HDR EOC is currently in need of a Project Manager - Marine Species Monitoring Program for our Norfolk, VA location. The ideal candidate will have project management consulting expertise along with an extensive knowledge of Marine Science emphasizing the effects of underwater sound to marine mammals as well as experience monitoring marine mammal abundance, distribution, and/or behavioral responses to stimuli. This individual must possess excellent communication skills, a demonstrated history of reliability, strong work ethic, solid time management skills, and a demonstrated history of team-oriented performance. This position will assist in a wide range of project management and team support roles with our current clients and expand our client-base in the Norfolk, VA area with an anticipated concentration of work assignments concentrated on the Atlantic Ocean and Gulf of Mexico areas but also including the Pacific Ocean region from California to Guam and northward to the Gulf of Alaska. Travel up to 25% may be required.
Masters Degree in Marine Biology or a related field strongly preferred.

Responsibilities:
A person with academic training in biological, earth, physical sciences, geography or spatial ecology is needed for a full-time contract position with the National Oceanic and Atmospheric Administration's (NOAA) Center for Coastal Monitoring and Assessment (CCMA) Biogeography Branch. The Branch conducts ecological studies that map, characterize, assess, and model the spatial distributions and movements of estuarine and marine organisms across habitats throughout the United States and Island Territories. Applicants should have demonstrated experience in conducting spatial analysis in ESRI ArcGIS, and should be available for frequent travel to conduct ship-based mapping missions for periods of two to three weeks. Experience with Hypack/Hysweep, Konsgberg and Reson multibeam systems; NOAA Hydrographic Specifications and Deliverables; and habitat mapping are also desirable. This position is a fixed-term academic staff appointment with Cooperative Extension, a division of the University of Wisconsin-Extension (UWEX). Reappointment to this position after the initial term is dependent upon availability of funding and performance.
Position Background and Purpose:
The LSNERR Monitoring Coordinator (MC) provides lead oversight for the System Wide Monitoring Program (SWMP) as well as other LSNERR water quality monitoring programs and volunteer programs. The MC collects, compiles, analyses, and reports on water quality trends and plans monitoring projects. The MC will work extensively with the LSNERR geographic information system (GIS).
The Lake Superior National Estuarine Research Reserve is one of 28 research reserves in the National Estuarine Research Reserve System (http://www.nerrs.noaa.gov/) and is the only NERR located in Wisconsin within NOAA's Lake Superior Biogeographical Region. The 16,697-acre LSNERR exists today because of a number of innovative partnerships. The National Oceanic and Atmospheric Administration (NOAA) provides federal funds to the State of Wisconsin through the University of Wisconsin-Extension (UWEX), the State's designated lead agency. In another partnership, the LSNERR has a physical presence on the University of Wisconsin Superior campus and LSNERR staff members are appointed through either UWEX or University of Wisconsin Superior.
The LSNERR Monitoring Coordinator manages the water quality monitoring program including the NERR System-Wide Monitoring Program (SWMP). The successful candidate will work extensively with the LSNERR GIS. The MC will be supervised by the LSNERR Research Coordinator. The MC will work closely with the LSNERR Education and Coastal Training Program Coordinators to provide oversight of the volunteer program, LSNERR student interns/fellows, and support of special events. This position provides excellent service and communication with the public and governmental entities by working collaboratively and respectfully to provide needed information. It also works to increase public awareness of LSNERR and its programs, and to build public support.
This position plays a central role in managing a status and trends monitoring framework that will help coordinate science and management information pertaining primarily to natural resource management partners. This position also coordinates the design and management of a LSNERR geodatabase that will serve as the primary digital archive of information focused on the St. Louis River Estuary. Prudent design and implementation of the monitoring framework and database will ensure the efficient, cost effective acquisition of relevant information and will provide long term security for irreplaceable data.
Monitoring information collected by this position is used to determine the response of the ecosystem to restoration projects and other management actions and to determine if existing rules and regulations and management measures adequately protect the natural integrity of coastal ecosystems particularly the St. Louis River ecosystem The relevance of the information in the monitoring framework and database is also linked to its use by coastal managers, educators and scientists.
Primary Duties/Essential Job Functions: The LSNERR Monitoring Coordinator will oversee the System Wide Monitoring Program as well as other LSNERR water quality monitoring and volunteer programs. The EC will work independently (under the direction of the Research Coordinator) and with members of the LSNERR staff and volunteers involved in monitoring activities. This position is responsible for collection, analysis, QA/QC, and reporting of water quality data collected by LSNERR programs (e.g., SWMP) and by others. This position is responsible for the training of volunteers and instructors associated with the programs and services offered by the Reserve.
70% Collect, compile, analyze and submit water quality data and metadata. Tasks include: calibration and installation of water quality datasondes at field sites; download, compile, assure, document, and submit data; summarize and prepare reports. Complete and collect weather station data and metadata. Assist with coordinating, monitoring, and installing telemetry systems. Analyze data and submit report on monthly volunteer monitoring program.
20% Collaborate with appropriate personnel on applicable projects for further research and study. Assist in partner research/ monitoring projects. Attend related workshops and meetings; conduct presentations as needed.
10% Train and maintain volunteer base. Train adult leaders, staff, students, and instructors associated with LSNERR programs and services offered by the Reserve.
Other Required Job Duties and Responsibilities:
Design, test, refine, and implement an ecological indicators / status and trends monitoring framework for the LSNERR project area and St. Louis River watershed to acquire, archive, and summarize information related to the management of coastal watersheds
Coordinate and conduct post restoration treatment monitoring
Coordinate and conduct status and trends monitoring and compliance monitoring on behalf of the LSNERR program
Participate in and lead (as necessary), project coordination meetings, proposal development, report preparation, technical assistance

Working Conditions: The working conditions for this position include all of the following: outdoors work in a range of uncontrolled work-environment conditions including over-water and in-water work in field settings; all weather conditions; remote settings; night work; work on platforms, in unconsolidated sediments, and where unstable footing exists; work environments in which stinging insects, animals, heavy vegetation and slopes are present. The work environment also exposes workers to regular public contact, vessel use, heavy machinery activity, laboratory equipment and chemical materials, as well as light industrial shop settings. Periodic out-of-town travel, often requiring overnight stays, is required. The position duties also involve work at a conventional office desk workstation, potentially for extended periods of time. The MC will work with children (minors). The MC is primarily responsible for the personal safety of large groups of people in remote regions of the Reserve on trails, and in vehicles and boats. The MC will occasionally work during evenings and weekends.

Voolstra at the Red Sea Research Center of the King Abdullah University of Science and Technology (KAUST) and will be mainly responsible for the generation of high quality sequencing libraries from marine samples. The 'Sea Ice Physics' section at the AWI analyses the role of sea ice within the climate system, reasons for change within the sea ice, its impacts on the oceanic and atmospheric circulation, as well as on biological processes in the sea and sea ice. The work is backed up by remote sensing, direct observations and numerical models. The research activities are closely linked with those of other European institutes.
The Alfred-Wegener-Institute for Polar and Marine Research offers two positions for scientists at the 'Sea Ice Physics' section of the Climate Sciences division.

Tasks: The applicant should contribute to the forecasting of sea ice properties of the Arctic Ocean in order to advance ice-routing advice for shipping in ice covered seas. OVERALL PURPOSE OF JOB
Malta holds internationally important breeding populations of Yelkouan Shearwater (Puffinus yelkouan),
Cory's Shearwater (Calonectris diomedea) and the Mediterranean sub-species of the European Storm-petrel (Hydrobates pelagicus melitensis). Puffinus yelkouan has recently been upgraded on the IUCN Red List to 'Near Threatened', while Calonectris diomedea is listed on the same IUCN Red List as 'Vulnerable'. Hydrobates pelagicus is currently listed as 'Least Concern', but according to new research and a recent publication (Van de Berg 2008) there is the possibility that this species will be split, and the Mediterranean population would be re-classified as the Mediterranean Storm-petrel Hydrobates melitensis. If this is the case, then Malta would hold over 50% of the known world population of this species. All three species are listed as Annex 1 species under the EU Birds Directive.
All European Union (EU) countries have an obligation to designate Marine Special Protection Areas (SPAs), with the original deadline for designation of sites being 2008. The EU member states and the
European Commission agreed that if sites were not designated by the deadline, then by mid-2008 there should have been a clear identification of additional scientific work that would be required for full completion of the Marine Natura 2000 network and a clear time frame for how this would be achieved.
The main objective of this project is to create an inventory of Marine IBAs for these three species breeding in Malta, thus allowing the Maltese government to fulfill its European obligations for the creation of Marine SPAs by 2016.
MAIN DUTIES
Administration
1. Establish and maintain the administration systems necessary for running the LIFE Project, particularly the accounting and reporting systems and the preparation and monitoring of budgets.
2. Inform and advise the project Steering Group on project progress. Service the Steering Group meetings.
3. Prepare reports for the project Steering Group and Partner Managers.
4. Prepare reports for the European Commission. Liaise as appropriate with the RSPB and SPEA International staff for support and advice.
5. Ensure good communication within and between the different partner organisations.
Coordination
1. To deliver the Project according to contractual terms or agreed variation, by planning and progressing the Project Tasks using suitable project management and monitoring techniques as necessary and appropriate. Project Manager is expected to be fully aware of all deliverables, timing & resourcing; ensuring that they are actioned or a formal agreement is made for a contractual change.
2. To ensure that suitable budgeting and resource planning is set up within each and all Partner organisations for the duration of the Project
3. To coordinate the Project Team to carry out Project tasks as required
. ensures that the Project Team members are aware of their roles, tasks and responsibilities within the team and that each person has a suitable overview of the whole project to appreciate where their role fits in to the overall picture.

4. Develop contacts with media and foster positive media coverage during the duration of the project.
5. Oversee the completion of A Best Practice Guide for the recreational sector (e.g. rock climbing and abseiling groups)

Overall Function:
Environmental Defense Fund is currently seeking a Conservation Finance Specialist to serve in a key leadership and research role within EDF's Oceans team in La Paz, BCS Mexico.
The Finance Specialist will work with the Mexico team and others in the Oceans Program to catalyze the development of new business management, market and financial initiatives in Gulf of California fisheries to support the transition to catch shares in Mexico. Its mission is to influence, encourage and assist societies throughout the world to conserve the integrity and diversity of nature and to ensure that any use of natural resources is equitable and ecologically sustainable. Within the framework of global conventions IUCN has helped over 75 countries to prepare and implement national conservation and biodiversity strategies. IUCN Eastern and Southern Africa Regional Office (ESARO) have thematic programmes (and Water and Wetlands is one of them) with projects spreading across twenty three countries in the Horn of Africa, Eastern Africa, Southern Africa and the Western Indian Ocean. One of the projects that IUCN is implementing (within its Water and Wetlands Programme) is the Global Water Initiative (GWI). GWI is being funded by the Howard G. Buffett Foundation and was developed in September 2006 with the aim of 'ensuring that vulnerable populations world-wide have reliable access to clean water in such a way that their dignity, rights, culture and natural environment are not negatively impacted'. The goal of the initiative is to support Integrated Water Resources Management (IWRM) programs through 3 strategic objectives: Good Governance to improve local and community governance and the enabling policy framework; Sustainable Multiple Uses of Water which includes efficient, effective and equitable domestic and productive uses of water, sanitation, hygiene, and watershed management; and Risk Management so that vulnerable rural communities have increased resilience to water-related shocks.
The project is implemented through a partnership arrangement amongst key organizations in three geographic clusters: Eastern Africa, Western Africa and Central America. In Eastern Africa the program operates in Ethiopia, Kenya, Tanzania and Uganda and is being coordinated by a Regional Programme Director based in CARE Offices in Addis Ababa, Ethiopia. In Kenya, the partners are: International Union for Conservation of Nature (IUCN), Cooperative for Assistance and Relief Everywhere (CARE), Catholic Relief Services (CRS) and Action Against Hunger (AAH). The project is being implemented in the Lower Tana River Basin under the coordination of a National Coordinator, housed by CRS. The 1st three-year phase of the project took place between October 2008 and September 2011 and the 2nd three-year phase is scheduled for October 2011 to September 2014. The 2nd phase while will build on the experiences to date, will put emphasis on policy influencing, advocacy and research.
OVERALL RESPONSIBILITIES
The Project Officer will provide technical, managerial and administrative support to the IUCN GWI Kenya Project. Specifically the Project Officer will:
1. Project implementation
a. Coordinate and support the implementation of a strategy for policy influencing and advocacy for the GWI partners on IWRM and development for improved livelihoods of local communities;
b. Document, package and disseminate the information and or lessons from the project to a wider audience for awareness, advocacy and policy influencing;
c. Manage the production of the project outputs (studies, reports, policy briefs, etc), including coordinating layout and design appropriately for specific audiences;
2. Project administration
a. Assist with the development and administration of annual work-plans, budgets, internal agreements, contracts and production of progress reports as required by IUCN and collaborating partners;

1 Major Functions
This post will drive forward IUCN's work within the Global Water Initiative and other projects addressing Water Resources Management issues in the Pangani Basin. The post-holder will ensure IUCN plays a key role in particular, to:

2.0 Duties and responsibilities of a Post Holder
Strategy
• Provide leadership for, and ensure a strategic approach to, IUCN-Tanzania's work in the Pangani Basin on testing, demonstrating and informing water resource management policy and practice.

• Develop and implement an effective monitoring and evaluation plan for IUCN's work in the Pangani with a strong focus on measuring and delivering conservation and livelihood outcomes and impacts.
Advocacy
• Develop and lead the delivery of a coordinated advocacy strategy (linking to other priority programmes as necessary) on public and private policy linked to basin projects, especially with respect to water security, climate change adaptation and water stewardship.
• Maintain and build relationships and formal partnerships with targeted champions in Tanzanian based companies, government and interest groups; and, with this set of champions, begin to influence business practice and public policy on water use, management, corporate risk and water management.
• Actively engage with Government offices, research institutes (Universities) and businesses in driving forward IUCN's water security and stewardship agenda in Tanzania.
Technical and Financial Leadership and Coordination
• Strategic support, management and technical guidance for river basin projects being implemented in Pangani Basin;
• The post holder will assist the Regional Coordinator for Water and Wetlands to monitor and manage IUCN budget, as well as direct responsibility for delivery of IUCN's contribution and budget to the GWI Tanzania Programe in Pangani Basin and other projects as they are developed. In addition, the post holder will be responsible to support innovation, communications and advocacy.
Project Management
• Develop project concepts, prepare budgets and work-plans, manage contracts and timely reports to donors and IUCN's senior management to a high standard.
Fundraising and Communications
• Information and expertise needed to support IUCN's and GWI communications and fundraising efforts.
• Work with colleagues to develop an effective approach to communications that supports programmatic objectives and promotes GWI Tanzania program as a key contributor in the field; and represent the program in a variety of policy fora such as conferences and meetings and in media interviews - including building GWI presence and visibility in key regional water fora
• Ensure lessons, stories and experiences are documented as appropriate and exchanged with colleagues in Tanzania and other IUCN and GWI partner offices around the world.
• Support fundraising efforts for implementation of the strategy
• Provide pro-active and constructive support to related regional and global programmatic work including IUCN's Water and Wetlands programme, and work on climate adaptation.
Knowledge:
a) A first and/or higher degree in a relevant subject such as integrated water resource management, hydrology, hydrogeology, an environmental subject, business studies/administration, political science, economics, or, civil engineering, or any other relevant qualifications.
b) A deep understanding of water management issues, especially around water rights, climate change adaptation, infrastructure development, agriculture and ecosystem conservation.
c) Strong policy analysis and strategic thinking skills - someone with a track record of successfully influencing policy debates through making alliances and through private and public communications.
d) A track record of constructive advocacy with senior decision-makers and of influencing the outcomes of policy debates.
e) Knowledge of issues relating to sustainability of community institutions for water supply and management.

OVERALL RESPONSIBILITIES
This post will drive forward IUCN's work within the Global Water Initiative and other projects addressing Water Resources Management issues in the Pangani Basin. The aim is to support public and private policy that promotes better water management across Tanzania and, in conjunction with other IUCN's partners and offices, across Eastern and Southern Africa. The post-holder will support the project officer in ensuring IUCN plays a key role in:
1. Encourage and support adaptation to climate change;
2. Promote better livelihood practices that support the maintenance of healthy rivers and the restoration/maintenance of environmental flows;
3. Develop, test and share lessons that will advocate for sustainable livelihoods of natural resource dependent communities;
4. Monitor, document and inform policy, activity design, implementation of project activities;
5. Support communities, project partners, businesses and governments to develop and implement appropriate law and policy; and
6. Ensure the protection and wise use of the most important wetlands for biodiversity.
Key responsibilities:
1. Support the timely implementation of IUCN activities within the GWI Tanzania and other projects as they are developed
2. Together with the Pangani Project Officer and partners develop and administer annual work-plans, budgets, internal agreements, contracts and progress reports.
3. Support the project officer on delivering on the policy and advocacy strategy within GWI
4. Work with PBWB, water user associations and other water governance structures to strengthen capacity and knowledge on IWRM and climate change.
5. Provide technical, managerial and administrative support and facilitation to project activities and ensure quality outputs.
6. Assist the Pangani Project Officer, relevant IUCN officers and collaborating partners, identify and select consultants following acceptable and agreed procurement practices,
7. Assist in overseeing and developing the relationships between IUCN and its donors for GWI and other projects in Pangani, ensuring that donors are appraised of and satisfied with project progress
8. Ensure the coding, collection, collation, reporting, organization, and archiving of all project data and documents
9. In consultation with the Project Officer and collaborating partners, develop and implement tools, systems and procedures for effective planning, monitoring, evaluation and reporting of project activities;
