MassDEP Circuit Rider Program is holding two WORKshops on
Riverfront Area ALTERNATIVES ANALYSIS and REDEVELOPMENT next week:
Tuesday April 28th in Mashpee
and
Thursday April 30th in Mansfield

Do the Riverfront Area provisions at 310 CMR 10.58(4)(c) and (5) seem about as CLEAR as MUD to you? They sure did to me at first when I was a Conservation Agent; I'm going to share a simple trick I came up with to make them seem less complicated.
Applicants proposing work on lots recorded after the Rivers Protection Act went into effect in August 1996 must demonstrate that there is "no practicable and substantially equivalent alternative to the proposed project with less adverse effects" on the public interests identified in the Wetlands Protection Act. Redevelopment projects proposed on lots that were "degraded" prior to August 1996 do not have to undergo the alternatives analysis, but they're subject to a different set of performance standards.
Attendees will work with site plans from Clearwater Estates, a mock subdivision project, for a hands-on alternatives analysis exercise; and redevelopment case studies will be presented.
