[Flex] Fastlane printing woes and SciENcv

Thanks Helen, so when sending sub proposals that are NSF prime, we need
to remember to also ask that the CV and C&P files be sent separately
with the submission file.
I will let you know when I hear from that lead inst as to whether the
downloaded C&P file was uploaded successfully.
