Hi Bethany,

I was not sure what you needed so I developed the 1030 budget forms and 
attached them here.

Yes, per my original note, Rose wanted this increment to come from the 
new grants as noted:

Atlantis Grant OCE 1822670 WHOI Project 82267000:  $6,429,214

Armstrong Grant OCE 1822574 WHOI Project 82257400:  $2,551,900

The breakdown of the attached Atlantis 1030 budget form was based on 
50.837% ($6,429,214 NSF Balance/$12,646,723 Total Budget) of the 
respective Section 6 values.

The breakdown of the attached Armstrong 1030 budget form was based on 
27.46% ($2,551,900 NSF Balance/$9,293,008 Total Budget) of the 
respective Section 6 values.

If the question is how does the 1030 form get submitted in Fastlane, 
given the status of the grant in Fastlane and we need to ask Rose a 
specific question, let me know.

I do need your assistance, please.. possibly we need to ask Rose for 
clarification?

In research.gov the lead page is still showing both CAs as “pending” and 
still show the Armstrong at the original amount submitted of 
$52,556,030, not the revised amount of %52,588,652 here is a screen 
shot. Im thinking that she wants us to submit **** under the new OCE’s 
and not the extended/old ones?

Also, I am not entirely sure of how to submit these 1030’s. My choices 
in under _reporting requirements_ are interim, final, outcomes and 
annual. I also can go to the _notifications and requests tab_ which 
allows to prepare a new “change” which include the items listed in Step 
1 with further reasons listed in Step #2

Hi Bethany,

As you read below in the note from Rose, we need to submit those 1030 
budget forms into FASTLANE to obtain our final increment of 2018 funds 
from NSF that will go into the new Cooperative Agreement projects for 
Atlantis and Armstrong.

The values we need to ask for are cited in the attached Sections 5.1c 
and 9 for each ship:

Thanks for rearranging your schedule to meet with us last Friday 
afternoon, it was a productive meeting. I wanted to send you next steps 
in the process.

NSF concurs with your proposed combined rates (Operations and MOSA) 
  provided below for R/Vs /Atlantis/ and /Armstrong/.  You need to send 
in revised budgets for each vessel that accounts for the supplement 
provided already, the residual carry forwards, and the balance needed 
for CY 18.  Once I get those in Fastlane (revised budget submitted to 
1822670 and 1822574), I can make the awards.

Hi Rose,

Here are updated Sections 5.1C, 6, and 9 for the Atlantis and Armstrong.

The Atlantis values retain 303 paid days as used in the proposal, but 
reflect the reduction in what I hope to be final 2018 Insurance rates 
along with some other minor adjustments.  The end result was a reduction 
in the combined proposed day rate from $42,400 to $41,738 over 303 
days.  The breakdown being $36,820 per day without MOSA and a $4,918 
rate for MOSA.

The Armstrong values reflect the reduction in operating days at the time 
of the proposal (256) to what they currently are scheduled to execute 
(250).  The budget reflect the latest update in the 2018 Insurance 
premiums which like Atlantis I hope are final.  Despite the reduction of 
days, the reduction in the Insurance budget and other reductions 
associated with fewer number of days at sea resulted in a slight 
reduction in the combined proposed day rate from $37,335 to $37,172.  
over 250 days.  The breakdown being $33,330 per day without MOSA and a 
$3,842 rate for MOSA.
