Hello, all:

We've been asked what will happen in the event of another
shutdown/furlough.

I've spoken directly with the Grants.gov help desk.  They indicated that
in the last furlough, they received no inquiries indicating problems in
submitting applications, that they were/are available 24/7.

Here's also is  a bit more detail I received after my Grants.gov query
from a Department of Health and Human Services Program Advisor:

*/"For you information, if there is a shutdown this week, Grants.gov
will remain available for both applicants and grantors.  The Grants.gov
Support Center will also be available 24/7 (800-, in other words,
business as usual./*
*//*
*/I have no idea how NOAA will be affected during a shutdown should one
occur this week.  I have included Lillian Barnes on this email. Lillian
is NOAA’s Point of Contact for all matters pertaining to Grants.gov and
can better answer your questions regarding NOAA’s procedures with
respect to Grants.gov if another shutdown should occur this week."/*
*/
/*
For your information, Lillian Barnes also is the Grants.Online guru
(excellent).  So she is now aware that our FFO is in the pipeline right
now and may be affected by another furlough.

*_Most importantly, however, be certain to read the Grants.gov process
in the FFO (allow yourself plenty of time), and in particular the detail
about the three steps required to properly submit your application, the
receipts you need to receive and keep to ensure that the transition is
made effectively from Grants.gov to Grants Online.   Be certain that you
keep your paper trail; it is critical.  And if you run into problems, do
contact Grants.gov immediately. _*
*_
_*
*_If there is a furlough, we are prohibited from working with you to
correct any deficiencies or bugs, so your retention of proper
documentation for each step is doubly important!_*
*_
_*
Again, and always, don't be reluctant to contact us!

Dear Friends and Colleagues:

Heads UP!!

We are pleased to announce the release on December 22, 2018 of the
"FY2019-FY2020 NOAA New England Bay Watershed Education and Training
(New England B-WET) Program Federal  Funding Opportunity" (FFO).
Applications under this FFO, available at https://www.grants.gov
<https://www.grants.gov/> , will _close at 11:59 p.m. on Tuesday,
February 19, 2019._

Unfortunately, the FFO opened on the first day of the five-week, partial
government furlough, so we in the New England B-WET Program Office are
scrambling to get caught up on implementation of this grant
opportunity.  Also unfortunately, we cannot extend the application
timeline because of fiscal uncertainties, including a potential second
shutdown when the current Continuing Resolutions expires this Friday,
February 15, 2019.

We urge you to access and read the FFO completely.  We worked hard to
use "plain language" and have avoided "government speak" to fullest
extent possible! We've also limited the solicitation to two priorities,
designed to fit with the educational resources and needs of New England.

We look forward to receiving your applications and urge you, if you have
any questions, to call us, the New England B-WET Program Office, asap:

*Deirdre Kimball, 978-281-9290, deirdre.kimball at noaa.gov
<mailto:deirdre.kimball at noaa.gov>*
*or Jennifer Foss, 978-281-9108, jennifer.foss at noaa.gov
<mailto:jennifer.foss at noaa.gov>.*

We welcome any and all inquiries, so please don't hesitate.
