Position Description
The Coastal States Organization (CSO) seeks a Director of Government Relations. CSO is a small, 501(c) 4 not-for-profit, non-partisan organization founded in 1970. CSO represents the interests of the Governors of the nation's 35 coastal States and Territories on legislative, regulatory, policy and program matters related to coastal and ocean resources. The Director of Government Relations is responsible for the following.
Strategy and Advocacy:
· Work with the Executive Director and the Governing Board to develop and implement strategic goals for Congressional and federal agency relations.
· Represent the interests of the coastal states and territories before Congress, federal agencies, non-governmental organizations, and industry.
· Advocate and develop robust Congressional support for federal appropriation priorities and legislation such as the Coastal Zone Management Act, regional ocean governance, climate change, coastal hazards, coral reef conservation, energy facility siting, public access, OCS revenue sharing, and other issues of coastal and ocean policy.
· Build coalitions of interest groups to advance major federal coastal and ocean policy initiatives by developing a network of influential people and organizations at the national, state and local level that understand and support mutually beneficial goals.
Board Relations
· Assist the states in developing and articulating consensus-based policy decisions.
· Work with the Executive Committee and the Board to ensure active and participating Board members on federal legislation and administrative matters.
· Work with the Executive Director and Board members to determine which work groups are needed to address emerging policy issues, develop clear tasks for the work groups that advance CSO's goals, and solicit state membership and active participation in the work groups.
Other
· Help plan, organize and prepare Executive Committee and Board meetings.
· Oversee and contribute to grant-funded projects as needed.
· Assist Executive Director as needed on organizational management.
Qualifications
· Five to seven years of government relations experience required.
· Master's degree or equivalent required.
· Experience and knowledge in federal governmental affairs and advocacy.
· Excellent communications and interpersonal skills, including both written and oral presentations.
· Effective personal management style compatible with small office environment, including ability to coordinate and set priorities among multiple tasks, meeting deadlines, working as a team on small or large tasks, and supervising and motivating a small staff of professionals and contractors.
· Enthusiasm for the CSO mission and energy and commitment to achieving the strategic goals of the Organization.

The Chief Operating Officer (COO) will work with GMRI's President and Management Team to implement GMRI's strategic plan. Over the next five years, the COO will play a central leadership role taking GMRI from start-up to nationally recognized leader across three fields: marine science, science education, and community development. More important, the COO will focus GMRI on maximizing its impact as a catalyst.
The COO will supervise four functional managers: Chief Scientific Officer, Chief Innovation Officer, Director of Community Initiatives, and Director of Finance & Administration. The COO will report to the President/CEO.
RESPONSIBILITIES and TASKS: Responsibilities will include an evolving mix of:Manage Implementation of Strategic Plan: GMRI is currently completing a protracted strategic planning effort. The COO will oversee implementation of the plan.
· Work with Management Team to translate GMRI's strategic plan into three-year program business plans and successive annual budgets to implement plans.

· Support and supervise Director of Finance & Administration to nurture a culture of fiscal responsibility and prudence at GMRI, manage GMRI's finances, develop and maintain a user-friendly accounting and reporting system, manage our participatory hiring process, manage and improve our administration of human resources, and manage GMRI's lab and equipment assets.
Support GMRI's Evolving Fundraising Efforts: GMRI is a young organization that is highly dependent on soft money and annual fund contributions. Our annual budgeting process involves sophisticated judgment about how to balance growth opportunities with financial risk. Meeting annual revenue targets requires diligence and focus throughout the year. We are hiring a COO to free up the President and Chief Development Officer to focus on a breakthrough fundraising campaign to shift GMRI to a sustainable core revenue model. The COO will work closely with the President and Chief Development Officer to assist with annual fundraising efforts and support the breakthrough campaign.
· Assume the lead of GMRI's annual risk management process that involves budget decisions about appropriate levels of funded vs. unfunded annual budget and focus on meeting annual revenue goals to fill the unfunded budget gap.
· Work closely with Chief Development Officer to cultivate, solicit, and steward corporate, foundation, and individual donors to meet annual revenue goals.
· Assist President with state and federal legislative initiatives to secure public agency line item funding, state bond funding, and federal earmark funding.
Engage and Support Board of Directors: GMRI is blessed with a talented, eclectic, committed Board of Directors. The President and Management Team work together to support directors in their committee work, develop a calendar of engaging board meetings, and insure a transparent, lively exchange of ideas between board and staff.
· Work with President and Management Team to staff board committees and support their productivity as volunteers with significant fiduciary responsibility and resources to extend GMRI's impact.
· Attend board meetings and provide periodic reports to board of directors.
Respond to Emerging Needs and Opportunities: The COO will work closely with the President and Management Team to assess emerging needs and opportunities, identify which fit well with GMRI's strategic plan, and develop the capacity to respond where there is strategic alignment.

The Pew Environment Group's work is focused on reducing the scope and severity of three major global environmental problems:
* Dramatic changes to the Earth's climate brought about by the increasing concentration of greenhouse gases in the planet's atmosphere;
* The erosion of large wilderness ecosystems that contain a great part of the world's remaining biodiversity; and,
* The declining health the world's marine environment, with a particular emphasis on global fisheries.
The Environment program currently has a staff of nearly 200, located in Pennsylvania, the District of Columbia, Massachusetts, Washington, Oregon, Alaska, the European Union and Australia.
The Ocean Science Division of the Pew Environment Group (PEG) improves the scientific knowledge about conservation issues through two components:
* The Lenfest Ocean Program (www.lenfestocean.org<http://www.lenfestocean.org/>), supported by the Lenfest Foundation and administered by PEG, sponsors and communicates peer-reviewed research projects on timely conservation policy issues;
* The Ocean Science Division:
* Sponsors and communicates scientific research, workshops, and other activities supported directly by Pew;
* Fosters a community of conservation oriented scientists through the Pew Fellows Program in Marine Conservation;

Position Overview
The officer will work with the director of the Lenfest Ocean Program to provide advice and assistance in designing and implementing specific research projects that meet the Programs' criteria. The position currently is approved through September 2020. This position reports to the director of the Lenfest Ocean Program, and is located in Washington, DC.
Responsibilities:
* Develop and implement the Programs' research strategies in coordination with the director of the Lenfest Ocean Program. Activities include researching and monitoring marine science issues, assessing the strengths and weaknesses of potential partners, evaluating project costs and designing efficient budgets, establishing measurable goals and targets, and developing timelines.
* Develop and maintain a broad knowledge of issues related to living marine resources in order to advise and provide input to the director on investment opportunities and programmatic direction. Relevant activities include reviewing current scientific and policy literature and attending relevant professional conferences.
* Plan, develop, implement and/or process grant-related materials, including requests for Program approvals, and financial and narrative reports with Program and Trusts staff, grantees and consultants.
* Serve as the lead liaison to researchers on selected grants and contracts. Participate in the development and implementation of a communications plan for selected projects in concert with other Ocean Science staff, communications consultants, and the grantee

Duties and Responsibilities: The Marine Activities, Resources & Education (MARE) program at the Lawrence Hall of Science, UC Berkeley is a K-16 and informal ocean sciences education program and leads the Center for Ocean Science Education Excellence-California (COSEE-California) which is involved in an array of initiatives nationwide. The MARE program in the Center for Leadership in Science Teaching provides marine science education expertise and directs numerous contract and grant-funded programs at LHS. At this time the grant-funded projects include three NSF grants, and one grant each from the National Oceanic and Atmospheric Administration (NOAA), the Institute for Museum and Library Science (IMLS) and the California Coastal Commission. Overview
The Land Trust Alliance is a national conservation organization whose mission is to save the places people love by strengthening land conservation throughout America. The Alliance works with Congress to pass tax incentives and funding that help landowners to choose conservation over development. Background
The Coastal Conservation Networking partnership (CCN) provides land trusts working in coastal areas with the support they need to help address the unique challenges they face, including the development of natural wetlands and buffers, impaired ecosystems with increased vulnerability to storms and other hazards, as well as sea level rise and storm surges. In the spirit of moving this partnership forward, the EPA, the NOAA Coastal Services Center (CSC), and the U.S. Fish and Wildlife Service Coastal Program (Service) have provided funding to Land Trust Alliance to support a fellow to coordinate CCN work plan objectives.
Summary of Position
The Fellow will work with an advisory committee consisting of representatives from the Land Trust Alliance (Alliance), EPA, NOAA, FWS, and The Nature Conservancy to coordinate and implement the work plan developed by the committee. Research Assistant Positions
Beaufort, NC
Duke University is seeking potential applicants for two full-time research assistants to conduct surveys for marine mammals and sea turtles along the east coast of the United States. The primary duties of both positions will be to collect information on the identity, movement, distribution and residency patterns of marine mammals using
photo-identification and biopsy sampling techniques. Both observers will also participate in aerial and ship-board line-transect surveys. Field work will commence in May 2011, following a period of training, and will be conducted year-round from Cape Hatteras, North Carolina to northeastern Florida. These positions will be based at Duke University Marine Laboratory in Beaufort, NC. Details on duties, experience required and desirable qualifications are outlined below.
Duties: Observers will collect visual, acoustic and photographic data on the distribution, behavior and ecology of marine mammals and sea turtles. The observers will participate in surveys aboard chartered aircraft and research vessels in offshore waters (>50 km). It will be necessary to travel to field sites and spend up to a week at a time at
sea living aboard research vessels. The observers will also assist in the preparation of reports and maintain an archive of sightings, acoustic recordings and photo-identification data.
Experience: A bachelor?s degree in a related field is required and a Masters degree is preferable. Applicants must possess a valid driver's license. Applicants should have at least three years of experience in collecting and processing ecological data on marine mammal ecology and biology.
Desirable Qualifications: The following experience is highly desirable: photo-identification and biopsy sampling; small boat handling; maintenance of photo-identification catalogs; passive acoustic monitoring; aerial and/or ship-board line-transect surveys; proficiency with MS Access and/or GIS software. Current aircraft emergency egress certification is preferable; without this certification, applicants must pass an emergency egress training course provided by the employer.

Project summary:
Each year between June - November STC conducts the Green Turtle Program, continuing the work started by Dr Carr in the 1950s. STC works closely with Costa Rican authorities, the Tortuguero community and other sea turtle conservation organizations in the region. Information collected during the annual Green Turtle Program plays a key role in developing effective management strategies for sea turtles in the area.
Work description:
A total of 16 research assistants (RAs) will be trained in sea turtle monitoring techniques by, and work under the supervision of, the STC Field Research Coordinator. The season is divided into two time periods, June - August and August - November, with eight RAs in each time period. The RA team will be made up of individuals from several countries from around the world, with emphasis on Latin America and the Caribbean. The primary responsibilities of the RAs will include nightly tagging patrols, morning track surveys, nest monitoring and excavation. RAs are responsible for tagging nesting turtles, collecting biometric data from females, recording nesting activity during track surveys, and other pertinent data collection.
Monitoring activities during the Green Turtle Program are carried out along 8 km (=5 miles) of nesting beach. RAs can expect to work very long hours, throughout the day and night, often with little sleep. Beach patrols require walking many kilometers in extremely soft sand and in very extreme weather conditions; therefore an excellent physical condition is a requirement for the RA positions.
RAs are also involved in training short-term paying volunteers in all aspects of the monitoring protocol and supervising volunteer groups during beach patrols. The RAs will also work with the STC Outreach and Education Coordinator to develop and participate in various environmental awareness and educational activities with members of the Tortuguero community, and to assist in the STC Visitor Center to provide information about the work of STC to members of the public.

Research Assistantship (RA) positions are voluntary and selected RAs are expected to plan and finance their own travel to and from Tortuguero. Selected RAs will receive board and lodging at the STC Field Station for the duration of their time working for STC in Tortuguero.
Good knowledge of English and Spanish, education in biology or related fields, previous fieldwork experience in the tropics, experience working/living in multicultural environments, experience working/living in isolated locations for extended periods, previous experience in environmental education and availability for the entire period of the program greatly improve your chances of being selected for a position.
STC alumni RAs have gone on to work for conservation organizations, universities and government agencies worldwide.

Blue Ocean Society for Marine Conservation's mission is to inspire passion in people to conserve the marine environment, through education and research in New England.

Whale Research and Education Internship
Interns work one-on-one with our research scientists/educators aboard four commercial whale watch vessels based in Rye Beach NH, Hampton Beach, NH and Newburyport, MA. This internship will give you the opportunity to get hands-on experience in marine mammal research, public education and the general workings of a non-profit.
Description and responsibilities:
Interns will assist aboard one or two commercial whale watch trips per day (8 AM-6 PM) on vessels owned by our affiliated companies. On these trips you will be responsible for spotting whales, recording physical and behavioral data on each whale sighted as well as record all marine debris sightings. You will also meet curious passengers, answer their questions, and exhibit teaching tools such as baleen, whale bones and whale sounds. Additionally, you will have the opportunity to make short presentations over the PA system.
While most of the time is spent on the boat, interns will also assist with data entry and other tasks in the office. Interns are required to read over 100 articles during the first month and attend weekly evening meetings and guest lectures.
Qualifications:

• Outgoing, enthusiastic, detail-oriented and have a strong desire both to learn and teach
* Background knowledge of biology is helpful, but prior experience is not necessary
* Motivation to learn and work independently in addition to working with our staff
* Desire to practice or improve public speaking skills
* Foreign language skills are helpful
This position is open to current college students and recent graduates. Those who have completed their sophomore year of college will receive preference. Those under age 18 should contact us about volunteer opportunities outside of our internship program. Non-U.S. students are welcome to apply.
This position is completely voluntary and housing is not provided. Typically, interns will live together in a shared, sub-let apartment. We strongly recommend having your own vehicle as interns are scheduled to work in various locations each day and public transportation is limited.
