[SEMCO] Ballast Water RFP

The NOAA-Fish & Wildlife Service-MARAD Ballast Water Technology
Demonstration Program Grants competition was announced in the Federal
Register last Friday (Jan 16, 2004), at 69 FR 2577. Brief preliminary
proposals must be received on or before February 13 (submit directly
to the National Sea Grant Office). Full proposals are due February 17.
