To Members of the IOC Intergovernmental Panel on Harmful Algal Blooms and others interested in becoming Members,
Action: By 1st March 2015, Member States to send detail of their delegation, comments on the draft provisional agenda, name of candidates to chair discussion panels, and nominate candidates for the post of Chair and Vice-chair of IPHAB.

Action: 12e session du Groupe intergouvernemental chargé d'étudier les efflorescences algales nuisibles (IPHAB) au siège de l'UNESCO, Paris, du 28 au 30 avril 2015. Les Etats membres sont invités à communiquer au secrétariat la liste de leur délégation, ainsi que leurs commentaires éventuels au projet d'ordre du jour en pièce jointe avant le 1er mars 2015. La session est ouverte à l'élection pour la présidence et la vice-présidence de cet organe intergouvernemental technique de la COI. Les candidatures accompagnées d'un CV devront parvenir au secrétariat de préférence avant le 1er mars. Les Etats membres sont appelés à proposer des membres de leur délégation pour co-présider les différents groupes de discussion. Les principaux thèmes de cette session sont les suivants: 1. Formulation/approbation des objectifs spécifiques attribués aux groupes de travail régionaux ; 2. Développement des capacités ; 3. Suivi du Programme scientifique international conjoint IOC-SCOR sur l'écologie et l'océanographie des efflorescences algales nuisibles à l'échelle mondiale ; 4. Evaluation mondiale des évènements d'efflorescences algales nuisibles (HAB) ; 5. Ciguatera, un plan pour améliorer la recherche et la gestion ; 6. Amélioration des capacités de prévision des HAB en vue de développer des stratégies opérationnelles. IPHAB est intergouvernemental et technique par nature. Pour la bonne marche des travaux de l'IPHAB, la participation d'Experts nationaux ayant des responsabilités dans la recherche sur le HABs et la définition de leur gestion est fortement recommandée. Tous les Etats membres de la COI peuvent participer à cette session et aux activités du programme HAB en envoyant au Secrétariat une lettre d'intention comme il est prévu dans la résolution de l'Assemblée qui créa cet organe subsidiaire de la COI en 1991.

Subject :  Twelfth Session of the IOC Intergovernmental Panel on Harmful Algal Blooms (IPHAB-XII), UNESCO, Paris, 28-30 April 2015

On behalf of the Intergovernmental Oceanographic Commission (IOC), I have the pleasure in inviting you, in your capacity as representative of your country, to take part in IPHAB-XII, which will be held from 28 to 30 April 2015, at UNESCO Headquarters, Paris, France.

The Panel was formed in accordance with Resolution XVI-4, adopted by the IOC Assembly at its 16th session (March 1991). At its 26th Session (June 2011), the IOC Assembly decided to convene an 11th session of the IPHAB in order to maintain and accelerate momentum in the development and implementation of the HAB Programme (Resolution XXVI-11).

Resolution XXVI-11 and the Terms of Reference of the IPHAB are enclosed herewith.

The basic reason to form the IPHAB was the need to improve the managerial, scientific and financial resources available for implementation of a global HAB Programme. A primary task is still to identify the required resources, so that we, the international community jointly, can continue to implement activities addressing capacity building, international cooperative research, and communication networks.
