[Flex] question about NSF - WHOI's eligibility again

Hi all.  So sorry but thinking about this further, WHOI is not an 
educational institution but we /are /an accredited Institution of Higher 
Education.  I think I swamped terms when I asked Dave.  So sorry for the 
confusion.
