[Flex] NSF-approved Biographical Sketch

Per NSF (email to me 6/26) - all of the sections we are familiar with
will still be required in NSF Biosketches. The /program/ we use to
generate a PDF of the biosketch may become a specific requirement;
however, the biosketch components will *not* change.
