Fisheries Policy Specialist, Pacific Region
EDF's Oceans Program aims to promote and implement sustainable fishery management for the benefit of the resource, fishermen, and fishing communities. EDF currently seeks a Fisheries Policy Specialist to advance these goals in the Pacific Region. Specifically, the successful candidate will be responsible for ensuring the successful design and implementation of the West Coast groundfish trawl rationalization program. The success of the program is important, not only for trawl fishermen and the fish species upon which they rely, but also for other fisheries that may look to the Pacific groundfish trawl program as a guide. The Fisheries Policy Specialist will be based in EDF|s San Francisco office and will work under the supervision of the West Coast Deputy Regional Director.

Primary Duties and Responsibilities
The Fisheries Policy Specialist, Pacific Region, will perform the following and other duties as assigned:
* Facilitate the inclusion and thoughtful development of Pacific Fishery Management Council (PFMC) trailing amendments such as modification of closed areas, development and establishment of cooperative fishing structures, and development of criteria for an adaptive management program¨ to ensure the rationalization program meets the triple bottom line.
* Work with industry, fishery managers, and other stakeholders to streamline management costs and remove unnecessary regulatory artifacts of trip limit management from the Groundfish Fishery Management Plan.
* Promote the development and use of excluder gear and other innovative fishing technology and practices to avoid unintended catch of constraining species and minimize bottom impacts.
* Work with industry and certification/rating/eco-labeling agencies to enhance market opportunities where available.
* Communicate EDF objectives and strategies to the industry, PFMC, and other parties.
* Engage in legislative education and outreach efforts when required.
* Build and maintain relationships with fishermen, regulators, legislators, and other parties.
* Generally support the Pacific Ocean team|s goals and objectives in the region.

Qualifications
The successful candidate will have the following minimum qualifications:
* 3+ years of related advocacy work experience
* Graduate degree or equivalent professional experience in science, policy, economics, or law in areas related to environmental or marine resources policy, aquatic sciences, environmental sciences, or related fields
* Strong understanding of state and federal policymaking and political processes
* Understanding of business, environmental, financial, scientific, and other issues related to creating and maintaining sustainable fisheries

Catch Share Design Center Deputy Director
EDF's Catch Share Design Center (CSDC) provides cutting edge tools and information to fishery managers, fishermen, and other interested stakeholders in order to advance the development and implementation of catch share programs worldwide. The CSDC Deputy Director will be responsible for developing and implementing strategies that advance these goals both directly and through the work of the Oceans Program's regional teams, including those in Latin America and Europe. Primary Duties and Responsibilities
The CSDC Deputy Director will perform the following and other duties as assigned:


 *   Build alliances with a diverse array of stakeholders, and the National Oceanic and Atmospheric Administration (NOAA) in particular, to further the goals of the Center.
 *   Manage the work of a cadre of key consultants to achieve program goals.
 *   Communicate with media, policymakers and various stakeholders to build understanding of catch shares.

 *   Assist in the preparation of grant proposals and reports to funders and EDF leadership.

Qualifications

The Mid-Atlantic Regional Association Coastal Ocean Observing System (MARACOOS), a regional non-profit organization seeks a dynamic leader to serve as Executive Director. The MARACOOS mission-to "seek, discover, share, and apply new knowledge and understanding of our coastal ocean"-is supported by its growing and maturing operational regional ocean observing network in the Mid-Atlantic region of the United States.



Job Description: The Executive Director leads the operational aspects of the organization, under the guidance of the MARACOOS Board of Directors, which establishes the strategic and business plans. The successful candidate will provide regional association leadership consistent with Board-defined operational goals. Responsibilities include serving as principal spokesperson for MARACOOS, overseeing fundraising activities, providing leadership and guidance in the development and implementation of programs that are targeted to engage prospective users, and serving as primary liaison to the Board of Directors. Frequent travel will be required.



Required Expertise and Skills:
The successful candidate must:

Be able to expand ongoing partnerships and develop MARACOOS as a relevant center of ocean observing expertise and a competitive Regional Association;



Be experienced in managing staff;



Have fundraising skills including foundation and government grants as well as corporate and private donations;



Be able to work effectively with the Board of Directors as well as with members, government and private funding organizations, other organizations as appropriate, elected officials, agency staff, and scientists;

Have successful experience in a relevant scientific or management discipline (e.g., as a principal scientist, program manager, etc.);



Have a sufficient understanding of ocean observing technologies, infrastructure, and systems so as to be able to manage and expand MARACOOS;



Be flexible to travel and represent MARACOOS at state, regional, and National meetings and venues.

Qualifications

The successful candidate must have:

A Masters degree and/or equivalent experience with at least 5 years in increasingly responsible positions. An advanced degree in Marine Sciences or Business or related disciplines is preferable;



Experience with and understanding of Integrated Ocean Observing Systems (IOOS) and the governance, technical, and operational roles and goals of Regional Associations;

Position Objectives and Principle Responsibilities

ESSENTIAL FUNCTIONS

The Long Island Sound Program Director is responsible for The Nature Conservancy's engagement in marine and coastal conservation in Long Island Sound.  This program area crosses multiple TNC state operating units, including Connecticut and New York.  The Program Director will work closely with government agencies and other partners to build support and promote policies for the protection and management of Long Island Sound.  He/She will engage relevant local communities, government agencies, and nonprofit organizations by developing multi-faceted, ecosystem-based collaborative initiatives.  The Program Director will strengthen The Nature Conservancy's scientific knowledge of estuarine ecosystems and contribute to the Conservancy's global and regional marine conservation goals by coordinating with conservation and policy staff across the organization.

The Program Director will:
. serve as the program's primary contact and represent the face of the program to internal and external audiences;
. communicate regularly with a multi-chapter team of staff and trustees in all three state chapters, the Eastern US Conservation Division, and the TNC global marine program to develop, guide, measure, and refine progress on strategic and annual plans and budgets for the marine conservation program;

. recognize and develop new opportunities to advance program goals, promoting and garnering support for ecologically sound marine practices in Long Island Sound;

. identify fundable projects, develop proposals, and successfully secure funding through grants and private donors, working closely with members of the Philanthropy department on presentations and asks;

. contribute to overall chapter goals by participating regularly in TNC-wide activities, including staff meetings, training sessions, annual meetings; and field trips;
. perform other duties as assigned.

The Program Director will immediately play a central role in the following active projects:
. Long Island Sound Conservation Action Planning (CAP)
. Marine Spatial Planning (MSP) and the Long Island Sound Ecological Assessment (LISEA)
. Seagrass Research
. Climate Change Adaptation and Coastal Resilience
. Providing oversight and guidance to stewardship staff for submerged-land management and shellfish conservation (CT Only)

The Director should possess strong project management skills and be able to motivate and guide teams, often without direct authority over staff.  The ability to think strategically and form/manage strategic partnerships will be critical.  Experience with policy development and a familiarity with the legal and regulatory environment is strongly preferred, as is an understanding of fisheries and coastal habitats.

The Program Director will be supervised by the CT Chapter State Director (in conjunction with the Long Island Chapter Director).

The Pew Environment Group's Ocean Science Division (OSD) works to generate and synthesize scientific research to inform marine conservation policy and frame solutions to global ocean problems. Developing materials which clearly explain technical results to non-scientific audiences is a significant component of the Division's work.



The associate has significant responsibility for several important OSD activities involving preparation and coordination of materials. These responsibilities include coordinating the development and implementation of research grants and contracts for OSD, including for the Lenfest Ocean Program, and preparing for publication selected research summaries, reports and other scientific materials.  This position will work in close coordination with OSD staff, as well as other Pew staff members, on management, administrative and conservation policy tasks.

 *   Coordinate the development and implementation of grants and contracts for OSD projects.  Work with OSD staff to develop terms of reference and work plans, work closely with contractors and grantees, manage the approval process with other units of the Trusts and monitor implementation of grants and contracts;
 *   Monitor, review and evaluate budgets and programmatic and financial reports for OSD, in close consultation with senior OSD staff;

Marine Habitat Data Technician (Part-time for One Year), NOAA Fisheries

I.M. Systems Group, Inc. (IMSG) (www.imsg.com) is looking to hire a Marine Habitat Data Technician to work at the Southeast Regional Office (SER) of the NOAA Fisheries Service, Habitat Conservation Division (HCD). This is a temporary position (20 hours per week) for a one year term. The position will be based in Charleston SC. Overnight travel may be required for this position.



HCD administers several programs for SER, including essential fish habitat consultations under the Magnuson-Stevens Act, diadromous fish conservation and restoration under the Federal Power Act, and marsh and barrier island restoration under the Coastal Wetlands Planning, Protection, and Restoration Act. Through these core programs work is conducted with dozens of partners, including non-governmental organization, states, Tribes, state governmental agencies, and other Federal agencies, to collaboratively provide technical expertise needed to conserve and restore our coastal and marine environments.



Under the Federal Power Act and Energy Policy Act, SER HCD works with the Federal Energy Regulatory Commission (FERC) to issue prescriptions for fishways at hydroelectric facilities. These prescriptions are part of licenses FERC issues for the hydropower facilities. In addition to these prescriptions, SER BCD recommends other license terms and conditions designed to protect habitat used by diadromous fish during their spawning, maturation, or migration. In addition to leading coordination with FERC and hydropower companies, the hydropower staff will also work with the NOAA Restoration Center to ensure efforts to remove dams under the Open Rivers Initiative, Community-based Restoration Program, and regional partnerships established under the National Fish Habitat Program are coordinated with larger projects licensed by FERC. Dams removed under these initiatives tend to be located lower within watersheds than the hydropower facilities licensed by FERC, and many of these smaller dams impound tidal creeks.



Duties:

. Review and update, as needed, SER HCD's database of 500 large dams in the region to ensure license dates, projects names, and locations as well as reflect the most recently available data from FERC and well as the status of diadromous fish populations and efforts by states to manage these fish (due August 31, 2011).

. Develop a strategy for prioritizing efforts to restore fish passage at smaller dams (i.e. non-federal dams that are not licensed by FERC (due December 31, 2011).

. Develop a database and support GIS data layers showing results of prioritization recommendations for small dams in South Carolina and North Carolina (due March 31, 2012).

. Develop a database and supporting GIS data layers showing results of prioritization recommendations for small dams in Georgia (due May 31, 2012).

. Review and update, as needed, SER HCD's consultation database for approximately 2000 projects along the South Atlantic coast and Caribbean. Time period for the projects is FY2010 (due August 31, 2011) and FY2011 (due October 31, 2011). This task also includes supporting GIS data layers.

. Represent SER HCD in meeting with partners that contribute to or make use of the above databases.

. Assist SER HCD staff with various tasks related to development of GIS data layers, project tracking, and examination of impacts from development projects on estuarine and marine habitat.



Qualifications:

* Experience manipulating and managing large datasets with MS Access and MS Excel.

* Experience using Arc GIS to prepare maps and run spatial queries of large databases.

* Experience preparing written technical reports.

* Knowledge of riverine or coastal ecosystems and how they are affected by development.

Will assist the PTMSC volunteer coordinator in scheduling and training volunteers.

        Citizen Science Assistant: Will supervise the daily operation of our Discovery Lab, including overseeing volunteers, analyzing samples, processing data, posting results to our website, and coordinating events. Will work with the Citizen Science Coordinator to learn current protocols, train and recruit volunteers, provide community outreach about lab topics, and collaborate with scientists and agency partners. Will work with the Marine Program Coordinator to monitor and respond to our marine mammal stranding network. Will work with the Education Specialist to offer engaging, grade-appropriate, standards-based, field experiences for K-8 youth during the school year and for youth groups during the summer months.
