Position Opening

PROJECT SUMMARY: The Herring River is the largest river system within the Cape Cod National Seashore and one of the largest tidally restricted estuaries in New England.  The estuary is located in the towns of Wellfleet and Truro, adjacent to Wellfleet Harbor and Cape Cod Bay.  In its historic natural state, the river supported a vibrant estuarine ecosystem and the largest diadromous fish run on outer Cape Cod.  Construction of a dike at the mouth of the river in 1909 and other alterations to the river’s natural hydrology eliminated tidal flow to the salt marsh, drained the wetlands and transformed the estuary into one of the Cape’s most degraded natural resources.

Recent research has demonstrated the viability and importance of restoring tidal influence to the estuary by replacing the existing tide gate structure at the mouth of the Herring River and modifying other upstream crossings while addressing low-lying infrastructure and property.  Hydrologic modeling and ecological analyses show that these actions will restore tidal hydrology and salinity to the majority of the historic estuary and provide significant ecological and social benefits.

In 2007 the Towns of Wellfleet and Truro and the Cape Cod National Seashore (CCNS) signed a Memorandum of Understanding to cooperate on the development of a detailed restoration plan for Herring River.  The Memorandum of Understanding also established the Herring River Restoration Committee (HRRC) and charged it with developing a detailed restoration plan and conducting the necessary scientific and environmental studies to comply with the provisions of the National Environmental Policy Act (NEPA) and the Massachusetts Environmental Policy Act (MEPA).  HRRC consists of members from the two towns and CCNS and federal and state partner agencies.  In October 2012, the HRRC released the draft Environmental Impact Statement/Environmental Impact Report.  The final EIS/EIR is scheduled to be completed in early 2014 with a Record to Decision to follow that will then allow the project to move forward with engineering, design and permitting.  The HRRC continues to manage the preliminary engineering and design activities to support the restoration.

POSITION DESCRIPTION:  Friends of Herring River, Wellfleet/Truro, MA announces the position of “Project Management Associate.”  This contract position is intended to provide technical and project management support to the Herring River Restoration Committee.   The Project Management Associate will be supervised by the Project Coordinator and work under the technical direction of the Herring River Restoration Committee.

The functions of the Project Management Associate include, but are not limited to the following:

·       Prepare Scopes of Work, Requests for Proposals (RFPs), and other bid documents for solicitation of contractors to provide technical services.

·       Establish, coordinate and oversee an RFP review panel for evaluation and selection of technical contractors.

·       Prepare funding agreements and contract documents.

·       Coordinate the work of technical contractors: review draft submittals, distribute drafts to the HRRC, coordinate review comments, review and distribute final deliverables, serve as liaison between contractors and the HRRC, schedule and attend meetings and site visits, review contractor invoices and approve payments.

·       Perform contract administration functions to include the tracking of expenditures of grant and matching funds and the preparation and submission of required financial and project reports to funding organizations.

·       Coordinate with HRRC and other agencies as prescribed by HRRC on permit applications and review processes, review draft and final permit application packages, attend site visits, meetings, and public hearings, work with agencies to track and ensure compliance with required public notice and review periods.

·       Support the work of HRRC and other agencies on Herring River flood plain landowner contact, flood prevention agreements, additional fund-raising, and other public/agency outreach activities
·       Assist with the development of new grant proposals in support of the Herring River Restoration Project
·       Assist with the development public outreach products, e.g. press releases, brochures, website content, in support of Friends of Herring River and the HRRC
·       Maintain project files
 POSITION QUALIFICATIONS:
We are seeking an energetic, motivated individual to help advance this region’s largest estuary restoration project.  Qualifications for this position include:

Ø  College bachelors or advanced degree;
Ø  Minimum of five years of professional experience in natural resources related field
Ø  Experience managing ecological restoration projects;
Ø  A broad range of skills and experience from amongst the following:
o   Accounting
o   Project oversight and tracking
o   Funding processes for federal and state funding, including grant writing and preparation
o   Local, state and federal permitting processes
o   Ability to work and communicate effectively with a range of project constituents, including the Towns of Wellfleet and Truro, the CCNS, other federal/state/local agencies, contractors and the general public
o   Strong technical writing and communication skills
o   Contract administration
 
Although not required, experience with Microsoft PowerPoint, ARCGIS, and database management is preferred.
 POSITION STRUCTURE:  The Project Management Associate is a full-time contract position.  A workspace may or may not be provided under this contract.   The successful applicant is expected to attend regularly scheduled Herring River Restoration Committee meetings in Wellfleet at least once a month and participate in other meetings and activities in the community estimated on average to be two to three additional days per week.  Travel beyond Cape Cod is not expected on a regular basis.

The position is funded for one year by a NOAA grant to Friends of Herring River. The grant is committed for one year, with an anticipation of two additional years of funding to follow.  The Project Management Associate salary is commensurate with experience, and does not include benefits.
