[Flex] NSF PAPPG: Using et al.

Hello all,

The APs in PO are looking for some clarification. Our understanding is 
that et al. is never to be used in the Reference section as all authors 
are to be listed. However, a PI may use et al. in SciENcv in the 
products section if the list of authors is too unwieldy and the PI 
chooses to do so. The allowed number of pages for the Bio Sketch, 
created with SciENcv, has increased to three.

Below are quotes from the PAPPG.

*Reference List*
> Reference information is required. Each reference must include the 
> names of all authors (in the same sequence in which they appear in the

*Biographical Sketches*
