Provides technical support for water quality, habitat, and living 
resources issues associated with managing the Galveston Bay ecosystem. 
Provides Grant, Contract and Budget management support, tracking and 
reconciliation.

Researches, evaluates, and summarizes policy, technical, and management 
results and implications of federal, state, and local initiatives 
related to habitat, invasive species, non point sources of pollution, 
ship ballast water, septic systems, aquatic and terrestrial species, and 
coastal hazards in the Galveston Bay area, in collaboration with the 
Natural Resources Uses Coordinator and Water and Sediment Quality 
Coordinator. Coordinates development and submission of federal reports, 
including annual grant work plan and progress reports, and assures 
timely completion and submission of all required deliverables.

Serves as the Galveston Bay Estuary Program (GBEP) quality assurance 
specialist, facilitating the quality assurance process, including 
outlining procedures, tracking project managers’ performance, and 
preparing technical summaries of the status of quality assurance/control 
activities. Identifies and tracks the evolution of issues affecting bay 
management and develops summary material. Assists Natural Resources Uses 
Coordinator and Water and Sediment Quality Coordinator to implement 
habitat, water quality and species protection projects. Maintains and

3. Marine Debris Program Super-Storm Sandy Coordinator, NOAA

The Marine Debris Program is part of the National Oceanic and 
Atmospheric Administration (NOAA), National Ocean Service (NOS) Office 
of Response and Restoration (ORR). Within NOS, ORR is a program office 
that addresses threats in order to protect and restore coastal 
resources. The OR&R Marine Debris Program focuses efforts to support and 
coordinate research, reduction and prevention of the impacts of marine 
debris. This debris can come from multiple sources, including consumer 
and industry behavior as well as large-scale disasters. The Superstorm 
Sandy (Sandy) Marine Debris Coordinator will work closely with the NOAA 
Marine Debris Program (MDP), which is headquartered in NOAA’s Silver 
Spring, Maryland office to coordinate activities to address the impacts 
of marine debris caused by Superstorm Sandy. The position will be 
located in a NOAA-provided office space located in the metropolitan New 
York/New Jersey area. The duration of the position is expected to be one 
year, with the potential for extension depending on operational needs.

marine environmental education center in Key Largo, Florida.  
Instructors lead discussions and labs on subtropical marine topics 
including seagrass, mangroves, and coral reefs, and lead snorkeling 
field trips via boat to investigate local marine communities in the 
offshore waters of Key Largo.

With increasing demands for accurate, precise, and timely information 
upon which to base assessments of living marine resources and their 
habitats, it is incumbent upon the National Marine Fisheries Service 
(NMFS) to develop, evaluate, and implement promising innovations in 
sampling technologies. By establishing the Advanced Sampling Technology 
Working Group (ASTWG) in 2000, the NMFS initiated a small program to 
improve the quality of assessments of the abundance and dynamics of 
living marine resources through the use of advanced technologies to 
refine survey methods. This process also focused on improved 
characterization and understanding of the environments in which these 
living marine resources exist and assessment of the impacts of fishing 
activities on these environments, and on addressing needs for sampling 
over a broad range of temporal and spatial scales.

7. Geochemistry/Ocean Acidification Research Scientist, University of 
Washington

The Gagnon Lab seeks to hire a research scientist to work as a lab 
technician in a new isotope geochemistry/ocean acidification group in 
the School of Oceanography, University of Washington. The lab uses a 
suite of geochemical techniques to study biomineralization in coral and 
foraminifera, with applications in ocean acidification and 
paleoceanography. The research scientist will prepare carbonate or 
seawater samples (column chemistry, isotope-dilution, making thin 
sections, micromilling, etc.) and analyze the samples by mass 
spectrometry (on a Nu Plasma MC-ICP-MS and/or a new SF-ICP-MS). 
Additional responsibilities include saltwater aquarium upkeep, 
analytical methods development, co-supervising undergraduate research 
interns, working closely with graduate students and postdocs, data 
reduction, maintaining lab records, training new users, and 
lab/instrument maintenance. The job may also involve occasional 
multi-day research trips to use NanoSIMS, atom probe tomography, or 
other instruments at the Pacific Northwest National Lab in Richland, WA.

Ideal qualifications include a M.S. or B.S./B.A. in geochemistry, 
chemistry, earth sciences, or related discipline. Two or more years of 
experience operating mass-spectrometers (MC-ICP-MS and/or TIMS) and 
preparing samples in a clean lab setting is preferred, but exceptionally 
motivated applicants with a strong quantitative/analytical background 
will also be considered.Familiarity with Matlab is also a plus.The 
candidate should be detail oriented, easy to work with, highly 
motivated, and interested in mastering new techniques. This is a 
one-year position and is contingent upon continued funding for an

8. Post-doctoral position, Northwest Atlantic Fisheries Centre

Incorporating risk into the cumulative assessment of large marine 
development projects on marine mammals in Canada

A post-doctoral candidate is sought to undertake a project to develop a 
national quantitative and standardized risk-based framework for 
assessing cumulative impacts of marine development projects (MDPs), 
including shipping and oil and gas exploration, on marine mammals.

Context: The number of large MDPs has increased dramatically in number 
and scope in Canada, and this trend is expected to continue or be 
exacerbated in the near future with numerous natural resource 
exploitation projects and associated shipping and port development 
planned, especially in the Arctic. While MDP have the potential to 
affect marine features, regulatory assessments of their impacts are 
currently made on a case-by-case basis, without a context of effective 
thresholds relating the activities to species or ecosystem productivity, 
and without consideration of cumulative impacts. The Department of 
Fisheries and Oceans Canada (DFO) has a need to develop a national 
framework and minimum standards for assessing impacts of MDP, 
particularly for marine mammals. This framework will include effective 
thresholds for assessing impacts against population productivity in the 
context of population sustainability. The successful candidate would 
expand upon this initial framework to include uncertainty in input 
parameters, and to facilitate assessment of cumulative impacts from 
multiple projects and for multiple components of the affected ecosystem. 
As a regulatory agency, DFO also requires clear guidance as to the 
information required from proponents to assess impacts adequately, the 
criteria to determine probability and magnitude of impacts, and ways to 
cumulate impacts at the population and regional levels. The successful 
candidate will also be responsible for developing a quantitative 
electronic assessment tool for managers, the Industry and scientists. 
Additional duties may include occasional contributions to marine mammal 
field research programmes, and attending workshops or conferences as 
relevant.

The candidate: A suitable candidate should possess (or should soon 
possess) an internationally-recognised doctoral degree from an 
accredited institution. The candidate should be self-motivated, and able 
to work within a team framework. He/she should have ecological training 
and a proven ability in statistical and/or mathematical analysis, 
including modelling, as well as some background in acoustics. Abilities 
in ecosystem modelling approaches and programming in R, Matlab, C++ 
languages or other common interpreted or compiled programming languages 
is also desirable.

Time frame: We seek a candidate to begin work in November 2013 (or 
earlier) and to continue until 31 March 2015. Salary will be on the 
order of $47,000 CAD/year. All or a portion (up to a cap) of moving 
expenses will be covered. This is a Visiting Fellowship in Canadian 
Government Laboratory, which is managed via the National Sciences and 
Engineering Research Council of Canada (NSERC).
