[Flex] grants.gov status

Hi everyone:
My ticket has been 'escalated' which isn't much help as the next level 
response is not for 24-28 hours...

Here are some details for those interested:
grants.gov is not being blocked by WHOI's firewall.
When one of my colleagues tried with WHOIguest wireless network, he got 
into grants.gov just fine.
Sheila checked with Hovey at home and without VPN he could get to 
grants.gov.

Our security person tried from his home (no VPN) and Verizon squawked 
about not able to get there.

Our network person put traces on the network to see if we could identify 
anything.
It ain't our network. It's outside of WHOI. He does see a place where 
the traffic is failing somewhere along the route.

The website that we use to see if sites are up or down is reporting 
grants.gov as 'down'.

I give you all this info in case you need to work with a program officer 
about anything due today.
