[Flex] Fwd: NSF-approved Biographical Sketch Format

I would hold off on getting worked up about this until we have more 
info.  It doesn't make much sense to me.

If NSF was ok with NIH's bio, that will be a radical change.  If one 
goes to SciENcv, you use your NIH credential to log into a /program/ 
that helps you create a bio.  I couldn't come up with any of our PI's 
NIH credentials to give it a try.  I'm not really sure what this 
sentence means: "Beginning with the next iteration of the PAPPG 
(anticipated effective date, January 2020), NSF will only accept PDFs 
for biographical sketches that are generated through use of an 
NSF-approved format".  GENERATED through the USE of a FORMAT doesn't 
really make sense to me.  The way I read this whole thing, SciEncv is 
one of these "approved formats"....but it is a program, not a format...?
