Buzzards Bay Watershed Municipal Mini-grant Program
Grant Announcement
NOTE: Q&A period closes Tuesday, September 13th at 4 PM.
The Buzzards Bay National Estuary Program would like to announce the availability of $211,605 in grant funds. The FY23 Buzzards Bay Watershed Municipal Mini-grant Program Announcement has been posted on the COMMBUYS website. We are seeking proposals for projects that implement recommendations in the Buzzards Bay Comprehensive Conservation and Management Plan and will be located within the Buzzards Bay Watershed.
Eligible projects include:
1. Stormwater remediation designs for discharges affecting surface waters,
2. Implementation and construction of existing stormwater designs for discharges affecting surface waters,
3. Wetland/open space/habitat restoration, preservation, acquisition, or protection,
4. Update or digitizing of wetland boundaries or land elevations from wetland permits,
5. Migratory fish passage and habitat restoration,
6. Construction of a boat pump-out facility in a municipality or harbor when none exists,
7. Creation of online reporting systems for tracking of operation, maintenance, and monitoring of innovative and alternative septic systems,
8. Projects that, through direct action, mitigate for or restore coastal waters, coastal resources, freshwaters, or freshwater resources adversely affected by nutrient loading (nitrogen or phosphorus pollution), and
9. Other activities in support of the Buzzards Bay Comprehensive Conservation and Management Plan.
This solicitation is open to municipalities within the Buzzards Bay Watershed, including Fall River, Westport, Dartmouth, New Bedford, Acushnet, Fairhaven, Rochester, Mattapoisett, Marion, Wareham, Middleborough, Carver, Plymouth, Bourne, Falmouth, and Gosnold. However, all projects must lie within the Buzzards Bay watershed boundary. Municipalities with projects located in one or more Environmental Justice (EJ) Populations, as defined in the EEA EJ Policy<https://nam02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.mass.gov%2Fenvironmental-justice&data=05%7C01%7Csemco%40whoi.edu%7C23b4a2f4a362437ded9708da9261aaae%7Cd44c5cc6d18c46cc8abd4fdf5b6e5944%7C0%7C0%7C637983245414253674%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&sdata=IO99k4olE%2Fd9KiLDdbQoIQ8ypn%2BLb0JVLPY0w7G7r3g%3D&reserved=0>, are strongly encouraged to apply under this grant opportunity provided they meet the eligibility criteria under this section.
Proposals must be submitted electronically and are due Tuesday, September 27, 2022, by 4:00 PM. Applicants must provide a non-federal match that will equal or exceed 33 percent of requested grant funds (i.e. 25 percent of total project costs). The RFP's Question and Answer period will close 4:00 PM, Tuesday, September 13, 2022.
Municipalities may submit any number of applications and they may receive more than one grant; however, no single grant award may exceed $70,000 and no municipality can receive more than $140,000. Contracts are expected to begin in November 2022.
