[Flex] Please help - do we do collaborative proposals through grants.gov?

As I recall when we did heavier grants.gov we can not submit a collab like NSF. We would pull down the 424 A and B and complete them for the lead to include and we were always subawardees.

I have been looking for this answer and find that their help is not helpful.

Does anyone know if we can do collaborative proposals through grants.gov, or should there be a lead with subawards?  This is for the NOAA OER call.
