CZM Awards $5.2 Million in Coastal Resilience Grants
On October 16, the Executive Office of Energy and Environmental Affairs (EEA) and CZM announced $5.2 million in grants to help Massachusetts coastal communities confront impacts from storms, storm surge, flooding, erosion, and sea level rise. The grants, provided through CZM's Coastal Resilience Grant Program<https://nam02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.mass.gov%2Finfo-details%2Fcoastal-resilience-grant-program&data=05%7C02%7Csemco%40whoi.edu%7Cbf62ce6fc86f45cae11f08dcf9bcdf68%7Cd44c5cc6d18c46cc8abd4fdf5b6e5944%7C0%7C0%7C638659838579783159%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C0%7C%7C%7C&sdata=%2FaY9lEoaFIb8oIQ69gXv9nt37lWSDkAABng5g6Bl%2F0w%3D&reserved=0>, support 16 ongoing and new resilience efforts that address these climate change impacts across the coast through proactive local planning, public outreach, relocating and retrofitting vulnerable infrastructure and facilities, and natural shoreline restoration efforts. Grants were awarded to the following communities and nonprofits: Barnstable, Brewster (in partnership with Dennis and Orleans), Falmouth, Hanover, Hull, Hingham, Marblehead, Marion, Marshfield, Revere, Salem, The Nature Conservancy, Wareham Land Trust, Westport, and Yarmouth. Including the grants announced today, more than $51 million have been invested in 235 resilience improvement projects in 60 communities through the Coastal Resilience Grant Program since 2014. CZM Completes Phase I of Passive Sediment Augmentation Project
Sediment is a necessary component of ecological processes that allow salt marshes to build elevation and keep pace with sea level rise. CZM partnered with the Waquoit Bay National Estuarine Research Reserve and contracted with WSP USA Solutions, Inc., along with Sustainable Coastal Solutions, Inc., and Geyer & Ralston Consulting, to complete an initial feasibility assessment of Passive Sediment Augmentation (PSA) as an approach to conserve sediments and protect salt marsh ecosystems. The PSA method is a form of beneficial reuse where dredged sediments of suitable composition are redistributed to the marsh by wind or tidal-driven action from a nearshore placement site. Phase I of the project tested the feasibility of this concept using a modeled approach and laid the groundwork for continued exploration of the technique as a potential option for beneficial reuse of sediments in the future to support protection and restoration of salt marsh habitat. Newest State Building Code Improves Safety of Buildings in Coastal Flood Zones

First, it adds standards for Coastal A Zones, which are coastal areas predicted to have 1.5- to 3-foot breaking waves in a 1% chance coastal storm. The Federal Emergency Management Agency (FEMA) has recognized that structural damage occurs to buildings with solid foundations in Coastal A Zones. FEMA included a recommendation in the 2011 Coastal Construction Manual to build new buildings in Coastal A Zones to the same standard as velocity flood zones (V Zones, the coastal areas subject to the greater than 3-foot breaking waves). This standard is to elevate the buildings above the predicted 1% chance flood elevation on open pilings instead of solid foundations and has since been incorporated into the International Building Codes, which are the basis for the Massachusetts State Building Code. In 2017, the FEMA Flood Insurance Rate Maps (FIRMs) for Massachusetts were updated to add the Limit of Moderate Wave Action, which is used to delineate the Coastal A Zone (specifically, where 1.5- to 3.0-foot breaking waves are predicted to occur in a 1% chance storm). The 10th Edition State Building Code adopts standards for Coastal A Zones, as delineated on the FIRMs. It requires, in part, that new, substantially improved, or substantially damaged buildings in Coastal A Zones be built on open pilings, above the 1% chance flood elevation, consistent with the International Building Codes. It also requires higher freeboard, which is the elevation of buildings above the predicted 1% chance flood elevation to allow for the uncertainties of mapping as well as increasing precipitation and sea level rise. The freeboard requirements for all A and V flood zones have been raised one foot in the 10th Edition Code. The 10th Edition of the Massachusetts Building Code will go into full effect on January 1, 2025. Martha's Vineyard Coastal Conference
On October 1, the Martha's Vineyard Coastal Conference was held in Vineyard Haven, focusing on managed retreat, flood risk, and homeowners and flood insurance under the theme of "Building Coastal Resilience." The conference began with introductory remarks by the Martha's Vineyard Commission followed by the keynote address from CZM's Chief Coastal Resilience Officer. Sessions on projects on Martha's Vineyard, coastal resilience in the region, responding to flood risk, and insurance options featured diverse panels of experts from the region. The conference is a partnership between CZM, Barnstable County, Wampanoag Tribe of Gay Head, The Trustees of Reservations, Martha's Vineyard Commission, and Woods Hole Sea Grant. This annual event attracted more than 115 participants from coastal Massachusetts. Since late August, thousands of dedicated volunteers have collected trash along the Bay State shoreline for COASTSWEEP, the statewide volunteer beach cleanup organized by CZM.
