[Flex] Please help - do we do collaborative proposals through grants.gov?

I've been given access to other organization's grants.gov forms to fill out our subaward budget form, performance place, personnel info, etc.
I don't think you can split funding in the same way that you can for NSF collaborative proposals, unless the call specifically states that.

I have been looking for this answer and find that their help is not helpful.

Does anyone know if we can do collaborative proposals through grants.gov, or should there be a lead with subawards?  This is for the NOAA OER call.
