[CINAR_PIs] CAMEO proposals

Hi, Everyone -

Well there's been an interesting turn of events here.   I spoke with 
John Cortinas about submission of CAMEO proposals through CINAR and 
learned that he does not see a reason for them to go this route. He 
said the reason that language was in the RFP (about going through a 
CI) was for those situations where a CI charged a lower overhead 
rate. He would advise against these proposals going through CINAR 
unless there is an "outstanding reason to submit".

I then called Mike Ford, program manager for CAMEO. He's on vacation 
but I spoke with Lora Clarke, Associate Program Manager. She echoed 
what Cortinas said - that the only reason for going through a CI 
would be if they charged a lower overhead rate.

So... that's the story.  No need to have a letter from Don included 
in these proposals. If any of you have strong views otherwise, please 
let us know.
