[Flex] Accessing foreign per diem look up with the Department of State

Good morning,

I have been having no luck accessing the State Department's website for 
foreign per diems and am wondering if anyone else is having difficulty.

This is the website I've been trying to reach:

https://aoprals.state.gov/web920/per_diem.asp

Is this the web address you use or do you have a different way of 
researching foreign per diems?

I would greatly appreciate any thoughts.
