Technical consultant on Payment for Marine Ecosystem Services

General Objective:
Comunidad and Biodiversidad, A.C. (a Mexican NGO) is looking for a technical consultant that supports their work in partnership with the MARES Program of Forest Trends (an NGO based in Washington, D.C.) to explore the use of pilot schemes of marine payment for ecosystem services (PES) in the Puerto Morelos Marine Park, Quintana Roo, as part of a general strategy for conserving the Mesoamerican Coral Reef in Mexico.

Scope:
The consultancy will provide baseline economic information on a new marine restoration zone (no-take zone) for ecosystem restoration that was proposed by the fishing cooperative in Puerto Morelos. The information will assist our team, made up of project managers, fishers, eco-tourism providers, and marine park authorities, in the design and use of innovative financial mechanisms that help to offset the opportunity and operational cost of implementing this restoration zone. The project must be designed and implemented keeping in mind its future application to other sites along the coast of Quintana Roo.

Activities of the consultant will include:
. Analysis of current costs and profits to the fishing cooperative in their general fishing areas and in the restoration zone.
. Analysis of the expected operational cost of the proposed restoration zone (monitoring, surveillance, research, among other possible costs).
. Analysis of the economic benefits predicted to be obtained by the tourism sector of Cancún and Puerto Morelos, in tourist activities such as snorkeling and SCUBA diving inside and outside the restoration zone, in coordination with marine experts.
. Design and apply a survey to explore Puerto Morelos tourist sector's willingness to invest (share the operational and opportunity costs) in the restoration zone, including variables such as beach and underwater experience in their visit to Puerto Morelos and surrounding areas.

It is expected that the consultant will carry out field work to obtain primary data and existing information to support the above analysis, involving contact with fishers, tourist operators, tourists, hotel operators and owners, governmental officials, researchers, and other appropriate social actors in Puerto Morelos and in other areas of Quintana Roo. The consultant is also expected to provide a full report detailing the above-stated analyses and a copy of the raw data upon completion of the consultancy.

Qualifications and competencies required:
a) Academic background
An academic background in economics, with a master or postgraduate degree in environmental economics and skills in survey techniques is preferred.

b)Work experience
We are looking for a professional with proven experience in the use of economic incentives for management and conservation that is willing to take on the challenge to use this expertise in the relatively new field of payment for marine ecosystem services. Knowledge of marine conservation is an advantage.

c) Language
Fluency in speaking and writing in Spanish is essential. As communication and reports with Forest Trends and its partners will be in English, it is important that the candidate also demonstrates capacity to communicate and write in this language.

d) Competencies

- Ability to work well as part of a team

Working conditions:
The consultant will be based in Cancún, Quintana Roo, México. COBI will facilitate working space in COBI's regional office in Cancun, and will provide initial contacts and guidance related to the project.

Timing:
The expected period to complete this consultancy is six months, starting in July 2011.
There is a possibility to extend this consultancy to the first half of 2012, as further phases of this project develop, funding permitting, and even to help develop further PES work elsewhere in Mexico.

Salaries:
Salary is competitive with salaries in the region and according to the proven capacities and experience of the consultant.

Background
The Caribbean Large Marine Ecosystem (CLME) is a project developed by IOCARIBE of IOC(UNESCO) Members States in their quest for new approaches to cope with managing their transboundary marine resources. The focus of the UNDP-GEF intervention will be on assisting the Caribbean countries to improve the management of their shared living marine resources, most of which are considered to be fully or over exploited, through an ecosystem-based approach. A preliminary Transboundary Diagnostic Analysis (TDA) identified three priority transboundary problems that affect the Caribbean Large Marine Ecosystem (CLME): unsustainable exploitation of fish and other living resources, habitat degradation and community modification, and pollution.  The final TDA will serve as the science basis for development of an agreed program of priority interventions towards sustaining the LME - a Strategic Action Programme (SAP) -
including governance reforms, conservation measures and pollution control. The proposed project will facilitate the strengthening of fishery governance in the Caribbean at the regional, sub-regional and national levels by working with existing structures, strengthening horizontal and vertical linkages both politically and technically.

To assist this process, the project will create an integrated information management system bringing together congruent fisheries, biological, pollution and socio-economic data and information as powerful management tool. Similarly, a monitoring and evaluation framework and a Regional Monitoring Environmental Programme will be developed. Pilot projects on specific transboundary fisheries (spiny lobster and reef fisheries) will trial governance models at the local, national and sub-regional levels and provide additional knowledge on means of applying ecosystem based approaches to fisheries management and determining the fisheries' socio-economic importance and sensitivities. Duties and Responsibilities The Regional Project Coordinator (RPC) shall be responsible for the overall coordination of all aspects of the UNDP-GEF, IOC of UNESCO CLME project. He/she shall liaise directly with designated officials of the
Participating Countries, other Members of the PSC, the Implementing Agency, the Executing Agency, UNDP Country Offices, existing and potential additional project donors, and others as deemed appropriate and necessary by the PSC or by the  RPC him/her self. The  RPC will also be responsible for the management of the project as well as for the delivery of a number of technical activities.  The budget and associated work plan will provide guidance on the day-to-day implementation based on the approved Project Document and on the integration of the various donor funded parallel initiatives. The RPC will be responsible for oversight of the pilot projects, and will provide guidance and orientation with a view to ensuring that these are fully aligned and harmonized with work undertaken within the main project. He/she shall be responsible for delivery of all substantive, managerial and financial reports from and on behalf of
the Project. He/she will provide overall supervision for all staff in the Program Coordination Unit, as well as guiding and supervising all external policy relations, especially those related to other Projects within the CLME Project.

General responsibilities of the RPC include:
Directly supervise the day to day work of the PCU through a team consisting of professional, technical and administrative staff;

Prepare an Operational Work Plan for the duration of the project and corresponding Annual Work Plans based on the Project Document and inception report, under the general supervision of the Project Steering Committee and in close consultation and coordination with related Projects, National Focal Points, GEF Partners and relevant donors;
Coordinate and monitor the activities described in the work plan;
Coordinate the SAP development process and oversee the Governance Framework development;
Oversee implementation of the pilot projects, supervise the collection and analysis of lessons learned and best practices, and design replication strategies;
Organize and supervise all reporting activities to the GEF, Implementing and Executing agencies,
ensuring adherence to the Agencies' administrative, financial and technical reporting requirements;
Ensure project compliance with all UN and GEF policies, regulations and procedures, as well as
reporting requirements;
Ensure consistency between the various program elements and related activities provided or funded by other donor organizations;
Prepare and oversee the development of Terms of Reference for consultants and contractors;
Coordinate and oversee preparation of the substantive and operational reports from the Program,
including the revised TDA;
Promote the Project and seek opportunities to leverage  additional co-funding; and
Represent the Project at meetings and other project related fora within the region and globally, as required.

Administrative responsibilities of the RPC include:
Oversee and manage project finances and including approval of all administrative and financial reports, external communications and travel requests, as well as the acquisition of equipment, goods and services;
Manage the PCU, its staff, budget, in line with UNOPS/UN rules and regulations;
Keep the Steering Committee informed of project development including through the organization of Steering Committee meetings;
Prepare the  agenda and all technical background documentation, in consultation with other partners, for Steering Committee meetings, acts as Secretary to the SC meetings.



Required Selection Criteria Competencies:
Effective oral and written presentation skills. Experience in administration of budget and human resources management required. Good professional knowledge of main office computer applications desired.

Education/Experience/Language
Master degree  or equivalent degree  in the Marine Sciences, Environmental Management, Natural Resources Management or a directly related field (e.g. fisheries management, etc.) At least ten years experience in fields related to the assignment at national and international levels.



**  Demonstrated experience in management of multi-disciplinary projects, preferably of bi-national or regional scope, including team-building skills. Demonstrated diplomatic, interpersonal, networking and negotiating skills. Familiarity with the goals and procedures of international organizations, in particular those of the GEF and its partners (UNDP, UNEP, the World Bank, IOC of UNESCO and regional organizations related to Project activities, and currently identified Project donors). Previous work experience in one or more of the participating countries, and previous work experience in the region on issues related to the Project will be very favorably considered.
English, Spanish and French are the working languages of the participating countries. For the post fluency in oral and written English is a requirement. Knowledge of Spanish and French is an asset.

** First University degree in combination with 2 additional years of relevant work experience maybe considered in lieu of the Master's degree requirement.

The mission of the Environment Program is to promote policies and practices that protect the global atmosphere, preserve healthy forests and marine ecosystems.



For the past two decades, the Environment Group of The Pew Charitable Trusts has been a major force in driving conservation policy in the United States, and increasingly internationally. The group's work is focused on reducing the scope and severity of three major global environmental problems:



 *   Dramatic changes to the Earth's climate brought about by the increasing concentration of greenhouse gases in the planet's atmosphere;
 *   The erosion of large wilderness ecosystems that contain a great part of the world's remaining biodiversity; and
 *   The destruction of the world's marine environment, with a particular emphasis on global fisheries.



Ending Overfishing in the Southeastern United States Campaign Overview

Congress amended the Magnuson-Stevens Fishery Conservation and Management Act (MSA) in December 2006.  This set in motion a federal rulemaking process that will, in turn, guide a new series of regional management actions to end and prevent overfishing and restore depleted populations. The goal of this project is to play a lead role in working with the South Atlantic, Gulf of Mexico and Caribbean Fishery Management Councils, the National Marine Fisheries Service and other stakeholders to establish science-based annual catch limits and accountability measures by 2010 for fisheries with species currently subjected to overfishing and by 2011 for all other fisheries.

In the South Atlantic region (NC, SC, GA and FL), 10 species have been subject to chronic overfishing, all in the snapper grouper fishery.  Many of these fish are usually caught in deep water which makes their management challenging because they often do not survive being caught and returned to the water.  In December 2009, the SAFMC approved measures to address overfishing for nine species. Red snapper has been the subject of a separate, hotly debated recovery plan that received initial approval in June 2010. However, a new stock assessment is under way and the plan is subject to change depending upon the results. The campaign is also working with the Council to develop annual catch limits and accountability measures to prevent overfishing of the dozens of additional species under its jurisdiction.

In the U.S. Virgin Islands and Puerto Rico, 35 fish species are at dangerously low population levels. Fish species have been declining at about 5 percent annually, and overfishing has been linked to the decline of coral reefs. The council is developing rules to set annual catch limits and accountability measures for the nearly three dozen species. The campaign is partnering with the Virgin Islands Conservation Society for on-the-ground outreach, and after years of discussions dominated by fishing interests, the campaign's involvement is finally helping to round out the debate.  The Council is poised to adopt new rules by the end of this year.



The Gulf Council has a long history of ignoring scientific recommendations and setting catch limits too high. Three Gulf species-gag grouper, greater amberjack and gray triggerfish-have low population levels and unsustainably high fishing rates. Significant cuts in gag grouper fishing are under consideration, and catch limits for greater amberjack and gray triggerfish have been adopted. Red snapper fishing rates have stabilized for the first time in decades, and though the population is recovering, it is much smaller than the target set by managers to ensure its sustainability. The campaign is working on policies to make sure catch levels are set appropriately using the best science and that fishermen stay within quotas - a problem plaguing red snapper's recovery. The campaign also is working with the council on comprehensive rules for sustainable management of about 50 more species ranging from cobia to all other groupers and snappers.



Position Overview

The Senior Associate, Ending Overfishing in the Southeast U.S. is based in the southeast U.S.  The person in this position will be responsible for developing and implementing strategies to build strong relationships with state, regional and federal policy-makers to advance the objectives of the Ending Overfishing in the Southeast campaign.  This includes engaging policymakers and their staff directly, coordinating input from stakeholders, and working with the Campaign Manager and Communications Manager to generate positive media coverage. The ideal candidate will have an established network of contacts in the southeast region, experience with or knowledge of fisheries issues and a sophisticated understanding of regional politics.  The person in this position will report to the Manager, Ending Overfishing in the Southeast, and will work primarily from a home office in the Florida.

The individual in this position will travel frequently (approximately 1-2 times per month) throughout the Southeastern states and Washington, DC. The Ending Overfishing in the Southeast program was initiated in August 2008 and is designed as a 3 year effort, with the possibility of renewal subject to review by the Pew Charitable Trusts Board of Directors. This position is currently approved through June 2011.

Responsibilities:

 *   Develop and maintain a network of contacts that includes state agency officials and commissioners responsible for managing marine fisheries, state elected officials, members of Congress and fisheries stakeholders in the southeast region.
 *   Leverage relationships with key stakeholders to build support for campaign initiatives.
 *   Monitor and inform campaign staff of critical legislative and regulatory activities that may have an impact on campaign initiatives.
 *   Work with campaign staff to deliver resolutions, letters, emails, phone calls and other demonstrations of public support for campaign objectives to key decision-makers.
 *   Coordinate and participate in both D.C. and district office meetings with decision-makers by campaign partners and staff from the region.
 *   Track the campaign's advocacy activities to ensure a coordinated approach across the region and counsel the campaign on advocacy related efforts.
 *   Maintain regular contact and coordination with Washington DC-based PEG federal fisheries, field and government relations staff and with partner organizations and consultants.
 *   Provide general support to the Southeast overfishing campaign team including drafting materials, strategy development, substantive expertise, research, environmental community coordination, and constituency-specific organizing.
 *   Help secure positive media coverage of the campaign.
 *   Occasionally represent the Pew Environment Group and this campaign before Congress, southeast state government officials, federal administration officials, and the media.

Requirements:

Four to eight years of related experience.  Experience in at least two of the following areas is required:  public policy advocacy, organizing, generating media coverage, project management, and engaging policymakers.

 *   College degree required.  Advanced degree or equivalent experience preferred.
 *   Able to leverage relationships to influence positive outcomes. Politically astute and media-savvy.
 *   Excellent written and oral communications skills, including an ease in briefly summarizing the essence of issues and the means to address them.  Clear, effective writing style.
 *   Strong interpersonal skills; able to develop and manage productive relationships with staff, consultants, partners and others who contribute to the campaign.
 *   Exhibit skills of diplomacy. Able to work productively with a wide array of different people and institutions that may disagree with and are in competition with one another.  Excellent listening skills. Highly articulate.
 *   Strong understanding of how to achieve campaign objectives by influencing others and anticipating possible outcomes. The ability to read nuances of meaning accurately.
 *   Seasoned judgment, able to make decisions, justify recommendations, and be responsive, clear and firm with colleagues and partners.
 *   A detail-oriented style with a focus on results.  Ability to meet multiple deadlines by maintaining a high level of organization. Able to develop and move projects forward with independence and autonomy, yet work in a cooperative spirit in a multi-disciplinary team.
 *   Available outside normal business hours when essential to organizational or campaign priorities.

Travel

The individual in this position will travel frequently throughout the Southeastern U.S. including occasional trips, as necessary, to Washington, DC for meetings with federal policy-makers as well as PCT's Philadelphia, PA and Washington, DC offices.

The Fisheries Department of the Falkland Islands Government invites applications for the post of Fisheries Stock Assessment Scientist. The contract is initially for two years with the possibility of extension by mutual agreement. Candidates should have the ability to apply standard fish stock assessment techniques and develop new approaches for fishery management on the basis of the assessments. The successful applicant will be expected to contribute to the scientific work of the department. Candidates should be capable of working as part of a small, dedicated team and be prepared to fill a flexible role.



Candidates should ideally be qualified to PhD level in an appropriate fisheries, mathematical or biological discipline with at least two years' experience in fisheries stock assessment or other relevant discipline, such as population dynamics. A high level of competence with computers and modern statistical methods is essential. The salary level will depend on the candidate's experience and qualifications.

The Marine Environmental Research Institute (MERI) is seeking a highly organized, experienced individual with excellent writing, technical and graphics skills to fill the position of Communications Assistant at the MERI Center for Marine Studies in Blue Hill, Maine.

Job Description
*                     With oversight from senior staff, communications consultants and the marketing firm, maintain the MERI website, including writing and editing text, selecting appropriate graphics and visual content, designing layout, and serving as webmaster for the organization.
*                     Produce and oversee MERI external electronic communications, including maintenance of email lists, sending email blasts and electronic newsletters, administering MERI's Facebook page, and developing other social media outreach for the organization.
*                     Provide graphics and technical support for all MERI departments for electronic and printed materials, including emails, flyers, advertisements and brochures; produce PowerPoint presentations.

Post Doctoral Associate, University of the Virgin Islands

Description:
The incumbent will work on a project to be determined jointly with and approved by the team leaders of the ICCE research thrust using information from the Center for Marine and Environmental Studies (CMES) long-term data sets. These include data from the Coral Monitoring program (including spatial/temporal data on fishes and invertebrates), oceanographic data (ADCP current speed, direction and some wave properties, CTD, and thermistor and fluorescence). Ideally the data will be used to answer scientific questions and hypotheses in the area of bio-physical coupled systems, impact of climate change on tropical ecosystems, ecosystem stability, etc. Along with utilizing the existing data set, the project should include experimentation and/or simulation modeling. The incumbent will work as part of the research team at CMES and will contribute to the continued development of the research program at CMES, with the Virgin Islands - Experimental Program to Stimulate Competitive Research (VI-EPSCoR) research thrust of Integrated Caribbean Coastal Ecosystems (ICCE) as the basis to the research program.

Qualifications:
Ph.D. in oceanography (biological, chemical, geological or physical) plus strong quantitative and computational skills. Desired experience include, but not limited to data acquisition and processing, ocean modeling, oceanographic instrumentation and numerical techniques.

Post-doc position in reef fish macro-ecology, GASPAR
Banyuls /mer - France

Background
This position is part of the GASPAR program and financed by the FRB ("Fondation pour la Recherche sur la Biodiversite" -- a French State Organization). The aim of GASPAR is the macro-ecological analysis of reef fish assemblages on a world-wide scale in order to understand their major functioning principles. The scientific program may be asked to M.Kulbicki (michel.kulbicki at ird.fr). This program is based on the principle of several meetings a year at the CESAB center (in France) during which the members of this program brainstorm on the questions and hypotheses in order to produce scientific information (mainly analytical and synthetic articles) and build a database which will be made freely available to the scientific community at the end of the program.

Skills
The candidate should be (ideally) skilled in the following domains: (a) theoretical ecology or community ecology; (b) statistics; (c) databases; (d) GIS. Fluent English is required; French is not required but would be advantageous. The role will consist of: (1) organizing a database which will compile information on the diversity of reef fishes from a wide selection of sites across the world, on their life-history traits, and on environmental factors. These data will originate from the members of the program and from existing international databases; (2) preparation of the meetings in order to facilitate the writing of analytical and synthesis articles on the macro-ecology of reef fishes. This preparation entails statistical pre-analyses, maps and the compilation of important references; (3) participation in the coordination of the project, in particular by liaising between the partners of this program; (4) contribute to the writing of scientific articles issued from this work.

The candidate will work with some of the best specialist in coral reef fish ecology. A number of high impact factor scientific articles are expected from this program, to which the candidate will be associated and in some instances be first author (depending on the degree of involvement). There should be also opportunities to attend international meetings and to meet renowned scientists in the field of reef ecology.

Contract duration and salary
The post-doc will be based at the "Laboratoire Arago" in Banyuls/mer (France --http://www.obs-banyuls.fr/) and will be under the supervision of Michel Kulbicki, the person in charge of the GASPAR program.

The contract is for 30 months and will start in July 2011. The net monthly pay will be around 1900 euros, this amount varying slightly according to the social security and welfare costs.
