT DESCRIPTION FOR THE LIST OF ROTATIONAL OPPORTUNITIES:
Position will work will work with the National Climate Change Policy Advisor, the Science Advisor, and key partners within DOI and other federal agencies (as well as states and NGOs) to assist in the development of the National Fish, Wildlife and Plants Climate Adaptation Strategy.

DURATION: 4 to 6 months (flexible), beginning in December 2011 or January 2012.

DESCRIPTION OF RESPONSIBILITIES:

The U.S. Fish and Wildlife Service (FWS) is the primary government agency dedicated to the conservation, protection, and enhancement of fish, wildlife, plants, and their habitats. The Service manages the National Wildlife Refuge System and implements some of our most important environmental laws. The Fish and Wildlife Service's Office of the Science Advisor (OSA) serves as counsel to the Service Director, and provides leadership on science policy and scientific applications in resource management.

As the need to address the effects of climate change on our nation's natural resources becomes increasingly clear, Congress has called for the development of a national, government-wide strategy to address climate impacts on fish, wildlife, plants, and related ecological processes. The FWS is currently co-leading the development of this Adaptation Strategy, together with NOAA and the state wildlife agencies. This effort will set out a unified approach to maintaining the key terrestrial, freshwater and marine ecosystems and species, as well as the services they provide, in the face of accelerating climate change. The Adaptation Strategy is scheduled to be released for Public Review in December 2011 or January 2012. The PMF will actively participate in the Strategy Management Team's efforts to shepherd the Draft Strategy through public review and keep it on track for final publication during the summer of 2012, including assisting with the public review process, collecting and responding to public comments, and helping with development and initiation of Adaptation Strategy implementation efforts.



Specifically, the PMF will have the opportunity to:

         Help to plan public meetings, and potentially attend public review sessions at various locations around the country;

         Work closely with staff from NOAA, the Association of Fish and Wildlife Agencies, CEQ, and others to consider, respond to, and address public comments received;

         Assist with development and initiation of climate adaptation strategy implementation efforts;

         Maintain and update the Strategy website, and coordinate online and other communications about this effort both inside and outside FWS;

         Represent the National Climate Change Policy Advisor and OSA in a variety of inter-agency meetings on climate adaptation and related topics;

         Review and comment on inter-agency policies and planning efforts relating to climate change;
         Provide guidance and assistance to the Science Advisor and the Directorate in development, prioritization, and implementation of FWS' policies regarding climate change;

         Assist the National Climate Change Policy Advisor and the Science Advisor with a variety of other climate change topics, issues and projects.

EXPERIENCE:
This opportunity is targeted to GS9 or 11 employees with experience in climate change science and policy issues as well as working with teams and coordinating projects involving multiple organizations with varying missions and cultures.

We are writing to inquire if there are any current Ph.D. candidates in your program that you could recommend for an anticipated Ph.D. economist position at the NOAA Southwest Fisheries Science Center in La Jolla, California. We wish to hire a Ph.D. candidate interested in a career research economist position within NOAA fisheries at the SWFSC. The candidate would be hired into a student-trainee position during the completion phase of the degree program and the 'student' position can be converted to a full time federal career level position upon completion of the degree. Research staff at the SWFSC includes social and physical scientists who work on research with relevance to marine resource policy. SWFSC researchers are encouraged to develop successful publication records. Opportunities also exist to teach courses and
mentor graduate students at local universities and institutions.

Our ideal candidate has strong empirical skills with an emphasis in resource economics. Training and research experience in fisheries, industrial organization, production economics, community economics or
international economics are desirable but not required, but a willingness to specialize in one or more of these areas is necessary. The position entails planning and carrying out research on the social science of West Coast fisheries, on environmental resources, such as sea turtles, sea birds, and marine mammals, and on ecosystems and their services that are subject to conservation and management regulations. The incumbent is expected to report results from individual research projects in peer-reviewed articles and reports.

Duties and responsibilities include supporting fisheries conservation and management through research, outreach and Pacific Fishery Management Council duties. The position requires the review of proposed regulatory actions, the acquisition and summarization of social science data, the assessment of the impacts of regulations on fishers, consumers and protected species, the authorship or supervision of analyses, the design of social science data collections/surveys when needed, and the review and monitoring of grant funded research and/or data collection projects.

The Southwest Fisheries Science Center in La Jolla, California, located on the campus of the Scripps Institution of Oceanography and the University of California, San Diego, offers an excellent research
environment. Scope exists for the incumbent to define his or her own research program subject within the confines of fisheries research. (IMSG) (www.imsg.com<http://www.imsg.com>), a  Federal Government Contractor located in Rockville, Maryland is currently seeking to hire an Environmental Scientist to assist NOAA's Northwest Region of the Office of Response and Restoration's (http://response.restoration.noaa.gov/)  Assessment and Restoration Division (ARD -NW) with the development of damage assessment capabilities for oil spills that may occur in the Alaskan Arctic.   The position will focus primarily on the Arctic and will also provide ARD support functions to other regions in Alaska as needed.  ARD - NW is based in Seattle, Washington.  This position will be based in Anchorage, Alaska.



The Assessment and Restoration Division's mission is to protect and restore coastal and marine resources injured by the release of oil or hazardous substances or direct physical impacts such as vessel groundings.  Responsibilities of the incumbent will include: conducting studies to determine the appropriate type and scale of restoration to compensate the public for natural resource injuries; providing technical support to the NOAA Office of General Counsel and the Department of Justice in natural resource damage litigation; managing research conducted by academic experts and consulting firms; and developing improved, cost-effective methods and procedures for conducting natural resource damage assessments.



As the Arctic environment becomes more accessible due to climate change, ongoing and new uses such as oil exploration and production,  shipping, commercial fishing, and tourism will place this fragile, poorly understood and challenging environment, as well as the traditional Alaskan Native way of life which depends upon it, at increasing risk from accidental releases of oil or hazardous substances.  While disaster prevention is the primary goal, there is still a compelling need to prepare for the assessment and restoration of environmental injuries should an accident happen.   ARD-NW is working with multiple partners to understand and prepare for such events so that the best possible damage assessment and restoration options are available to support the health and integrity of the Arctic environment and people who depend upon it.



Duties:

The main responsibility of the individual selected for this position will be to assist ARD-NW in achieving the goal of being optimally prepared to assess injury and restore the Alaskan Arctic after oil spills.   The selected individual may also be assigned to assist in achieving these goals for other areas in Alaska, on an as-needed basis.
         Assist ARD-NW prepare to assess injury and restore the Alaskan Arctic after oil spills.
         Further plans with other Federal and State of Alaska agencies, contractors and industry representatives for evaluating injury after a spill.
         Plan and participate in trainings, oil spill drills, workshops, conferences and any other appropriate opportunities to integrate damage assessment needs and goals into Alaskan Arctic preparedness products, professional attitudes and public perceptions.
         Develop assessment protocols for the evaluation of injuries to environmental components such as invertebrates, fish and marine mammals, as well as benthic, pelagic, ice, nearshore coastal and river habitats that reflect the best available scientific, cultural and logistical information for Arctic Alaska.
         Develop concepts and approaches for evaluating economic, cultural and historic/archeological resource losses.
         Assist in the development of other existing, new or innovative damage assessment and restoration tools for adaptation to Arctic Alaska.
         Coordinate with other NOAA staff in developing options and projects to restore injured Arctic habitats, species, and human uses.



Qualifications:

IMSG is seeking a self-motivated, energetic, strategic thinker that is comfortable working both independently and with others and possesses the following:
         Bachelors, Master's or Doctorate degree in environmental science, preferably in one or more of the following areas: aquatic toxicology, fisheries ecology, environmental engineering, or environmental policy

Project Description:
A postgraduate research participation program position is available (via the Oak Ridge Institute for Science and Education) at the U.S. Forest Service (USFS) with the Fisheries/Aquatics and Watershed program areas in the Watershed, Fish, Wildlife, Air & Rare Plants (WFWARP) Program located in Washington, DC.  The WFWARP program oversees a broad diversity of issues related to various biota protected and managed within the 193 million acres encompassing the National Forest System.  The Fisheries Program within WFWARP assists the 300 fisheries biologists working among the 155 National Forests and Grasslands to provide technical, budgetary, strategy and partnership oversight to help achieve the Chief's aquatic priorities and manage these aquatic resources from a healthy ecosystem perspective.  The Fisheries Program includes the Fish & Aquatic Ecology Unit, whose primary purpose is to facilitate the transfer of technology and technical information from the Forest Service's Research division to field biologists regarding climate change, genetics, aquatic organism passage, invasive species, land management and watershed restoration research.

Specific research focus areas for the research participation program include:
     Analyzing policy and legal issues related to aquatic management and watershed restoration on National Forest System lands;
     Researching management options and strategies related to implementation of the USFS' Watershed Condition Framework for more effectively achieving watershed restoration on Forest System lands;
     Evaluating economic benefits of various land management and aquatic management options related to fisheries, watershed health and recreational use of National Forest System lands;
     Assisting in developing content for WFWARP website and the Aquatic Organism Passage website to include the current scientific research topics and results;
     Collecting and analyzing scientific and legal information about the ongoing debate on piscicide use on National Forest System lands.

The research participant will gain first-hand knowledge of USFS's fisheries and related watershed and water programs.  S/he will also provide important research and observations on how USFS coordinates with states, tribes and other federal agencies to meet national water quality goals. The research participant will gain educational benefits from the WFWARP Staff by contributing meaningful research and analyses on important policy and legal matters that intersect with current and ongoing science within and outside of the Forest Service. S/he will gain skills and experience related to fisheries and water management, including direct interaction with USFS staff around the country and with multiple federal agency partners.

Qualifications:
Applicants must have received a master's degree in fisheries, aquatic ecology, biology, environmental science, or a related aquatic conservation field within five years of the desired starting date, or completion of all requirements for the degree should be expected prior to the starting date.

This appointment is full-time for one year and may be extended for an additional three years upon the recommendation of USFS and availability of funding. The annual stipend will be up to $51,630 prorated based on the actual level of participation. Housing, transportation and relocation costs will not be paid. Primary job duties include preparing and giving public auditorium programs using live animals, power point presentations and other A/V equipment; facilitating gallery talks using biofacts and live animals; preparing and presenting age-appropriate curriculum specific to school programs; serving as a resource for teachers and community members; evaluating education programs for effectiveness; and training and supervising interns, volunteers, and seasonal education staff. The Shannon Point Marine Center (SPMC) is seeking an entry level marine ecologist, preferably with research interests in some aspect of marine biodiversity, to fill a part-time position of Marine Scientist (Exempt Professional position). Position Summary
The Marine Planning Field Staff position will serve for a 9-month full-time limited term position to conduct interviews with commercial and charter fishermen across the California coast, from Point Arena to San Diego.



Roles and Responsibilities
Ecotrust's Marine Planning program is working to monitor the impact of marine protected areas upon the commercial and charter fishing communities across the coast of California. Field Staff will be using Ecotrust's custom Open OceanMap survey tool to interview commercial and charter fishermen to collect data on the location of fishing grounds, demographics, basic operation characteristics, and information on how they have been impacted by marine protected areas.



Field staff will be trained in field methods, data preparation, and quality control. Field staff are expected to live full time on the California coast; moving from port-to-port during the entire duration of their employment. Housing, travel, and meal expenses will be reimbursed.

We are looking for candidates who:

 *   Have a flexible schedule and able to travel full-time on the California Coast
 *   Are able to work independently in the field and are resourceful in contacting and encouraging fishermen to interview
 *   Have an outgoing personality, a friendly and professional attitude, and experience or interest in interview-based research;
 *   Are organized and detail oriented to ensure data are delivered and tracked accurately
 *   Are able to stay within travel budgets and resourceful on locating vacation rental or other cost-effective locations to stay during field work in port communities.



Qualifications
The candidate must be a self-starter, and must have a strong work ethic and sense of professionalism, and organizational skills. The ideal candidate is also someone who has experience working with fishing communities and participated in on-the-ground data collection or survey work. The candidate should have strong oral communication skills, which is critical to reaching out to fishermen and building relationships with fishing communities to carry out field work.

IUCN Internships, Global Marine and Polar Programme

We are seeking two interns to support a global coral reef resilience project. The goal of the project is to determine the geographic and temporal variability in the decline of coral reef ecosystems around the world, with initial focus on tropical America. The two positions will be office-based in Washington, D.C. Main duties include compiling and processing data sets on corals, algae and fish; statistical analysis and literature review. Interns will work closely with the Project Director Jeremy Jackson and Project Officer Vivian Lam to get hands-on experience on a pioneering scientific project dealing with top quality survey data from coral reefs around the world.

1) Database Management and Statistical Analysis
The candidate will be responsible for maintaining the project database and performing routine statistical analyses of status and trends of abundance data. Requirements include at least one year's experience in database management, strong statistical background, and expertise in Excel.

2) Fish Populations Dynamics
The candidate will be responsible for assembling a database of trends in coral reef fish abundance derived from the data sets of more than 50 fish ecologists who have provided their data to IUCN. Requirements include a strong background in coral reef ecology or fisheries biology, expertise in Excel, and some experience in database management.

Coastal Nesting Birds Internship, Edwin B. Forsythe National Wildlife Refuge
Oceanville, NJ


Two full time interns needed to assist with monitoring coastal nesting birds (federally listed piping plover, least tern, black skimmer, and American oystercatcher), salt marsh restoration, and reforestation management at Edwin B. Forsythe National Wildlife Refuge, Oceanville, NJ.

Duties include but are not limited to: collecting vegetative, water, and mosquito samples from refuge salt marsh areas, conducting marsh bird surveys, censusing a variety of beach nesting birds, monitoring productivity from laying to fledging, erecting predator exclosures, posting nest areas and newly acquired refuge lands, data entry, report preparation, light maintenance, and educating the public.

Interns will be working long hours and some weekends and holidays in adverse conditions. Interns must be in good physical condition, possess valid driver's license, able to use kayak, canoe and other small non-motorized boats, have good hearing and eyesight to see and hear cryptic piping plovers, have good communication and organizational skills, ability to work well with others, live in close quarters, and be an enthusiastic field worker.

Work vehicle and equipment provided. Previous coastal bird experience, familiarity with field research techniques, data collection procedures, and computer skills helpful. Must be able to stay through August 17.

Free newly remodeled dormitory style housing available. Interns are reimbursed for meals and incidental expenses at a rate of $181.50 per week.
