[Flex] Question about collaborative submissions- NSF

Just want everyone to know - the inst that submitted prematurely, then 
did a proposal file update to try to correct a piece of their proposal.

They have become un-linked now, and I called the research.gov help desk 
- after describing the problem, the 1st question the rep asked was "did 
they do a proposal file update"?

So, I would say no collaborator should do a PFU until all collaborators 
have submitted.

We have a mess and are working with the helpdesk to hopefully fix.
