COASTSWEEP 25-Organize or Join a Cleanup!
COASTSWEEP, the state-wide beach cleanup sponsored by CZM and the Urban Harbors Institute at UMass Boston, is celebrating its 25th anniversary this year. Volunteers throughout Massachusetts turn out in large numbers every fall for this event, which is part of an international campaign organized by Ocean Conservancy in Washington, DC. Participants all over the world collect trash and other marine debris and record what they find, and this information is used to help reduce future marine debris problems. For the 25th anniversary, the goal is to clean up every coastal beach in Massachusetts. Interested in organizing a cleanup? It's easy! All the cleanup supplies (bags, gloves, data cards, pencils, etc.) are provided free of charge, and cleanups can be scheduled at your convenience from now through October. CZ-Tip: 25 Ways to Commemorate the 25th Anniversary of COASTSWEEP
Since 1987, CZM has sponsored COASTSWEEP beach cleanups in Massachusetts as part of the Ocean Conservancy's International Coastal Cleanups-and thousands of volunteers have helped remove hundreds of tons of trash and other marine debris from the Massachusetts coast. To commemorate COASTSWEEP's 25th anniversary, this month's CZ-Tip includes 25 marine debris facts, along with suggestions on how you can help reduce the problem. CZM Surveyed Seafloor aboard the OSV Bold
CZM staff successfully completed a seven-day oceanographic survey aboard the U.S. Environmental Protection Agency's (EPA) Ocean Survey Vessel Bold<http://www.epa.gov/bold/>. From August 21-27, the survey team collected samples of seafloor sediments and organisms and took underwater videos and still photos of the seafloor and its marine life. The survey was a unique partnership that also included participants from the Massachusetts Division of Marine Fisheries, Massachusetts Department of Environmental Protection, Massachusetts Bays Program, Massachusetts Department of Transportation Highway Division, U.S. Geological Survey (USGS), and EPA. The cruise was highly productive, with the team gathering seafloor photographs from 350 stations, 219 sediment grain size samples, and 207 infauna samples using the USGS SEABOSS<http://woodshole.er.usgs.gov/operations/sfmapping/seaboss.htm> sampling system. The data were collected in round-the-clock shifts as the Bold transited Commonwealth waters off the North Shore, from Hull to Salisbury. Areas of interest included large boulder, cobble, and gravel deposits, along with the depositional delta created by the Merrimack River. Organisms identified using the SEABOSS's photographic capabilities included burrowing anemones, sponges, various species of fish and crustaceans, and deepwater corals, among many other. The infauna (organisms that live in the sediment) will be identified and counted, which will help identify unique groups of organisms in the different depth zones, sediment types, or study regions. The results will assist with the ground truthing of seafloor sediment and habitat maps created by CZM, continuing work that began during CZM's June 2010 and September 2011 research cruises aboard the Bold. The survey directly supports the CZM and USGS Seafloor Mapping Program<http://www.mass.gov/czm/seafloor/index.htm>, along with CZM's other seafloor habitat mapping efforts. The updated habitat maps will help CZM refine the resource maps used in the 2009 Massachusetts Ocean Management Plan<http://www.mass.gov/eea/ocean-coastal-management/mass-ocean-plan/> and will assist CZM and other agencies in their siting and permitting of ocean uses. Due to proposed federal budget cuts, this may be the last opportunity for Massachusetts and other coastal states to take advantage of the valuable research platform that the Bold provides. Massachusetts Ocean Management Plan Data in MORIS
The 2009 Massachusetts Ocean Management Plan<http://www.mass.gov/eea/ocean-coastal-management/mass-ocean-plan/>-the nation's first comprehensive plan to protect critical marine resources and foster sustainable uses in the state's ocean waters-included static maps with the spatial data used in plan development, such as underwater cable corridors and long-tailed duck habitat. To allow users to access and interact with the data behind these maps, as part of its Massachusetts Ocean Resource Information System (MORIS) web-based coastal mapping tool, CZM has developed Data. This new site offers all the data in the Massachusetts Ocean Management Plan, as well as a number of base layers to put the plan data into better context, and allows users to zoom in to areas of interest, turn data layers on or off, combine data in novel ways, and even share the maps with others.

StormReporter Upgrade - CZM is seeking proposals to upgrade the existing web tool, StormReporter, which enables rapid delivery and archive of coastal storm damage observations and photographs. CZM seeks to build on the previous efforts and enhance the functionality and accessibility of StormReporter for the Massachusetts Storm Team, as well as local beach teams and citizens interested in reporting coastal storm damages in communities. This contract will produce a real-time interactive map, new mobile applications, and a user guide. Coastal Structures Mapping and Analysis - CZM is seeking proposals to continue the Massachusetts Coastal Infrastructure Inventory and Assessment Project by undertaking an inventory of all privately-owned coastal engineering structures, including seawalls, revetments, and groins. This inventory will augment the coastal infrastructure inventory and assessment<http://www.mass.gov/czm/stormsmart/mitigation/infrastructure_reports.htm> completed in 2009, which included approximately 140 miles of publically-owned seawalls, revetments, groins, jetties, and other coastal engineering structures. Remote sensing data (e.g., orthos and LiDAR) and other information will be used to map and characterize approximately 60 miles of privately-owned coastal engineering structures located along the five CZM regions<http://www.mass.gov/czm/regions.htm>. Mass Bays Research and Planning Grants - The Massachusetts Bays Program (MBP) is seeking applications for the Fiscal Year (FY) 2013 Research and Planning Grant Program. Up to $100,000 is available for estuarine protection and restoration initiatives located within the 50 coastal communities in the MBP planning area<http://www.mass.gov/envir/massbays/map.htm>. Eligible projects include applied research, planning, or capacity building initiatives that assist MBP in implementing priority action items identified in its 2009-2012 Strategic Plan<http://www.mass.gov/eea/docs/mbp/publications/mbp-strategicplan-2009-2012.pdf> (PDF, 130 KB). These include protecting and enhancing coastal habitat, reducing and preventing stormwater pollution, protecting and enhancing shellfish resources, managing local land use and growth, managing municipal wastewater, managing marine invasive species, monitoring marine and estuarine waters, and adapting for projected impacts of climate change. Eligible applicants include cities, towns, and other public entities, academic institutions, and nonprofit organizations. Up to $20,000 may be requested and a 25 percent match (cash or in-kind) of the total project cost is required. Landscape Partnership Program - The Executive Office of Energy and Environmental Affairs (EEA) Division of Conservation Services is seeking applications for the FY 2013 Landscape Partnership Program<http://www.mass.gov/eea/grants-and-tech-assistance/grants-and-loans/dcs/landscape-partnership-program.html>, which will offer competitive grants to municipalities, nonprofit organizations, and EEA agencies to help fund partnership projects that permanently protect a minimum of 500 acres of land and develop natural resources protection zoning or open space residential design in municipalities. This program seeks to preserve large, unfragmented, high value conservation landscapes (including working forests and farms), expand state-municipal-private partnerships, increase leveraging of state dollars, enhance stewardship of conservation land, and provide public access opportunities. Marine Debris Removal Grants - NOAA's Marine Debris Program<http://www.habitat.noaa.gov/funding/marinedebris.html> is seeking proposals for locally driven, community-based marine debris prevention and removal projects that benefit coastal habitat, waterways, and wildlife, including migratory fish. Applications are due by November 1.

· Coastal Pollutant Remediation Grant Program - CZM is seeking proposals for the Coastal Pollutant Remediation (CPR) grant program<http://www.mass.gov/czm/cprgp.htm>. For FY 2013, the CPR program will provide up to $400,000 to municipalities located in the Massachusetts Coastal Watershed<http://www.mass.gov/czm/twnscws.htm> to assess and remediate stormwater pollution from paved and unpaved surfaces and to design, install, or upgrade commercial vessel pumpout facilities. As much as $125,000 may be requested, and a 25 percent match of the total project cost is required. · NOAA Special Project and Program Funding - The National Oceanic and Atmospheric Administration (NOAA) is seeking proposals for its annual Broad Agency Announcement to fund special projects and programs associated with the NOAA strategic plan and mission goals. This announcement is a mechanism to encourage research, technical projects, or sponsorships (conferences, newsletters) not normally funded through competitive discretionary programs. · Massachusetts Recreational Trails Grants - The Massachusetts Department of Conservation and Recreation (DCR) is seeking applications for 2013 Massachusetts Recreational Trails Program Grants<http://www.mass.gov/dcr/stewardship/greenway/regionalGrants.htm>, which provide from $2,000 to $50,000 for a variety of trail protection, construction, and stewardship projects throughout Massachusetts. DCR is also accepting applications for Statewide Trails Education Grants<http://www.mass.gov/dcr/stewardship/greenway/educationgrants.htm>, which provide funding for statewide trail education initiatives. Applications for both programs are due by February 1, 2013.
Products/Publications
State of the Climate - NOAA has released State of the Climate in 2011<http://www.ncdc.noaa.gov/bams-state-of-the-climate/2011.php?CFID=1179891&CFTOKEN=60639931>, a peer-reviewed paper compiled by 378 scientists from 48 countries around the world that looks at the extreme weather events in 2011 and analyzes numerous global climate indicators and monitoring station data. The report states that 2011 was the coolest year on record since 2008, but it remained above the 30-year average (1981-2010). La Nina, the cool phase of the El Nino-Southern Oscillation, was the major cooling factor globally in 2011, while the influence of human-caused global warming on the climate system continues to grow. The report identifies "human fingerprints" in more than two dozen climate indicators, from air temperatures to ocean acidity.
Disaster Resilience Report - The National Academies Press has released Disaster Resilience: A National Imperative<http://www.nap.edu/catalog.php?record_id=13457>, a report that describes the state of knowledge about resilience to hazards and disasters, and frames key issues related to increasing resilience in the United States. The report also provides goals, baseline conditions, or performance metrics for national resilience and outlines additional information, data, gaps, and/or obstacles that need to be addressed to increase the nation's resilience to disasters.
Tropical Cyclone Preparedness Guide - NOAA's National Weather Service (NWS) has updated Tropical Cyclones: A Preparedness Guide<http://www.nws.noaa.gov/os/hurricane/resources/TropicalCyclones11.pdf> (PDF, 5.9 MB), which provides information on tropical cyclones, the Saffir-Simpson hurricane wind scale, hurricane hazards, ways to stay informed, and information on storm watches and warnings, preparation tips, and family emergency plans.
Coastal Services Magazine - The July/August 2012 issue of Coastal Services<http://csc.noaa.gov/magazine/2012/04/index.html>, a NOAA Coastal Services Center magazine, features articles on incorporating sea level change scenarios at the local level, ecotourism in Alabama, stewardship in New York, and other news and notes.

Web-Based Resources
Massachusetts LIDAR Data - The Massachusetts Office of Geographic Information (MassGIS) has released LIDAR terrain data<http://www.mass.gov/anf/research-and-tech/it-serv-and-support/application-serv/office-of-geographic-information-massgis/datalayers/lidar.html> for 17 delivery areas in Massachusetts. Available data consist of "bare-earth" Digital Elevation Model (DEM) tiles that can be downloaded for free, and classified LAS files that can be ordered for small areas on DVD or larger areas on a user-supplied hard drive. These 17 datasets cover most of eastern Massachusetts, as well as portions of Hampden County. The data can be used for emergency response, drainage studies and hydrologic/floodplain modeling, development suitability analysis and infrastructure planning, identification of structures and other man-made features, habitat classification, vegetation mapping, and many other purposes.
Ocean Planning and Management Forum - The Marine Ecosystems and Management Information Service and its sister newsletter, MPA News, have partnered to build OpenChannels<http://openchannels.org/>, a website designed to be a comprehensive source for news, guidance, and community discussion on sustainable practices in ocean planning and management. OpenChannels offers an array of tools, including a searchable library of a thousand publications on ocean planning and management topics, open discussion forums and regular live chats with experts, a collection of instructional videos, and more to come.
United States Elevation Inventory - NOAA's Coastal Services Center has released the United States Interagency Elevation Inventory<http://www.csc.noaa.gov/digitalcoast/tools/inventory>, a map viewer and server that displays high-accuracy topographic and bathymetric data for the United States and its territories. The project is a collaborative effort of NOAA and USGS, with contributions from the Federal Emergency Management Agency (FEMA). This resource provides a comprehensive, nationwide listing of known high-accuracy topographic data, including light detection and ranging (LIDAR) and interferometric synthetic aperture radar (IfSAR), and bathymetric data, including NOAA hydrographic surveys, multibeam data, and bathymetric LIDAR. This inventory was completed in May and will be updated annually.
OnTheMap for Emergency Management - OnTheMap for Emergency Management<http://colorado.us1.list-manage.com/track/click?u=b72140489b80a4574373938a1&id=ada24fccfa&e=4051a4f944> is an online, customizable, mapping tool that provides detailed U.S. Census Bureau population and workforce statistics in real time for areas that are experiencing emergencies such as storms, floods, and wildfire. The site also includes presidential disaster declarations.
Climate Change Videos - The National Research Council has released Climate Change: Lines of Evidence<http://nas-sites.org/americasclimatechoices/summaries-and-videos-from-the-acc-series/climate-change-lines-of-evidence-videos/?utm_source=NHC+Master+List&utm_campaign=765381f213-DR_590&utm_medium=email>, a series of videos that explain how scientists have arrived at the state of knowledge about current climate change and its causes. Released along with a corresponding booklet<http://nas-sites.org/americasclimatechoices/more-resources-on-climate-change/climate-change-lines-of-evidence-booklet/>, the series touches on topics such as solar influence, natural cycles, increased emissions, and greenhouse gases.
Climate Communication - The Aspen Global Change Institute has developed Climate Communication<http://colorado.us1.list-manage1.com/track/click?u=b72140489b80a4574373938a1&id=7a61c0760c&e=4051a4f944>, an easy-to-navigate website that provides answers to climate questions such as what's happening to our climate, how it will affect us, and what we can do about it.
Storm Surge Viewer - The Program for the Study of Developed Shorelines at Western Carolina University has developed Storm Surge Viewer<http://colorado.us1.list-manage.com/track/click?u=b72140489b80a4574373938a1&id=417b66e9a7&e=4051a4f944>, a mapping tool that provides mapped data for storm surges, high water marks, and storm paths.
One World One Ocean - One World One Ocean<http://216.74.55.214/> aims to raise awareness about the effects of pollution, over-fishing, urban runoff, reef destruction, plastic trash, climate change, and other impacts on the world's oceans by using film, television, new media, and education initiatives.
World Ocean Radio - World Ocean Radio<http://thew2o.net/world-ocean-radio>, a project of the World Ocean Observatory, is a weekly series of five-minute audio essays on a broad spectrum of ocean issues from science and education to advocacy and exemplary projects.
Economics and Water Quality Standards - EPA has developed Economic Guidance for Water Quality Standards<http://water.epa.gov/scitech/swguidance/standards/economics/>, a web-based tool to evaluate the economic and social impacts of pollution controls needed to meet water quality standards-such as swimming or fishing-for specific uses of a waterbody.
Harmful Algal Blooms - EPA has launched Cyanobacterial Harmful Algal Blooms<http://water.epa.gov/scitech/swguidance/standards/criteria/nutrients/cyanohabs.cfm>, a web page on harmful algal blooms to help inform states, tribal and local governments, other federal agencies, and the public about key issues regarding cyanobacteria (i.e., blue-green algae), blooms in recreational waters and drinking water. Harmful algal blooms cause fouling of beaches and shorelines, economic and aesthetic losses, taste and odor problems in drinking water, and direct risks to the health of humans, fish, and animals.
Urban Waters Outreach Toolkit - EPA, through the Anacostia Watershed Outreach and Education Project, has released a comprehensive toolkit<http://water.epa.gov/scitech/swguidance/standards/training.cfm> that watershed organizations and others who promote green practices can use to encourage homeowners to install rain barrels to prevent contamination in local rivers. The toolkit includes details on the development of social marketing outreach to local residents, lessons learned, and a summary of project accomplishments.
Harwich Conservation Trust Mobile Maps - The Harwich Conservation Trust (HCT) has released the 3rdedition of its popular Walking and Bicycle Trail Guide<http://harwichconservationtrust.org/trails/>. Local Communities Adapting to Climate Change - The Lincoln Institute of Land Policy is offering Local Communities Adapting to Climate Change<http://www.lincolninst.edu/education/education-coursedetail.asp?id=836>, a free, online course that uses videos, interactive exercises, and self-assessments, to introduce tools for climate change adaptation planning, assessing climate change risks, climate downscaling, collaborative decision-making, and scenario planning. Decision makers can use these practical tools for everyday land use, development, and infrastructure decisions to reduce vulnerability and enhance resilience.

Environmental Educator - The Buzzards Bay Coalition<http://www.savebuzzardsbay.org/> seeks an energetic individual to join its team as a Commonwealth Corps Environmental Educator<http://www.savebuzzardsbay.org/document.doc?id=665> (PDF, 140 KB). This position is a core part of the Education and Public Engagement department with an overall goal to engage the community in active and on-going stewardship of Buzzards Bay and its watershed. Specifically, service members will be working on youth education initiatives that seek to strengthen the ethic of environmental stewardship in the region, while also improving academic achievement in the classroom. This is a one-year position with a paid stipend, access to health insurance, and a completion bonus.

· The Great Park Pursuit - Running through September 15, DCR's Great Park Pursuit (GPP) offers families the opportunity to design their own "Park Pursuit." DCR parks across the Commonwealth will host programs all summer and teams will be challenged to visit six programs in different themed categories, collecting special program stickers at each event to chronicle their summer adventures on a GPP team game card. · National Working Waterfronts and Waterways Symposium-Call for Proposals - From March 25-28, 2013, the National Working Waterfronts & Waterways Symposium<http://depts.washington.edu/uwconf/workingwaterfronts/index.html> will be held in Tacoma, Washington. Increasing population in coastal areas generates increasing conflicts over access to and uses of waterfronts. Across the United States, waterfront communities both large and small are seeking creative solutions to address evolving challenges. Attendees will include local, regional, tribal, and national decision-makers; members of the port, commercial fishing, marine, and tourism industries; developers and property owners; business owners; community planners; and waterfront advocates. CZM Website to Join Mass.Gov Portal - The CZM website<http://www.mass.gov/czm/czm.htm> is undergoing some major renovations so it can be re-launched in the Mass.Gov<http://www.mass.gov/portal/> portal format. In addition to a dramatically different look, the new site will feature improved navigation/organization and stronger links to other state agencies and departments, particularly those within EEA. September Is National Preparedness Month - The National Preparedness Coalition<http://community.fema.gov/connect.ti/READYNPM/> invites everyone to join them for National Preparedness Month in September. The Coalition is open and free to anyone who wishes to join. Members have access to preparedness resources including step-by-step preparedness guides, public service announcements, messaging, and other helpful resources. In addition, members collaborate by participating in preparedness discussions about best practices and connect with other members and FEMA personnel near them in the regional forums.
Oceanic Research Group Marine Scholarship - The Oceanic Research Group is seeking applications for the 2012 Oceanic Research Group Marine Scholarship<http://www.oceanicresearch.org/scholarship/scholarship.htm>. A $1,000 scholarship will be awarded to a deserving student pursuing a marine-related undergraduate or graduate degree. Undergraduate students entering their junior or senior year or graduate students with an overall GPA of at least 3.0/4.0 and demonstrated financial need are eligible for the scholarship. Applications are due by October 1.
Marine Animal Entanglement Hotline for Boaters - Massachusetts coastal waters are home to endangered marine animals, including sea turtles and whales. Entanglement in marine debris and fishing gear such as rope, netting, and hooks are leading causes of serious injury and mortality for these animals. Marine Fisheries, the National Marine Fisheries Service, and Provincetown Center for Coastal Studies (PCCS)ask all boaters to immediately report sightings of entangled marine animals, alive or dead, by calling the Marine Animal Entanglement Hotline at (800) 900-3622 or (866) 755-NOAAor by hailing the U.S. Coast Guard on VHF Channel 16. An entanglement response team at PCCS is on-call and committed to providing safe and effective disentanglement of marine animals in the waters off Massachusetts, Rhode Island, and New Hampshire.
Innovative Stormwater Management Competition - EPA has launched the Campus Rain Works Challenge<http://water.epa.gov/infrastructure/greeninfrastructure/crw_challenge.cfm> to encourage student teams on college and university campuses across the country to develop innovative approaches to stormwater management. The competition will help raise awareness of green design and planning approaches and train the next generation of landscape architects, planners, and engineers in green infrastructure principles and design. Registration for the Campus Rain Works Challenge opens September 4, and entries must be submitted by December 14 for consideration. Winning teams will earn a cash prizes and funds for team faculty advisors to conduct research on green infrastructure.
Woods Hole and MIT Sea Grant Survey - The Sea Grant Programs at Woods Hole Oceanographic Institute and the Massachusetts Institute of Technology are seeking public input to inform strategic planning efforts for 2014-2018. The four major focus areas for the plan are: healthy coasts, oceans and great lakes, safe sustainable fisheries and aquaculture, resilient coastal communities and economies, and environmental literacy and workforce development. To provide input into this planning process, complete this 5-minute online survey<http://survey.constantcontact.com/survey/a07e658wqwnh4lnktiq/start> by September 15.
Flat Stanley and Flat Stella Join FEMA - FEMA has launched a new initiative to teach kids what to do in a disaster. The popular learning tool, Flat Stanley and Flat Stella, are on board to help spread the preparedness news. The Flats are little-kid avatars that can be used to learn new concepts and share project outcomes with kids in the classroom or all over the world. Check out the FEMA website<http://www.ready.gov/flatstanley> to download characters and start getting prepared.
Mass Audubon Photo Contest - Mass Audubon is holding its 2012 Picture This: Your Great Outdoors photo contest<http://www.massaudubon.org/picturethis/>, and welcomes striking digital images that highlight the beauty and diversity of Massachusetts wildlife, habitats, and people in nature. Judges will select up to 18 winners (a professional, amateur, and youth in each of six categories). One Grand Prize Winner's photo will be featured in Mass Audubon's Connections newsletter. Entries are due by September 30.
Salem Sound Photo Contest - Salem Sound Coastwatch is seeking entries for the Salem Sound - A Sense of Place photo contest<http://www.salemsound.org/photoContest.html>. Entries to this year-long contest should capture the beauty, essence, nature, and uses of the Salem Sound and its watershed communities of Beverly, Danvers, Manchester-by-the-Sea, Marblehead, Peabody, and Salem in each of the four seasons. The contest runs until March 1, 2013.
