[Flex] question about NSF C&P template

Hi everyone,

I am working on an NSF lead proposal with 2 subawards.  one of the subs 
has sent me their C&P's using the NSF template.  They uploaded to 
fastlane with no problem at all, but they have added pages at the end of 
the template in a section called current and pending addendum "to 
provide the scope and delineation of research" for each of the projects 
on their C&P.

Has anyone ever seen anything like this before? I do need some 
ammunition when speaking to them because they are not very helpful, and 
I've scoured the PAPPG, C&P instruction and C&P FAQ, proposal checklist, 
etc and can't find what I need which is the instruction not to add 
information that hasn't been requested.

Any thoughts welcome
