[Sea-mat] Rotary coherence spectra

Ahoy SEAmateys,

I am wondering if anyone has coded up an m file to calculate the inner 
and outer rotary coherence spectra or 2 vector time series.  The math is 
on p 496 in 'Data Analysis Methods in PO' by Emery and Thomson.
I am getting a little hung up on the confidence interval stuff, and 
thought I would ask if someone had already waded through this.
