While the majority of the over 30 islands and atolls of the Marshall Islands are in pristine condition, the urban environment of the atoll nation is severely degraded due to a range of issues including overpopulation, intensive infrastructure development, historic lack of environmental oversight, and its naturally vulnerable character. Foreign assistance arrives to the country in great amounts for infrastructure development, including airports, seaports, coastal dredging, reclamation and a variety of other projects. The Agency involved in ensuring the environment is protected, the RMI Environmental Protection Authority, does not currently have the technical capacity or experience to handle the range of development activities. Assistance is sought for a Coastal Environmental Advisor for a range of duties that continue a capacity building process at the organization to build its self-reliance.

Recently, a national coastal management framework for action has been adopted to deal with a range of coastal environment issues. This program includes full Environmental Impact Assessment (EIA) for development projects, development of a Geographic Information System (GIS) for land-use planning, project management, conservation, and development of strategic steps of coastal management including: solid waste, dredging, marine water quality and coastal construction.

A suitable candidate will be experienced in environmental management in coastal areas, preferably small island states, or tropical ecosystems. Flexibility and creativity in the workplace are extremely important to
facilitate the implementation of unique island solutions for unique atoll problems. Located in the capital of the Marshall Islands, Majuro Atoll, the EPA consists of nearly 20 staff members on three urban centers (Majuro, Ebeye and Jaluit Atolls.) Majuro Atoll is populated by roughly 30,000 people on a 30 mile extremely narrow reef rim. Management activities are prioritized in these urban centers and outer islands. Some travel to outer islands is expected, as well as some international travel.

With world attention focused on both the environment and the economy, Environmental Defense Fund is where policymakers and business leaders turn for win-win solutions. This leading green group, founded in 1967, has tripled in size over the past decade by focusing on strong science, uncommon partnerships and market-based approaches. You can be part of a vibrant workplace that welcomes diverse perspectives, talents and contributions, where innovation and a focus on results are a way of life. With programs from Boston to Beijing, Environmental Defense is the only environmental group to receive an A rating from Wired magazine.

Oceans Program: The Oceans Program works to find constructive solutions to the most critical problems threatening the world's marine environments. At the U.S. national and regional levels, our team of scientists, attorneys and economists are tackling land-based sources of ocean pollution and working with fishermen to establish fair and sensible limits on their catch that will allow fisheries to recover. Our Oceans Program focuses on safeguarding marine ecosystems and fisheries in the North and South Atlantic, Gulf of Mexico, Pacific, Europe, the Gulf of California and the Caribbean.

The Gulf of California Sustainable Fisheries Project: This project presents a plan developed in consultation with Mexican and US partners to apply catch shares in a select number of fisheries in the Gulf of California, build a pipeline of candidate fisheries for cultivation and future action, develop the human and institutional resources required for implementation, strengthen the legal and regulatory environment that makes change possible, and explore new ways to finance the costs of transition to sustainability. The effort we propose is a consequence of a groundbreaking partnership with the World Wildlife Fund and Noroeste Sustentable, a local environmental NGO. We have a unique opportunity to bring transformational systemic change to the fisheries sector in Mexico.

Overall Function:

This is a unique and exciting opportunity for a dynamic, multidisciplinary thinker eager to apply economics and financial skills to addressing the problem of unsustainable fishing. This position will be based in La Paz, Mexico.

• Develop and lead training sessions with fishermen and different stakeholders to improve their business vision and processes. Facilitate the development of business plans for fisheries.

• Analyze and help design catch share programs in concert with the Gulf of California fisheries team.

• Work with the team to prepare proposals, reports and project ideas.

• Assist in preparation of proposals, reports and project idea notes on economic, financial and market-related issues related to fisheries in the Gulf of California Fisheries working with fishermen and other stakeholders.

International consultant - Coastal Zone Management Expert, EU/UNDP Black Sea Environment Protection Project
Georgia-Tbilisi, Russia-Moscow, Ukraine-Odessa

A new project is being developed by UNDP within Procurement notice of EuropeAid in the context of the ENPI East Regional Programme (Strategy Paper 2007-2013), which identifies water management as one of its priorities.

This project is considered as Component B of the larger "Protection of freshwater and marine environments in the wider Black Sea region" programme (CRIS N ENPI/2009/021-924). Component A of this initiative is represented by the separate "Environmental protection of International River Basins" project. The two components will be implemented in parallel. Given that most of the trans-boundary rivers of the region discharge into the Black Sea, component A indirectly targets component B. Therefore close coordination between the two components is foreseen.

The present project will contribute to improving regional cooperation and agreements for the protection of the Black Sea, in particular the Convention on the Protection of the Black Sea against Pollution (the Bucharest Convention). The project will strengthen national capacities of the respective national authorities for biological and chemical monitoring of water quality in the Black Sea, help develop protected areas and improve sustainable development of coastal zones.

Relevant results and experiences of previous and ongoing projects will be duly taken into account. Activities will be carried out in Georgia, Russian Federation, and Ukraine. If thematically justified, other countries of the wider Black Sea region (Armenia, Azerbaijan, Moldova and Belarus) could be involved in the project activities.

The project should contribute to the sustainable development of the Black Sea basin by preventing and reducing the input into the sea of pollutants through river or direct discharges and by promoting the sustainable management and/or protection of natural resources, including water resources and biodiversity.

The project will focus on the alignment of partner countries' policies and strategies. Furthermore, activities relating to the specific objective 1 (Monitoring) will take into account convergence with EU water related legislation, in particular the Water Framework Directive (EUWFD) and the EU Marine Strategy Framework Directive (EU MSFD). Activities relating to specific objectives 2 and 3 (Protected Areas and Integrated Coastal Zone Management (ICZM)) will seek to correlate to specific initiatives from the Black Sea Commission (BSC) annual work plans, and support them through pilot projects and other measures.

It is required that significant effort will be put into training and capacity building and that local training institutions are involved. In order to promote ownership, engagement of local experts and organisations is encouraged.
