[Flex] NOPP proposals due February 1 and grants.gov

Hi,

I contacted Reggie Beach about the NOPP grants.gov package that had a 
close date of 1/18/19 (we need it to be February 1).

He has had the close date changed to 2/1/19, so you can start a 
workspace and actually be able to submit the proposal between now and Feb 1.

He also said that NOPP and grants.gov are not experiencing any delay 
with the shutdown and we should all assume that all is normal as far as 
the NOPP proposals go.
