[OBSICtec] OBSIC metrics website updated

The OBSIC metrics website (https://obsic-metrics.whoi.edu) has been augmented with:

- Phase 1 of the Gofar Transform Fault experiment (8A:2019)
- 14 absolute pressure gauge channels from the AACSE community experiment (XO:2018)
- Standardized horizontal-component orientation estimates for all experiments on the site

The site’s purpose is to provide an overview of instrument performance and data return for OBSIC experiments, and to provide a home for experiment metadata or associated data that don’t fit well at the DMC.  All suggestions and feedback to obsic at whoi.edu<mailto:obsic at whoi.edu> are welcome.
