The Gulf and Caribbean Fisheries Branch of the Southeast Fisheries Science Center (Miami, FL) is seeking creative scientists to fill several new fishery research positions. Successful applicants will join a diverse and inventive work environment populated by people with backgrounds from a variety of disciplines including statistics, quantitative ecology, applied mathematics, ecosystem modeling, and fishery science. Specifically, the incumbents will conduct state-of-the-art stock assessments and related activities through the Southeast Data, Assessment and Review (SEDAR) process. Federal Policy Director

Oceana is seeking a Washington, DC-based Federal Policy Director (Director) to oversee our U.S. federal government relations work in order to influence the policies of the United States, regional fishery management councils, states, and other decision-making institutions.   The Director represents Oceana's positions and objectives to government officials, the media, industry, advocates, donors, the general public, and others working on ocean conservation/management.  The Director provides strategic advice to Oceana advocacy campaigns and non-campaign policy initiatives and participates in the development, implementation, and management of work plans and priority activities.  The Director is the direct supervisor of the team of policy experts in Washington, D.C.  The Director participates in other organizational activities as requested by the Senior Vice President of North America.
The Director is expected to develop and maintain extensive contacts on Capitol Hill, within federal agencies, and in other decision-making bodies.  The Director is also expected to monitor political developments and opportunities (including activities that do not directly involve ocean matters, but deserve Oceana's attention, i.e. other conservation issues).  The Director is based in Washington, D.C.  Some travel is required.
Principal Duties and Responsibilities Include
•                       Lead Oceana's policy and advocacy work and strategy development at the federal level.
•                       Persuasively represent Oceana positions to Members of Congress, Administration officials, and other decision-makers.  This may include attending, monitoring, and testifying before Congressional Committees and Regional Fishery Management Councils.  Represent the positions to other NGOs, public, media, donors, and others.
•                       Supervise a team of policy experts in Washington D.C.  Ensure policy team members' goals and activities are developed and fulfilled.
•                       Develop and implement legislative and administrative work plans.  Periodically review these plans to ensure that the workload for the policy team is realistic and that the work is being accomplished.
•                       Work with Oceana's campaign directors to develop, implement, and maintain effective strategies to achieve campaign and organizational goals.
•                       Promote discipline and consistency of Oceana's policies among the interdisciplinary staff of experts and ensure that there is effective communication and collaboration among the staff on federal policy work.
•                       Work with all Oceana teams (policy, legal, communications, science, development, organizational services, and international offices) to promote organizational priorities and objectives.
•                       Assist communications staff in development of media outreach opportunities and serve as a principal spokesperson to various media outlets as an ocean policy expert.
•                       Assist legal staff in developing potential ocean conservation cases and advising and implementing strategies to support litigation.
•                       Work with General Counsel and Administrative staff to ensure lobby reporting requirements are fulfilled.
•                       Provide sound advice on political implications of Oceana policies and activities.
•                       Identify and analyze emerging ocean conservation issues and opportunities that Oceana may want to work on in the future.
•                       Analyze conservation policy actions, legislative proposals, and reports and monitor political developments that might affect Oceana's policy objectives.
•                       Network with other NGOs, maintaining an independent but cooperative relationship with them.
•                       Create or review advocacy and public documents (comment letters, backgrounders, fact sheets, reports) in support of Oceana campaign goals and non-campaign policy projects.
•                       Provide regular progress reports and updates to Senior Vice President of North America and others as requested.
•                       Undertake additional projects as requested by senior staff and perform other duties for all Oceana departments as needed and or assigned.

Education/Experience or Other Requirements
•                       Bachelor of Arts or Bachelor of Science in political science, public policy, conservation biology, marine affairs or a related discipline.  Graduate or law degree is a plus.
•                       Minimum seven years of advocacy or legislative work, preferably at the federal level and on ocean protection issues.
•                       Track record of increasing responsibility and supervisory capacity with a minimum of three years of supervisory experience.
•                       Exceptional management skills with proven ability to lead a professional staff.
•                       Ability and desire to advocate for complex, aggressive conservation positions in both small and large social settings (from one-on-one meetings to presentations at large briefings and conferences).
•                       Strong oral and written communication skills and keen analytical ability.
•                       Experience working to meet tight deadlines, ensuring project completion, undertaking/finishing unexpected projects, and effectively managing a demanding work load.

Sector Manager

Position Description:
The Sector Manager is responsible for the day-to-day business operations of II, Northeast
Fishery Sector Inc. (NEFS II), a 501(c) (5) not-for-profit organization, with a primary responsibility for meeting the sector quota reporting requirements to NOAA Fisheries.

Specific duties include:
� Management and oversight of the Sector's ACE usage and ACE trades;
� Management and enforcement of members' fishing behavior, in accordance with the sectors Operation Plan and Agreement;
� Submitting weekly and annual sector reports to NOAA Fisheries;
� Development of an annual fishing plan that outlines strategies to maximize ACE usage and prevent overages;
� Education and outreach to sector members regarding policy and procedures within the sector;
� Daily/Regular communication with Sector Members and Sector Board of Directors on matters relating to sector operations and ACE management;
� Sector bookkeeping and other administrative responsibilities associated with running a small non-profit organization;
� Currently NEFS II is entertaining employing an Administrative Assistant, who would be responsible for NEFS II book-keeping, basic data entry, note-taking at meetings and other responsibilities as needed. The Sector Manager would be responsible for day-to-day management of this individual.
� Other duties as agreed upon by Manager and BOD.

Qualifications:
NEFS II seeks a multi-faceted individual who is detailed oriented and proficient in data management systems (Excel, databases, web-based systems), and is comfortable with common computer programs. Applicant should have excellent written and verbal communication skills and be comfortable interacting with a range of people, from fishermen to government officials.
Knowledge of federal regulatory systems, particularly fisheries regulations is preferred.
Applicant will be expected to protect confidential sector information and business operations of sector members. Basic financial management skills and an understanding of not-for-profit organizations ideal. Applicant must be willing to work non-traditional hours periodically, due to occasional early morning/evening meetings and variability in workload over the course of the fishing year. Applicants must be available for occasional phone inquiries from members during evenings and weekends.

Background:
Amendment 13 and 16 to the multispecies (groundfish) fishery management plan created a new management option that allows fishermen to organize themselves into harvesting cooperatives referred to as Sectors. II, Northeast Fishery Sector Inc. (NEFS II) is one such sector comprised primarily of trawling vessels based out of the port of Gloucester. NEFS II is part of an umbrella organization, the Northeast Sector Service Network (NESSN) which provides additional support services to Sectors and Sector Managers. NEFS II members are also members of the Northeast Seafood Coalition, which has assisted in the development of NESSN and its thirteen member Sectors, known as the Northeast Fishery Sectors, twelve of which are in their first year of operation in 2010.

Northeast Sector Service Network (NESSN):
The responsibilities of a sector manager will depend, in part, on services to be provided by the NESSN. NESSN will provide all of the data management and reporting requirement services of a
NEFS Sector via management and integration of FISHTRAX, software and reporting systems designed by the Northeast Seafood Coalition. A central server or "data warehouse" linked to
FISHTRAX will be operated and maintained by the service entity in order to compile, archive and integrate data from multiple sources. These data sources to be managed are: individual VMS activity declaration, Trip Start Hails, Trip End Hails, VTRs, electronic dealer reports, DSM reports, DSM provider report, at-sea monitoring and daily discard estimates, and NMFS approvals for inter-sector trades. The Sector manager will be able to securely log in to this data warehouse and query any information in the proper format that might be needed for submitting daily, weekly, and annual sector reports-or for access to other data collected via FISHTRAX that might be relevant to the day to day management of the Sector.

Coastal Ecosystem Learning Center Coordinator Position

Organizational Overview



Coastal America is a multi-agency partnership to restore and protect the coastal environment. The partnership combines the individual statutory authorities, expertise and resources of the federal agencies with state, local and non-governmental organizations to address priority coastal problems. With over a thousand projects in 26 states, the partnership has restored thousands of acres of wetlands, re-established hundreds of miles of spawning streams, mitigated non-point sources of pollution and protected endangered species. In addition, the partnership has established a network of Coastal Ecosystem Learning Centers to bring federal expertise and resources to efforts to increase public awareness of and involvement in managing coastal resources. In partnership with the federal agencies, this network of 23 aquariums and marine science centers throughout the country and in Mexico and Canada, is working collaboratively to improve public understanding of coastal and marine issues through a variety of network-wide efforts from youth education programs to interactive exhibits and kiosks with timely information and data.



The federal partners include: the Departments of Agriculture, Commerce (NOAA), Defense, Energy, Health and Human Services, Homeland Security, Housing and Urban Development, Interior, Justice, Labor, State, and Transportation; the Environmental Protection Agency; the National Aeronautics and Space Administration; the National Science Foundation and the Executive Office of the President. The partnership is guided by a Principals Group comprised of senior officials from the federal partner agencies. Program direction is provided by multi-agency national, regional and local teams.



Responsibilities of Position



The Coastal America Learning Center Coordinator serves as the liaison to the Coastal Ecosystem Learning Centers and helps coordinate the education/outreach activities of the partnership.

Facilitate Collaboration and Information Exchange: Work with representatives from federal agencies and learning centers to:



•         Conduct monthly meetings with the Learning Center education representatives to facilitate the exchange of ideas and information and coordinate network-wide efforts;

•         Organize educational workshops and meetings at the regional and national level

•         Support education/outreach projects at individual learning centers;



(e.g., Regional Ocean Conferences, development of exhibits, coastal awareness/clean-up days, integrating learning center volunteer programs with efforts of partner agencies such as marine mammal stranding and community-based habitat restoration); and

•         Coordinate network-wide education/outreach projects including a periodic National Student Summit on the Ocean & Coasts and National Ocean Art Contest.



Coordinate Regional Specific Educational/Outreach Projects: Work with the learning centers in a specific region to develop collaborative regional efforts (e.g. Gulf of Mexico).



•         Coordinate staff exchange amongst the aquariums in the region

•         Coordinate development of regional specific multi-media exhibits

•         Support involvement of learning centers in regional collaborative projects



Facilitate the Development of Regional Ocean Interpretive Stations at the Learning Centers: Work with NOAA, the Smithsonian Institution and other federal partners to further the development of Regional Ocean Today Kiosks, Command Centers and other technologies that can effectively provide federal data and information to the public.



•         Facilitate installation of the Regional Ocean Today Kiosks at the Learning Centers and the development of regional content.

•         Coordinate learning center collaborative efforts with the University of Rhode Island Inner Space Center to develop a modified command center that will link the public to real time ocean exploration and research.



Learning Center Designation & Support: Work with regional partnership teams and designated learning centers to:



•         Plan designation ceremonies for new centers, including establishment of specific agency commitments to support the learning center and development of the Memorandum of Understanding that is signed by the learning center and the Coastal America partnership; and

•         Track progress towards fulfilling commitments made by partner agencies and identify opportunities for improving the partnership between the federal agencies and designated learning centers.



Partnership Education/Outreach



Publications, Products and Events: Work with federal agency partners at the national and regional levels, Coastal Ecosystem Learning Centers and Coastal America staff to:



•         Contribute to newsletters, annual report, informational brochures, other publications;

•         Develop conference exhibits and informational videos about the partnership;

•         Maintain and manage Coastal America website; and

•         Draft minutes of education and learning center related meetings & workshops.



Required Background/Skills



Individuals with familiarity with environmental issues are encouraged to apply (an education/outreach background would be beneficial). Since the position requires that the individual to participate in multi-agency workgroups and problem-solving and consensus-building activities, good communication skills and an ability to work with people are important. Responsible for providing substantial technical support and backstopping for CRC's portfolio of US and international coastal and fisheries management/governance projects, with a focus on climate change vulnerability and adaptation; and assist the leader of the CRC Climate Change portfolio to document cross-project/portfolio learning on the topic, including the development of teaching case studies for use in trainings and publications.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Provide support on selected technical aspects of CRC's US and international portfolio of coastal/marine/fisheries
 management/governance projects with an emphasis on support to those activities focused on climate change vulnerability and adaptation

Conduct desk-top research on current findings, approaches and tools for addressing a wide range of climate change issues that specifically impact coastal/marine areas (e.g. sea level rise; increased water temperatures affecting fish stocks; increased shoreline erosion, etc.)

Facilitate communication and information exchange on climate change vulnerability and adaptation between the US and international project teams based at the RI home office at URI; between the home office and field offices; and across field offices in different countries

Update the CRC and related project websites with climate change information and lessons learns

Assist in designing and developing technical trainings and workshops

Assist in development of proposals for extending and broadening CRC's climate change portfolio
Contribute to technical reports and professional papers based on project activities focused on change vulnerability and adaptation; and as appropriate present this information at selected professional meetings and conferences.

This is a full-time, 12-month appointment, with annual renewal contingent on continued funding from the NOAA National Sea Grant Office and job performance. The Marine Extension Associate will be a member of the Maine Sea Grant Marine Extension Team (MET). In cooperation with the MET, and with the University of Maine Cooperative Extension, Aquaculture Research Institute, and other agencies and organizations, the Marine Extension Associate will plan, develop, implement, and evaluate outreach programs and demonstration projects. This person will conduct related advisory activities in the interests of sustainable use and development of the region's marine and coastal resources, with particular emphasis on multi-trophic marine aquaculture, and the culture of marine macroalgae.

Qualifications:
B.S. in marine aquaculture or related field required. Advanced degree or five years of applied research, outreach or community development experience in these fields is preferred. Significant experience in community development, applied aquaculture science, or policy work is preferred, as well as experience as an outreach educator in these or related areas. Computer proficiency and strong skills in written and oral communication are required, as are group and community facilitation skills and the ability to give informal presentations to groups. The ability to travel extensively, normally requiring a valid Maine State driver's license is required.

Salary Range
$36,000 - $40,000, commensurate with qualifications and experience.

Position Description

The Program Coordinator will report to the Executive Director, but work closely with all COMPASS staff and

support all COMPASS activities. While tasks are administrative in nature, we encourage innovation and

independence in creating improved systems. We require programmatic, logistical, administrative, and

clerical support for COMPASS operations, communication trainings, policy briefings, science workshops,

social receptions, panel discussions, and more.



COMPASS' ten staff members are distributed across the country in Washington, Oregon, California, and the

District of Columbia. Our fiscal sponsor (The Tides Center, based in San Francisco) performs all back-office

operations (human resources, finances, contracts, reimbursements, other legal and administrative needs). In

addition to the event management detailed above, this position will support COMPASS staff in liaising with

the Tides Center, processing any necessary paperwork, and managing appropriate administrative tasks.

In support of COMPASS' efforts, the Program Coordinator will:

Background

The Coalition for Buzzards Bay, Inc. (CBB) is a private, non profit membership organization founded in 1987 and dedicated to the protection, restoration, and sustainable use and enjoyment of Buzzards Bay and its 432 square mile watershed. The organization works to improve the health of the Bay ecosystem for all through education, conservation, research and advocacy. We are supported by over 8,000 members in southeastern Massachusetts and Cape Cod and beyond. The Coalition has its headquarters in the new 'Buzzards Bay Center' in New Bedford's Waterfront Historic District with a seasonal office in Woods Hole, MA.



Position Description

The Summer Outreach Manager will be responsible for staffing and managing The Coalition's Outreach Office in the village of Woods Hole. This is an exciting opportunity to engage the public around our mission in the epicenter of marine research and education. Tasks include, but are not limited to the following:



. Maintenance of exhibits including saltwater touch tank, groundwater model, kids corner, and computer kiosk.



. Manage small gift shop including providing customer service, sales, and accurate cashiering.



. Interact with visitors and the general public and guide them through the exhibits.



. Articulate the Coalition's mission and a basic knowledge of the Coalition's work in response to inquiries from visitors and members. Training and periodic updates will be provided.



. Open and close the Woods Hole office, perform light cleaning, restocking and answering phone calls, as well as directing visitors as necessary.



. Manage and support volunteers assisting in outreach at the Center.



. Create, market, and deliver programming options for visitors to the center.



. Support all of CBB's programs and activities through specific projects as needed.



Qualifications
