Description:  Protecting water quality is critically important for protecting Cape Cod's public water supplies, swimming beaches, shellfish, aquaculture, and recreational opportunities. Stormwater runoff can be a major contributor to pollution of water bodies. Federal and state water quality standards require communities to treat and manage stormwater, however municipal stormwater management requires investment in trained staff, infrastructure improvements, maintenance, and management systems.  Finding the funding to manage stormwater runoff to meet water quality standards is a challenge.  Traditional sources of funding (state and federal grants) are typically not enough to address all of a community's stormwater management needs. 



This free workshop will provide an overview of a different approach to stormwater financing -- stormwater utilities and fee-based systems.  The workshop will cover the basics of stormwater utilities:  the definition and purpose of a stormwater utility, how it works, how stormwater financing can help a municipality to meet stormwater regulations, national examples, types of communities that use this approach, how to determine whether a stormwater utility makes sense for your community, integrated water resource utilities, the Massachusetts experience with stormwater utilities, typical municipal stormwater management costs, and how to set up and implement a stormwater utility bylaw.  The workshop will end with a summary of the results of a Cape-wide survey of public works departments to determine their stormwater management needs and a discussion to determine if there is interest in a multi-community approach to stormwater financing or stormwater management. 



Target audience:  Municipal and County departments and boards (e.g., DPW directors, stormwater managers, town engineers, Boards of Selectmen, Town Councils, finance committees, wastewater managers, drinking water managers, Conservation Commissions, planning and health boards, consultants and engineering firms, and environmental organizations.

Maria Rose, City of Newton Public Works Department.  

Newton was one of the first communities in Massachusetts to set up a stormwater "utility".  This talk will describe how it works, what it is based on, how the fees are assessed and used, and lessons learned.

 

11:55 am.  Costs of Stormwater Management and Setting Up A Stormwater Utility Bylaw

Cost considerations for a municipal stormwater management program and the process for setting up and implementing a stormwater utility bylaw.
