Dr. Duffy is a physicist whose expertise is in domestic climate policy,
international climate change negotiations, climate change adaptation,
extreme weather risk, and climate modeling. He will speak about the
challenges that lie ahead for climate science and mitigation.
Prior to joining WHRC, Dr. Duffy served in the White House National Science
and Technology Council as the Senior Advisor to the US Global Change
Research Program, and as a Senior Policy Analyst in the White House Office
of Science and Technology Policy. In these roles he was involved in
international climate negotiations, domestic and international climate
policy, and coordination of US global change research.
Before joining the White House, Dr. Duffy was Chief Scientist for Climate
Central, an organization dedicated to increasing public understanding and
awareness of climate change. Dr. Duffy has held senior research positions
with the Lawrence Livermore National Laboratory, visiting positions at the
Carnegie Institution for Science, and Stanford University. His degrees are
from Harvard and Stanford.

grassroots climate network in Massachusetts with chapters across the state,
building a powerful statewide social movement to confront the climate
crisis. The name comes from 350 parts per million, the maximum safe level of
carbon dioxide in the atmosphere, according to expert opinion of many
leading climate scientists. The current atmospheric CO2 level exceeds 400
ppm.
Eversource "Rate Case" Proposes Higher Bills, Net-Metering Surcharges,
Vegetation Management Practices & More - Local Hearings on April 3 in
Barnstable Village, April 24 in Tisbury
In January, Eversource submitted a proposal to the Department of Public
Utilities (DPU) laying out its case for increasing rates on the distribution
(delivery) side of the electric bills paid by all consumers on Cape Cod and
Martha's Vineyard. This proposal is being vetted through a DPU proceeding
(17-05) involving intervenors of all kinds, including state agencies and
officials, industry groups, and renewable energy advocates. Local hearings
are scheduled as follows:

4/24, 6 pm, Katharine Cornell Theatre, 51 Spring Street, Tisbury
The public can speak out at the DPU hearings, as well as submit comments to
DPU by May 31.
Eversource's proposed rate case is extremely involved, as its first in
decades. Among many things, it seeks to equalize rates across the former
service territories of NStar and WMECO and to introduce new approaches for
calculating rates and for charging consumers served by on-site solar and
other net-metered renewable energy systems. It also lays out plans for
upgrading infrastructure and maintaining reliability, including vegetation
management on rights-of-way (ROW).
Proposed rate increases total about $100 annually for the average Cape and
Vineyard residential consumer using about 600 kWh per month. Massachusetts
Attorney General Maura Healey - acting as advocate for all Eversource
ratepayers - has already denounced the rates of return (profit) proposed
by Eversource, which exceed those typically awarded to utilities.
The Cape Light Compact (CLC) municipal aggregation is applying funds
collected from local ratepayers to intervene in this proceeding. Key

Through this rate case, DPU will review how much Eversource plans to charge
for ROW management over time. As long as it is legal to apply herbicides
and "cost effective" to rely on them (because the "true costs" of pollution
don't count), DPU (and other state agencies) will continue to allow their
use by Eversource. In addition to raising concerns about profit margins and
other issues, local consumers might consider telling Eversource and DPU that
they are willing to pay a little more each month for herbicide-free ROW
management throughout the region - because our aquifers are priceless!
Eversource Bill Change Highlights Local Energy Efficiency Rates & How
Consumers Pay for "Free Energy Audits"
As of 2017, your Eversource electric bill now itemizes the total amount you
pay each month to support energy efficiency programs administered through
the Cape Light Compact (CLC) municipal aggregation. On-bill disclosure of
the conservation charges, which will cost each residential consumer about
$165 in 2017 (assuming average monthly use of 600 kWh), is expected to
motivate additional participation in these programs.
So-called "free" energy audits, heavily subsidized air sealing and
insulation projects, and other benefits save proactive consumers substantial
amounts of energy and money each month - and they have reduced the region's
aggregate energy bill by hundreds of millions of dollars. However, many
consumers don't realize that they pay for these programs each month, whether

Previously, the "Energy Conservation Charge" line item on your Eversource
bill included only the "System Benefit Charge" (SBC) fixed by state law at
$0.0025/kWh (0.25 cents/kWh). The much larger "Energy Efficiency Surcharge"
(EES) had been buried within the "Distribution Charge." Going forward, the
"Energy Conservation Charge" line item will include both the SBC and EES.
For residential ratepayers, the full 2017 charge of $0.02301/kWh will be
reflected in February bills.
On the Cape and Vineyard, the EES is set by the CLC aggregation, acting
under the authority of local Selectmen and Town Councilors as the
administrator of electric efficiency programs. In late 2016, Department of
Public Utilities (DPU) provisionally approved a 2017 CLC EES of $0.02051/kWh
for residents, $0.0099/kWh for low-income (LI) residents, and $0.01573/kWh
for commercial and industrial (C&I) consumers. The 2017 residential EES
represents an increase of 20% over the charge previously approved by the CLC
Governing Board and the DPU; the C&I EES is 14% higher than the previously
approved level, while the LI EES is 63% lower.
Total 2017 EES collections currently are projected to be more than $5
million higher than previously approved levels, for a variety of reasons.
Based on decisions at the March 2017 CLC Governing Board meeting, EES
surcharges may increase again later this year to fund new demand-response

Notably, DPU has ordered the CLC aggregation to disclose how much of the
additional 2017 EES revenue is designed to quickly raise ratepayer funds to
pay off employee-related liabilities accrued by Barnstable County as
long-time CLC administrator.
In December 2017, the Barnstable County Commissioners signed an agreement
requiring the CLC aggregation - and thus the 21 towns represented on the CLC
Board - to assume responsibility for these liabilities, which run in the
millions of dollars. Publicly available information indicates that the
majority of the additional 2017 EES revenue to be collected from ratepayers
will be used to cover these liabilities, whereas employee-related
liabilities covered using efficiency-related funds for the period 2013-15
totaled only $544,800.

Production" were endorsed in 2008 by representatives from leading local
